In terms of compulsory education, the ratio of attending school remained at 100%. The proportion of students from junior secondary schools to senior schools reached 96.6% and the proportion of those who met the basic enrollment requirements in term of scores for entering universities and colleges was 93.6%. All this drove the city ahead in Zhejiang in the aspects of compulsory education and senior secondary schooling. In 2007, there were 771 schools at different levels, nursery schools included, among which 8 were higher education institutions. There were 657,000 school enrollments, among which over 58,000 were university or college students.
By the end of 2007, there had been1445 health and medical organizations, with a health staff of 16,595, among whom 6,799 were doctors and 5,583 were registered nurses, and 12,484 medical beds. There were 2.02 doctors and 3.75 beds in hospitals for every thousand people. 75 community health service centers and 840 community health service stations had been established. Cooperative medical insurance had covered all villages and towns in Jiaxing. The basic insurance rate in villages and towns was 100%. 98.2% of the rural population in Jiaxing were able to use tap water. By the end of 2007, there had been 3 culture and art groups, 8 spots for artistic performance, 1 mass art museum, 7 culture museums, 74 culture stations, 8 public libraries with 2.48 million books. There had been 87 film-showing institutions, 6 radio stations, and 6 TV stations. Cable television network covers all the administrative villages, and radio broadcast and television cover 100% of the population of Jiaxing. More than 128 pieces of cultural and artistic work of Jiaxing were granted awards above province level. Jiaxing took the lead in Zhejiang Province in setting up branches in villages and towns under the city library. Cultural centers had been established in 88.8% of the villages. The project started off on protecting the Great Canal, which had successfully got on the list of world heritage. Xiashi colored lantern making had been listed among the first batch of non-material cultural heritage at national level.
In 2007 Jiaxing successfully hosted the World Special Olympic torch relay, organized a delegation to attend the Sixth National City Sports Meeting. Athletes from Jiaxing won 15 medals in different games at home and abroad. Jiaxing held 50 comprehensive physical fitness activities with 210,000 person-times participating.
