New Mode of Party Building in Haiyan Improves Local Rural Management

       At nightfall, 24 newly-installed solar road lamps light up Haiwang Road (South) extending to Zhusha Weir of Yucheng, a town of Haiyan county. At the sight of these lamps at night, Zhu Jianying, a local resident, smiles. “This April, I wrote to the cadres of our village, telling them that it is not convenient for us to travel at night for this road has no lamps, and is prone to traffic accidents, so it is necessary to install the road with streetlights. Out of my expectation, the lamps have been installed so soon.”  

“Upon receipt of her ideas, we informed Yang Zhaohui, Party committee secretary of the town, who is responsible for our village, and he prepared for necessary bidding procedure soon. Before the end of this May, the streetlights were had been fixed.” said Wen Guohui, Party committee secretary of Jiangwei, a village of Haiyan.

In order to improve rural development quality, active roles of rural Party members have to be played. Since last year, this town has chosen 800 residents as the representatives of the party member service centers to provide services for over 7,000 rural families. These centers have improved the management quality of villages and communities through serving people and grassroots units. 

Representatives serve as models in rural management.

The aim of party member service centers is to serve rural people. Jiangwei is a good example of Zhejiang in this aspect.

Over 90% families now live together in communities in Jiangwei. A respectable and creditable resident is chosen to work as the representative of the Party member service center to serve specified residence buildings a community.

Now in Jiangwei, there are 66 representatives and each representative is responsible for serving 5-15 residents of 645 families of the whole village.

Local residents usually go to these service enters for suggestions and help if they are in trouble. “If they feel puzzled about policies, they would like to ask those representatives for help. It is more convenient for villagers to visit these representatives than village cadres.” said Wang Hongjun, a villager. Wang Shesheng, a representative from the Party member service center helped him a lot when he moved his home.

“When residents moved to communities to live together, community management tends to be more important. New situations make traditional management more inconvenient, but the Party member service center is a good solution.” said Ye Shuiping, director of Jiangwei Villager Commission. “It is a new management mechanism, which eases the burden of the villager commission, strengthens the ties between the villager commission and residents, better serve people, publicize policies in a more overall way, and get to know public opinions more conveniently and achieve more progress in our work.”

Listing liabilities and rights

“Uncle Wang gets along well with his neighbors and has no illegal buildings, so his application for moving home is acceptable.” “Aunt Lu is optimistic and actively participates in art performances of villagers, so she is perhaps qualified to join the CPC.”... At the session of Jiangwei Villager Commission, these representatives held hot talks with village cadres on issues of the village.

“With a view to promoting the routine work of the Party member service center, we explore a new work mode, provide badges for these representatives, and list their work liabilities and rights. ”

Currently, the representative of the Party member service center enjoys such rights as giving opinions, making assessments, recommendations and joint investigations and strengthening supervisions in bestowing honors, joining the Party and army, etc. Meanwhile they are responsible for publicizing laws and policies, gathering public opinions, supervising the work concerning the masses, protecting environment, etc.

“The badge bestowed is both an identity and liability. I will fulfill my liabilities and do my work better. ” said Wang Shesheng, a representative of the Party member service center.

Representatives’ work is not for show. Those representatives will be examined and appraised by local villagers, village cadres directly responsible for them and the assessment of all villager cadres every year. The assessment results will impact those representatives in bestowing honors, being recommended as excellent representatives, etc.

Now 800 representatives of this town are working hard to publicize polices and laws, gather pubic opinions, serve as pioneers in environment improvement, garbage reduction and sorting, and put forward proposals on collective economic development, which has pushed ahead with the work of the village and provided better services for villagers.
