Urban governance is an important content of the modernization of the state governance system and governance competence. A top-end city needs top-end governance.

When all regions, departments and organizations are implementing the spirit of the Fourth Central Plenary Session of the 19th CPC Central Committee and the Sixth Session of the 14th CPC Zhejiang Provincial Committee, the Eighth Session of CPC Jiaxing Municipal Committee was held to research and set the targets and tasks for pushing high-level urban governance modernization, and strive to take the lead in urban governance modernization, deliberated and passed the “Decisions on CPC Jiaxing Municipal Committee’s Studying and Implementing the Spirit of the Fourth Central Plenary Session of the 19th CPC Central Committee and Striving to Take the Lead in Urban Governance Modernization” (hereinafter referred to as Decisions), which will be of greatly significance to Jiaxing’s development. Now the whole city has united together to implement the spirit of this session and work hard and bravely to achieve new progress in obtaining urban governance modernization of Jiaxing.

A system is a fundamental, overall, stable, and long-term issue influencing the Party’s and national causes and is a concentrated reflection of the national governance system and competence. City-centered governance is the footstone of the national governance and play a key role. The progress in city-centred governance influences the implementation of top-end designs, the stability and harmony of a city and the long-term peace and stability of the Party and country. The Fourth Central Plenary Session of the 19^th CPC Central Committee has made a crucial strategic deployment on adhering to and improving the socialism system with Chinese characteristics, and pushing the modernization of national governance systems and competence. Jiaxing, the place where the dream of our Party started, has taken the lead in profoundly studying and implementing the spirit of the Fourth Central Plenary Session of the 19^th CPC Central Committee and in driving the urban governance modernization, and now has become an important window to demonstrate the superiority of the socialism system with Chinese characteristics.

Jiaxing has strong confidence in taking the lead in urban governance modernization. For years, guided by Xi Jinping Thought on Socialism with Chinese Characteristic for a New Era, this city has deeply implemented “Eight Eight Strategies”, started a new round of reforms and opening up, driven the the integrated development of urban and rural areas, market-based allocation of factors and new-type urbanization reforms, extended the reform of people’s access to government’s services to all fields, and built the safest city with the most harmonious Party-people-cadre relationship and best business environment. Its grassroots governance experience integrating “ethic, self and legal governance” has been spread to all over the country. It has won Jinding (a national honor in urban security construction) and “Chang’an Cup”, launched the campaign “Grid-based Heart to Heart and Group-based Service Supplies” in the theme education campaign “Remaining to the original aspiration and keeping our mission firmly in mind”, inspired officials to go to the people and activated the people, laying a firm foundation for striving for the first in urban governance modernization. 

You know whether it is bitter or sweet after you have a taste, and dangerous or safe after you have a travel. Summarizing the past is to create a better future. Currently, the county-based economic development is being upgraded to metropolis and urban agglomeration-based one. We have set our new development targets since the integrated development of the Yangtze River Delta has been upgraded a national strategy and we are going to embrace the 100th anniversary of the founding of the Communist Party of China. To drive the high-level urban governance modernization is requested not only by the deep implementation of the spirit of the Fourth Central Plenary Session of the 19^th CPC Central Committee and active response to the trend of national governance modernization, but also by the implementation of our primacy strategy, promotion of high-quality development and people’s earnest expectation of balanced and well-off life. Jiaxing will take a road in urban governance modernization with local characteristics by guarding and publicizing the “Red Boat” Spirit, keeping self-confident, consolidating experience and strengthening weak points.

You will not feel lost if you know the direction ahead, and have strong motive forces if you know what is to be done. The Decisions integrates central and provincial work deployment into Jiaxing’s actual situations and makes a time table and road map for Jiaxing to propel the modernization of the urban governance. Efforts will be made to turn the time table into a taximeter and road map into a construction map, attach importance to comprehensively strengthening the Party leadership, building a city with the most harmonious Party-people-cadre relationship, implementing the primacy strategy, pushing high-quality development, security city and infrastructure construction and deepening major reforms, fully implement the requests of the Decisions, give full play to the advantage and superiority of the socialism system with Chinese characteristics and strengthen weak points to improve development quality, urban governance and people’s fulfillment sense, and transfer system advantages into governance efficiency.    

The trumpet has sounded for Jiaxing to strive to take the lead in urban governance modernization. The future is promising although dangers and difficulties will appear. Let’s strengthen our confidence, make joint efforts and innovations in pushing forward the urban governance to provide firm institutional support for building Jiaxing into a central hub city of the southern regions of the Yangtze River Delta, an energetically innovative city, a river-lake cultural city with international quality, a model region for the practice of new development concept, and a shining and vigorous city among the cities of the Yangtze River Delta.
