The reporter learns from Jiaxing Ecology and Environment Bureau, the General Office of the Ministry of Ecology and Environment of the People’s Republic of China issued the “Notice on Commending Organizations and Individuals on Their Remarkable Achievements in the Permission of the Discharge of Pollutants of All Fixed Pollution Sources of China 2020” to praise them for their outstanding work. Such unit and individuals of Jiaxing were commended as Jiaxing Ecology and Environment Bureau, and Cui Bin, Xialin and Jiang Yingrong respectively from the branches of Pinghu, Haiyan and Haining of Jiaxing Ecology and Environment Bureau. 

It is not easy to obtain such great achievements. In 2020, Jiaxing Ecology and Environment Bureau worked hard to implement Xi Jinping’s thought on ecological protection, the Party’s routes, guidelines and policies, and decisions and work deployment made by the CPC Central Committee and the State Council of the PRC on the supervision over the fixed sources of pollution, and issued licenses for and overhauled all fixed sources of pollution one month earlier than the scheduled time and took the lead in Zhejiang in finishing the annual task of the permission of the discharge of pollutants of 59,958 enterprises, of which 1,393 were given licenses, 145 were required to improve the standard of the discharge of pollutants, 40,135 were required to register the discharge of pollutants and 18,285 were marked to close down or not to issue licenses or make registration for them.

In order to make progress in the permission work of the discharge of pollutants of 2020, this bureau issued and printed the “Notice on the Implementation Plan of Overhauling the Permission of the Discharge of Pollutants of the Fixed Pollution Sources and Issuing Licenses and Making Registration for the Permission of the Discharge of Pollutants 2020”, and established a relevant work leadership group and a professional work team and urged each county, county-level city and district directly under Jiaxing City to set up their own professional work teams and apply for special funds for this work.

For those achievements, this bureau made careful planning and early work deployment, and issued the “Plan on Issuing Licenses and Making Registration for the Permission of the Discharge of Pollutants of 91 Industries of Jiaxing” and checked every week to get to know the work progress of the permission of the discharge of pollutants, inspected the work on the spot or made inspection each other to improve work quality. This bureau launched six batches of on-the-spot work inspections and three batches of online inspections, issued licenses for 315 enterprises, registered 48, urged 18 to improve their work within a limited time and made special marks for nine enterprises according to inspection results.

Besides, the bureau innovated work methods, issued“The Scheme of Jiaxing for Online Check of the Licenses of the Discharge of Pollutants of the Fixed Pollution Sources and On-the-spot Quality Check of Jiaxing” to improve work quality by online and online means, worked out manuals, shot teaching videos, made standard forms and collected answers to 382 questions of five categories. What’s more, this bureau also held meetings to review the permission of the discharge of pollutants of the whole city, organized relevant staff to learn experiences from other regions and invited the members of provincial-level professional teams in the permission of the discharge of pollutants to give targeted guidance.
