Several days ago, Jiaxing Municipal People’s Government issued “Implementation Suggestions on High-quality Construction of ‘10,000-mu-land-grade and 100-billion-yuan-grade’ Industrial Platforms” (hereinafter referred to as “Implementation Suggestions”. Note: one mu is equal to one fifteenth of hectare). Before 2025, five 100-billion-yuan-grade industrial clusters and eight 100-billion-yuan-grade industrial platforms will be constructed.

In recent years, central and provincial governments have attached importance to the construction of major industrial platforms. At the beginning of 2019, Zhejiang rolled out policies to focus on the development of future industries and build “‘10,000-mu-land-grade and 100-billion-yuan-grade’ Industrial Platforms.” 

CPC Jiaxing Municipal Committee and Jiaxing Municipal People’s Government paid high attention to the industrial platform construction, and intensive endeavors have been made to optimize all industrial platforms in 2018, and implement in early 2019 provincial government’s work deployment by regarding the construction of “10,000-mu-land-grade and 100-billion-yuan-grade’ industrial platforms as the forceful engine of high-quality economic development and key measures to build a pilot area for gathering high-quality foreign-invested projects, and enormous achievements have been obtained. Jiaxing-Suzhou Industrial Park - Jiashan Intelligent Sensing Industrial Platform has been listed as the candidate of Zhejiang’s “‘10,000-mu-land-grade and 100-billion-yuan-grade’ Industrial Platforms”, and six industrial bases have been included into the key candidates of Jiaxing’s new industrial bases. The “Implementation Suggestions” made a roadmap for the construction of “‘10,000-mu-land-grade and 100-billion-yuan-grade’ Industrial Platforms”.

Drawn up by Jiaxing Development and Reform Commission, the “Implementation Suggestions” has been included into “Major Items of Jiaxing Municipal People’s Government 2019”. Zhang Jian, secretary of the Party Group and director of Jiaxing Development and Reform Commission interpreted the background, contents and main tasks of the “Implementation Suggestions” in a reporter’s interview with him.

The “Implementation Suggestions” is issued to further improve local industrial platforms, accelerate the construction of major industrial platforms with huge bearing capacity, competitiveness and influence, and build “10,000-mu-land-grade and 100-billion-yuan-grade’ Industrial Platforms by strengthening excellent industrial clusters, boosting output effect of the industrial platforms and enhancing enterprises’ competitiveness in several years ahead, according to Zhang Jian.

In Jiaxing, five 100-billion-yuan-grade industrial clusters will be constructed respectively for top-end equipment manufacturing, new materials, fashion, electronics&information, and life&health industries, and some 100-million-yuan-grade industrial clusters as well as 30 service complexes for industrial innovation before 2025.

This city will reclaim over 20,000 mu of lands not used effectively, construct ten 10-billion-yuan-grade new industrial bases and eight 100-billion-yuan-grade industrial platforms with their annual operating incomes each up to 50 billion yuan, the value-added rates of their industries above the designated size up to 25%, and the revenues per mu of lands of their industries above the designated up to 350,000 yuan before 2025.   

By implementing the plans of “Leading Enterprises”, “Gazelle Company” and “Seeding and Afforesting”, the city will strive to increase the number of the listed enterprises to 80, hi-tech enterprises to 2,500, 100-billion-yuan-grade ones to one or two, 50-billion-yuan-grade ones to three at least, and make all industrial platforms have at least one 10-billion-yuan-grade enterprise. 

　　10,000-mu-land-grade and 100-billion-yuan-grade’ Industrial Platforms are local future upgraded industrial platforms. According to the “Implementation Suggestions”, Jiaxing will strive to implement it with effective measures.  

“We will produce new kinetic energy of the development by fostering new industries and attracting leading investment projects, close down low-efficiency and scattered enterprises to make room for high-efficiency ones and industrial parks, and enlarge the scale and increase the benefits of the industrial platforms through gathering resources.”

The city will build the platforms for such local major emerging industries as the core industries of digital economy, intelligent equipment and aerospace and include them into the “10,000-mu-land-grade and 100-billion-yuan-grade’ Industrial Platforms” of Zhejiang, accelerate the construction of high-level innovation platforms like Yangtze Delta Region Institute of Tsinghua University of Zhejiang, Zhejiang Institute of Advanced Technologies of Chinese Academy of Sciences, Pinghu Park of Zhangjiang Yangtze River Delta Sci-Tech City, Haining Juanhu International Sci-tech City and Jiaxing G60 Scientific Innovation Valley, and build at least one provincial-level international industrial cooperation park in each county (county-level city and district) of Jiaxing.

This city will intensify efforts to force low-efficiency, scattered and chaotic enterprises and town-based industrial parks to shut down to make development room for higher-efficiency ones with more stringent measures to gather resources to secure the development of major industrial platforms.

In addition, the city will strive to build a platform for each industry to gather characteristic industries to support all upstream and downstream enterprises of a local industrial chain to enter  platform, encourage industrial platforms to introduce and establish national-level major innovation relevant carriers, and spare no effort to attract at least 100 top-end expert teams to settle with their projects.

　　Such work measures will secure the construction of the “‘10,000-mu-land-grade and 100-billion-yuan-grade’ Industrial Platforms” as establishing effective work mechanisms, intensifying planning, reform and innovation, and making performance assessments. Jiaxing will push forward the reform of people’s access to the government’s services in terms of the platform construction, implement the “sample plot” system concerning enterprises’ investment projects and reclaim low-efficiency industrial land, support those industrial platforms topping the list to enjoy preferential policies in investment projects attraction, resources allocation and projects application etc., and punish those platforms with lower performances for three consecutive years.
