The reporter learns that “Projects Implementation Plan of Zhejiang 2020 for the Construction Plan for ‘4+1’ Major Projects” was released by Zhejiang Development and Reform Commission several days ago. In Zhejiang, 712 major projects have been arranged with a total annual investment of 815.5 billion yuan in 2020. With a total annual investment of 31.94 billion yuan, 81 projects of Jiaxing are included in the provincial implementation plan this year, the most in Zhejiang.  

Promoting the construction of “4+1” major projects is an important effort to enlarge Zhejiang’s effective investment, a key performance indicator of government’s work, and a concrete step to implement the work deployment on “stabilizing employment, finance, foreign trade, foreign investment, investment and expectation” made by the central government, and on “stabilizing enterprises, increasing kinetic energy and securing safety” by the CPC Zhejiang Provincial Committee.

How to arrange the construction of Jiaxing’s provincial “4+1” major projects?” As far as the construction orientation is concerned, priority will be given to optimizing investment structures.” said a chief official from Jiaxing Development and Reform Commission. Following the principle of “improving investment quality and benefits”, ,Jiaxing will intensify efforts in investing traffic and ecological environment protection and fostering kinetic energies to perfect investment structures. Of those 81 projects, there are 11, 6 and 64 ones concerning traffic, ecological environment & public facilities, and high-tech industries respectively, with a respective annual investment of 5.8 billion yuan, 6.74 billion yuan and 194.3 billion yuan.     

Efforts have been strengthened to give full play to the roles of major strategies, large projects and private investment. The construction of such projects have been arranged as modern trams, Jiaxing Airport for military and civil purposes and Jiashan Intelligent Sensor Valley to seize the opportunity that the integrated development of the Yangtze River has been upgraded into a national development strategy, and the construction of such projects has been arranged to support Zhejiang’s “Four Grand Construction Projects” as Nanxun-Tongxiang Expressway, Tongxiang-Deqing Expressway, intelligent equipment manufacturing and E-Commerce Logistic Park in Dushan Port Zone, and Jiaxing (Pinghu) LNG Gas Storage and Transportation Station for emergency purposes.

Major projects strongly support economic and social development. Of those 81 projects this year, the numbers of new projects each with a total investment of over 5 billion yuan and 2 billion yuan reach 16 and 25 respectively, including the following projects: Shanghai-Pinghu Railway, Shanghai-Jiashan Intercity Railway (within Zhejiang), China Huaneng Offshore Wind Plant No. 2, the new IGBT power project with an annual production of two million sets of devices from Saijing Asia-Pacific Semiconductor Sci-tech Co., Ltd., the project with an annual production of 400 million metal grid touch sensors from FlexTouch.

Private investment will play an important role. Besides major projects, private capital has been attracted to invest, based on PPP mode, Qianjiang Expressway and the expressways it links north and the infrastructure of Jiashan Intelligent Sensor Valley. Over 80% of those 81 projects are invested by private investors.  

According to the official mentioned above, “Focus will be highlighted on attracting some new projects, making preparation for some projects, constructing and operating some respectively to form a virtuous circle to push forward the construction of Jiaxing’s provincial “4+1” major projects. More logistic supports will be provided for the construction of major projects, for example, newly added construction land will be preferentially offered to those provincial “4+1” major projects to meet their construction land demand, and all preferential policies like corporate bounds and budgetary investment of the central government will be implemented effectively to satisfy provincial, municipal and county-level major projects.

It is worth mentioning that Zhejiang Development and Reform Commission issued “Landmark Projects Implementation Plan of Zhejiang 2020 for the Construction Plan for ‘4+1’ Major Projects”, and four 10-billion-yuan projects are included in this implementation plan: they are the project with an annual production of 100,000 finished automobiles and a R&D center from Pinghu City, the one with an annual production of 20 GWH lithium ion batteries and system assembly from Jiashan County, USA’s AP hydrogen energy and supporting industrial base from Haiyan County and Minhua Future Factory from Nanhu District. In addition, four 100-billion-yuan projects are listed as the landmark projects concerning the construction of beautiful towns, rivers&lakes, future community and seawalls, and all prefecture-level cities of Zhejiang are involved with their construction, of course including Jiaxing.
