As a permanent site for the world Internet conference, Jiaxing has begun its development of 5G industries. According to the news from Jiaxing Economy Information Bureau, the Office of Jiaxing Municipal People’s Government has printed and distributed Implementation Suggestions on Accelerating 5G Industrial Development (hereinafter referred to as Implementation Suggestions), which specifies three targets and four main tasks.

2019 is called as the first year for 5G development. At the beginning of this June, Ministry of Industry and Information Technology of the People's Republic of China issued 5G business licenses to China Mobile, China Unicom, China Telecom and China Broadcast Network, which indicates China has entered her first year for 5G technological and industrial development.

Jiaxing has made obvious achievements in 5G industrial and technological development. This March, the first 5G base station that is up to the commercial network standard was put into operation in Wuzhen, a famous ancient town of Jiaxing. This April, Xin Feng Ming Group, a famous chemical fiber company, became the first enterprise to apply 5G industrial Internet. By the end of this June, 93 physical sites of 5G have been established in Jiaxing. Wingtech, an ODM giant, now is developing 6G terminal products...

Jiaxing is planning its future to develop 5G industries with strong confidence. According to Implementation Suggestions, the general plan of 5G industrial development is to build a strong city in digital economy, accelerate 5G infrastructure construction, cultivate 5G industries and propel the integrated application of 5G technologies to build Jiaxing into a 5G-based innovation city excellent in ecological environment, advanced in Internet construction, abundant in application scenes, obvious in industrial characteristics and leading among the cities of the Yangtze River Delta in 5G industrial and technological development. 

Implementation Suggestions sets three development targets for 5G industries and technologies: network construction, industrial cultivation and integrated application. According to the Implementation Suggestions, 5G network will be available to main urban areas of Jiaxing City proper, Wuzhen and main regions of each county and county-level city, and 5G base stations will total 1,000 by the end of 2019; the 5G network is to be available to all urban areas of each county (county-level city) and partial areas of towns, and 5G base stations are to amount to 4,000 by the end of 2020; excellent 5G network is to be available to all main areas of the whole city and the number of 5G network is to reach 8,000 by the end of 2021; and by the end of 2025, the 5G network is to be available to all areas of the whole city.

By the end of 2021, the output value of 5G industries and relevant industries will reach 30 billion yuan, cultivate 20 5G-based leading enterprises, build at least three cluster areas of 5G industries and total output values reach 15 billion yuan, according to the Implementation Suggestions.

In terms of integrated application, Jiaxing will develop 5G pilot industries and strive to take the lead in Zhejiang in applying 5G technologies in industry, medical care, culture, tourism and transportation, and form a reproducible and propagable 5G development mode with Jiaxing’s characteristics.

Clearer targets indicate stronger development motive forces. The Implementation Suggestions specifies five main tasks to accelerate 5G industrial development: to accelerate infrastructure construction, cultivate industrial chains, and apply 5G technologies in main fields and strengthen 5G technological innovation.

Jiaxing will forcefully develop 5G industries, build 5G platforms, cultivate leading enterprises with core competitiveness in subdivided fields of 5G to create a 5G ecological circle. 5G industries are involved in intelligent terminals, base stations, key receivers, optical communication devices, the third-generation semi-conductor materials etc.

Jiaxing will integrate 5G technologies into social and economic development to drive industrial prosperity through large-scale application of 5G technologies, and push ahead with application innovation through industrial development, and create 5G ecological environment including industrial Internet, intelligent venues, telemedicine, super high-definition digital videos, intelligent connected vehicles, 5G-based town, etc.

Good policies propel the development of 5G industries. Jiaxing will strongly support 5G network infrastructure construction, industrial development and application with special funds and sub-funds to establish various supporting systems, inspire venture investment to participate in 5G-based entrepreneurship, recommend and guide excellent enterprises to match capital markets and offer more awards to 5G talents to help them in scientific research funds, housing, children’s education, medical care etc.

According to the Implementation Suggestions, an enterprise will receive subsidies respectively equivalent to 10% and 20% of its investment in 5G-based equipment and in its technologies and informationalization from the government. Identified national and provincial-level pilot 5G application projects will receive two million and one million yuan respectively as awards.
