Recently, the Reform Office of CPC Zhejiang Provincial Committee gave feedback of the rapid sampling results on strengthening the weak points of the business environment of the first half of 2019 of Zhejiang, and multiple indexes of Jiaxing have improved remarkably and taken the lead in Zhejiang. This office highly appreciated local excellent business environment and progress.

In 2019, Jiaxing vigorously improved “The Year for Business Environment Construction”, strove to build the best city in business environment, made a top-end design and united all departments concerned to make joint efforts so that Jiaxing has achieved noteworthy progress in urban competitiveness and factors attraction.   

The top-end design and deployment have pushed high-quality construction. The business environment is productive forces and competitiveness. CPC Jiaxing Municipal Committee and Jiaxing Municipal People’s Government have fully realized the competition of cities in the future will focus on the business environment, therefore much importance will be attached to the construction and work deployment of the business environment. This year’s Conference for Municipality-county-town Cadres of Jiaxing set the target for optimizing the business environment: to build “three hard and four soft business environments” top in the world, excellent in the Yangtze River Delta, and the third in Zhejiang. and launched the campaign “The Year for Business Environment Construction” to make a road map for optimizing the business environment.

Led by the main leaders of CPC Jiaxing Municipal Committee and Jiaxing Municipal People’s Government, a leadership group has been set up for the business environment construction, so have the similar organizations in the counties, county-level cities and towns. CPC Jiaxing Municipal Committee and Jiaxing Municipal People’s Government included the business environment construction into the annual target-oriented responsibility system assessment, issued “Implementation Suggestions of Jiaxing on Building the Best Business Environment ” and issued 70 work lists for building “three hard environments ” and “four soft environments”.

All regions and authorities concerned have jointly endeavored to take firm steps, for example, building the service platform “Direct Services to Enterprises” for favorable business environment. Jiaxing Development and Reform Commission and other departments have established a “1+X” service system made up of “Direct Services to Enterprises” and other service platforms and established a work mechanism characteristic of “Immediate responses to enterprises’ requests and their direct settlement made by municipal leaders”. The service window “Direct Services to Enterprises” has been set up offline and online respectively at municipality-county-town levels to settle enterprises’ difficulties. For instance, such a platform in Jiaxing Port Area has settled an enterprise’s problem on the pipe gallery construction and such a service platform in Jiaxing Economic and Technological Development Zone has settled the traffic security problem arising from too many cars of driving schools in the Majiabang Health Food Town.  

All regions have innovated in helping enterprises overcome difficulties and problems with the help of the platform “Immediate response to enterprises”. For example, Tongxiang, a county-level city of Jiaxing, has upgraded the “VIP Service Group for Investment Projects” and extended the service from the investment project itself to the whole life circle of the enterprise; and Nanhu, a district of Jiaxing, offered leaders-led special services to settle problems for enterprises with the help of this platform “Immediate response to enterprises”. 

Jiaxing has constantly optimized the procedure, reduced documents and shortened the time in terms of offering public services like water, electricity and gas supplies. Jiaxing Water made five reforms within half a year to improve water supply services to bring convenience to water users and enable the enterprise to succeed in application for water supply within a day just in its own offices. Jiaxing Gas Group Co., Ltd. has been optimizing gas supply environment by following excellent examples, finding and settling problems, and analyzing their reasons to enable the enterprise to succeed in application for water supply in its own offices. What is more, enterprises’ application for water, electricity and gas supply can be achieved by joint efforts and cooperation among different authorities concerned. Backed up by Zhejiang Examination and Supervision Platform Online for Investment Projects, enterprises are able to obtain water, gas and electricity supply services online without providing documents within a day. 

There is no stop in creating favorable business environment. Comparing with others can find the distance to the excellent and direction to future efforts. According to national and provincial requirements of creating favorable business environment, Jiaxing has made investigations into business environment and launched the campaign “mutual investigations, comparisons and learning.” to find out serious problems and weak points and managed to settle them. In addition, this city has made comparisons with excellent cities of Zhejiang, analyzed the reasons and made concrete measures on the basis of the analysis of typical cases. Some good experiences have been summarized, for instance, in Xiuzhou, business licenses of commercial subjects can be canceled in a united office; the cancellation of enterprises’ registrations can be made as “one issue”; enterprises’ application for water supply can be made as “one issue” within two working days.   

What is more, this city has managed to seek public suggestions and the support of public opinions. All democratic parties of Jiaxing made deep investigations and researches to improve local business environment. 15 supervisors from all walks of life have made over 40 suggestions in favor of the business environment. CPC working committees of the government and Party offices of the whole city launched the Party day themed by “My Opinions for Optimizing Business Environment” and 200 good suggestions have been raised by different Party organizations. More efforts have been made to publicize local policies, work, good examples of “Direct Services to Enterprises” to attract more participants and create stronger atmospheres for the excellent business environment through local official web portals, Jiaxing Daily, Jiaxing TV Station, etc.
