Jiaxing is making every effort to build a safe consumption city. Now “Safe Consumption in Jiaxing” is a gold name card of the city. Several days ago, the joint conference on the market supervision and management of Jiaxing issued “Measures on Building Jiaxing into a Safe Consumption City” and “ Rules of Jiaxing on Assessing a Safe Consumption City”. 

This August witnessed the release of “ The Implementation Plan on Building Jiaxing into a Safe Consumption City” (hereinafter referred to as the “Plan”). It is Zhejiang’s first plan on building a safe consumption city. In accordance with the “Plan”, the goals of building the safe consumption city will be achieved by 60% of local enterprises and market entities concerning consumption (70% of safe consumption units should return the sold goods if they meet the goods returning conditions), 70% of industries and 80 % of towns, sub-districts, administrative villages and communities in 2022.

The city not only set up general goals but also the goals for such specific industries to build the safe consumption city as online shopping, communications, express delivery, tourism, property services, education training, drugs, projects’ construction, agricultural and sideline products & agricultural materials, foods, catering, grain& edible oil, entertainment, traffic, repairs and maintenance of motor vehicles and common consumption. By the end of 2022, 80 % of those industries will reach the standards concerning building the safe consumption city and a number of safe consumption enterprises and organizations will be identified.     

The industries mentioned above have close connections with people’s life, and frequent consumption complaints have taken place in them. The “Plan” takes into consideration the hidden consumption risks happening in new economic fields. For example, the “Plan” urges those engaged in taxi and online-car hailing services to serve consumers in strict accordance with laws and regulations, and normalizes physical shops’ online business activities through live streaming platforms, social marketing, etc. 

In order to assess each unit’s progress in building the safe consumption city, the joint conference mentioned above released “Standards of Jiaxing of Building a Safe Consumption Unit” and “Assessment Standards of Assessing a Safe Consumption Unit” (Trial).

The “Assessment Standards of Assessing a Safe Consumption Unit” (Trial) sets up specific safe consumption items and indicators for the enterprises producing foods, drugs, medical equipment, cosmetics and terminal consumer goods and engaged in maintenance, repairs, home decoration, transportation, express delivery, fitness and entertainment, the stores of drugs and cosmetics, the organizations for food transportation and education training, the shops promising to return the sold goods without reasons and maintaining and repairing home appliances, the suppliers of financing services, culture services and agricultural materials, and eateries, net shops, driving schools, petrol and gas stations, tourist attractions, service areas of expressways, supermarkets, railways and motor stations, wharves, catering industry, etc.

Since the beginning of the year, 47,513 new units have been identified as the safe consumption units, accounting for 316.75% of the annual goals set by the provincial government, ranking the first in Zhejiang. According to Li Quanming, secretary of the CPC Committee of Jiaxing Market Supervision and Management Bureau, Jiaxing has been popularizing the brand “Safe Consumption in Jiaxing” by promising to return the sold goods without reasons, supporting the recovery of rural tourism, strengthening the safety of foods and products, settling trans-regional consumption complaints, normalizing markets and popularizing safe consumption ideas.
