The 13th  Five-Year Plan on the Development of the Quality of Jiaxing

Based on The 13th Five-Year Plan on Building Zhejiang Strong in Standards, Quality and Brands and The Outline of the 13th Five-Year Plan on National Economic and Social Development of Jiaxing, The 13th Five-Year Plan on the Development of the Quality of Jiaxing is made to implement the requirements of “transferring the foothold of pushing ahead with the economic development to improving quality and benefits ” raised in the 18th National Congress of the Communist Party of China and impel Jiaxing to make new progress in the quality work of the 13th Five-Year Plan.

I.  Current Situations

1. Existing Foundations

(1) The core position of the quality-based development strategy has been established. During the period of the “12th  Five-Year Plan”, building a city strong in quality was included into the local national economic and social development plan and written into the government work reports. Such documents have been issued as Suggestions of Jiaxing Municipal People’s Government on Accelerating the Construction of the City Strong in Quality (No.35,2011) , The “12th  Five-Year Plan” on Building a City Strong in Quality20112015 and The Implementation Plan on Building Jiaxing into a National Model City Strong in Quality, and the spirit of “Integrity, Innovation and Excellent Development ” has been built up to fully press ahead with the establishment of “National Model City Strong in Quality”. Efforts have been made to set up the quality leadership groups in different regions and government quality prizes and make the assessment methods for the quality work. The quality work pattern has come into being, i.e., the quality work is guided by the government and participated in by the public and enterprises are its main players.

(2) The quality has made stable progress. During the period of the “12th Five-Year Plan”, the quality of Jiaxing’s products was improved steadily. 94% of local products reached the standards according to provincial random quality check, so did 96% of main agricultural products. Jiaxing won one award nomination for China Quality Prize, 20 China famous trademarks, two national quality prizes, two Zhejiang Provincial Government Prizes (award nomination included), 23 Jiaxing Mayor Prizes and 215 provincial-level famous brands. One demonstration zone was approved to be built into a zone for its national famous brands. The quality of local projects has made new achievements. The completion of all major projects reached the standard. Jiaxing won one Luban Prize for the Construction Project. Three projects won national silver prizes, and 50 projects won “Qianjiang Cup” for their high quality. The service quality jumped to a high level and Jiaxing service sector won 28 Zhejiang Famous Brands. 83.2% of citizens were satisfied with the quality of products, services, construction projects etc. The environment quality tended to be better and surface water quality made two historic changes, i.e., Grade -V water and the water worse than Grade V water quality began to turn to Grade -III and Grade IV water. The water quality below the standard tended to turn to be excellent according to assessments. The air quality assessments were good and the number of hazy days further reduced.

(3)  The quality foundation was further solid. During the “12th Five-Year Plan”, the mechanism and scope for the standardization work was further improved and expanded. Driven by famous standards, enterprises’ innovation ability was continuously improved. 11 national standardization technology committees were attracted to settle in Jiaxing and 50 industry alliance standards were spread in Jiaxing. Local enterprises participated in formulating six national standards and 669 national and industrial standards. Jiaxing implemented 18 pilot standardized projects of provincial-level “agglomeration industry”, and was approved to construct five national-level standardized pilot projects. The work for people’s livelihood and energy measurement made steady progress. 256 public measurement standards were set up, and the magnitude transfer and traceability systems suitable for economic and social development were established. Efforts were made to push forward the construction of national-level hi-tech service industrial zone along the Hangzhou Bay for the inspection and test, and the inspection and test capability was further strengthened. The number of qualified inspection and test organizations totaled 123, including six national quality inspection centers, ten provincial centers and 1,137 R&D centers and technical centers of various levels.

Nevertheless, there exist such problems: the overall quality level is not suitable for social and economic development; the quality foundation for industrial upgrades is not strong enough; competition is homogenized; brands are not so famous; innovation ability is weak; a gap between environment quality and the requirements of the garden city still exists; quality supply fails to meet the requirements of quality and benefit improvements; the quality policies are not so proactive and continuous; enterprises’ main responsibility for the quality should be further enhanced, so should the third-party quality service ability.

2. Development trend

During the period of the “13th Five-Year Plan”, Jiaxing’s quality development environment will change greatly. The new normal of the economic development and a new round of consumption upgrades make strict demands on the quality development. Improving quality to offset the economic slowdown is an inevitable choice. The period of the “13th Five-Year Plan” is a key one for Jiaxing to build a high-level well-off society. The traditional quality development pattern and quality management mode are facing serious challenging. “Internet+”, “Robots+”, and “Standardization+” will propel the birth of new development forces. Building Jiaxing into a modern garden city and Zhejiang into a rich and beautiful province makes new demand on quality development. To improve people’s livelihood and enhance people’s happiness is the most important task of the quality work in the future.

II. General Thought

1. Guideline 

Efforts shall be made to hold high the great banner of socialism with Chinese characteristics, take Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development as our guide, comprehensively implement the guidelines of the third, fourth, fifth and sixth plenary sessions of the Eighteenth CPC Central Committee, implement the guiding principles of Xi Jinping's important speeches, adhere to the general work guideline of making progress while maintaining stability; carry out reform and innovation in all areas of economic and social development, further implement the strategies of building a standard, quality and brand-oriented strong city, optimize the quality supply mechanism, improve the quality integrity system, consolidate and improve the achievements made in constructing the “Pilot City for National City Strong in Quality” to provide forceful support and impetus for building Jiaxing into a beautiful modern garden city rich in materials and spirits.

2. Development principles

(1)  Persisting in market-dominated and innovation-driven development. Based on the markets, various measures shall be made to activate enterprises’ responsibilities and innovative vitality to integrate deeply the innovations of quality, technologies and management, and upgrade “Made in Jiaxing” to “Made by Jiaxing”

(2) Persisting in quality priority and balanced development. Efforts shall be made to regard the quality as the core elements to press ahead with economic and social development, hold on to the idea “Quality is the most important, and quality determines development benefits and values”, and coordinate the relationships between quality improvement and development speed to promote the sound and sustainable development of Jiaxing’s economy and society.

(3) Persisting in the green development guided by the quality. Efforts shall be made to give full play to the leading role of the quality, make the standardization propel the green products production, green buildings development, environment treatment and the construction of energy-conserving and environmentally friendly society.

(4) Persisting in joint efforts to improve the quality and the open development. Efforts shall be made to optimize the quality work mechanism - “quality work is guided by the government and participated in by the public and enterprises are its main players”, expand the opening up in the quality field, and mobilize the public to participate in the quality construction to accelerate the establishment of open, cooperative and win-win work mechanisms.

(5) Persisting in the development benefiting the people. Efforts shall be made to focus on benefiting the people, strengthen the quality supervision, protect the safety of people’s livelihood and enhance the quality of products, service, projects and environment to meet people’s increasing demands and their sense of gains.

3. Development targets

(1) Overall targets. Efforts shall be made to build a quality development pattern suitable for local economic and social development, give full play to the basic and key roles of the quality in economic upgrades and the modern network garden city construction, further improve products’ quality, produce a large number of products representing “Made in Zhejiang”, make marked progress in the quality of services, projects and environment, build a batch of high-level pilot projects in terms of government affairs service, public service, new-type urbanization and industrial upgrades, set up new benchmarks of “Jiaxing Standards”, establish a batch of famous brands, enterprises and regional brands with independent intellectual property rights and strong competitiveness, form the new advantages of “Jiaxing Brands”, accelerate the transfer from “Made in Jiaxing ” to “Made by Jiaxing ”, from “Jiaxing Speed ” to “Jiaxing Quality” and from “Jiaxing Products ” to “Jiaxing Brands” to make Jiaxing stride towards the era famous for standards, brands and quality.

III. Main tasks

1. Improving Jiaxing’s economic and social development through quality improvement

(1)  Improving the quality of products

Improving the quality of consumer goods. Efforts shall be made to use advanced standards to improve the quality of local advantageous consumer goods such as costumes, buggies, suitcases and bags, integrate home furniture, especially its applicability, reliability and charm to strengthen its competitiveness, explore the quality innovation of consumer goods through “Internet+” and big data etc. to better meet the requirements of consumption structure upgrades, strengthen the supervision over e-commerce consumer goods, intensify the supervision over online sales platforms, crack down on adulteration, fake merchandises etc., and press ahead with “robots+” consumer goods production to improve consumer goods with more intelligent production processes.

 

Column 1: improving the quality of consumer goods

Efforts shall be made to enrich the varieties, enhance the quality and create the famous brands of consumer goods, enlarge the supply of the middle and top-end consumer goods, take the lead in the competitiveness of such consumer goods as costumes, buggies, cases, bags and integrated home furniture in China and make their quality up to or close to international levels.

Upgrading leading industries by improving the quality. Efforts shall be made to intelligentize such industries as advanced equipment manufacturing, electronics, information, textile, costumes, leather, chemical fiber, new chemical materials and photovoltaic power, encourage the integrated and independent innovation in energy conservation, industrial technologies and information technologies to enhance green manufacturing capability, inspire enterprises to introduce excellent performance models, popularize advanced quality management methods to enhance the quality management level, propel “one-stop” service station construction of the quality technology basis, establish the one-stop service mechanism “standard + measure + authentication + test and inspection”, and explore the establishment of a new quality technology basis service model with the characteristics of the joint cooperation and targeted service supply to enhance the quality service capability and drive industrial upgrades and quality improvement in a sustainable way.

(2) Striving for more excellent quality of projects

Perfecting the quality management system for projects. Efforts shall be made to strictly implement the technical criteria to ensure the quality safety of the structures, functions and environment of the construction projects, establish the perfect quality management systems to improve the brand of the construction projects by imposing the lifetime responsibility on the persons responsible for the construction, survey, design and supervision of the projects, fully implement the standardized management of the project construction, establish and perfect standardized management systems and assessment methods, strengthen the supervision over the survey and design quality of the projects, reform the inspection service of the construction drawings of the projects by making governments purchase the inspection service of the construction drawings, strengthen the management of tendering, bidders’ qualification and construction permits, further intensify governments’ supervisions over and inspections of building materials to enhance the quality of the projects in an overall way, fully implement the system that the supervisors of the projects are not allowed to work until they pass the strict assessment and that constructors can not work until they obtain relevant licenses, and implement the training and educational system for the construction safety to intensify the supervision and management of the construction projects, establish a perfect coordinating mechanism and emergency mechanism, fully carry out the standardized management of the quality of the project, make the safe, civilized and standardized construction site as the preconditions for participating in the bidding of the construction project, and conduct emergency exercises to respond to various sudden accidents.

Strengthening the supervision over and management of the safety of the projects. Efforts shall be made to perfect the work mechanism of the project quality-“Enterprises shoulder the main responsibility, government departments manage in accordance with the law and the public supervise”, optimize the mechanism of finding out hidden dangers, intensify the inspection of building materials and the main parts of the construction projects, make random inspections, strengthen the construction of the quality safety information, set up the “Jiaxing Cloud Platform for Smart Supervisions over Quality Safety of Construction Projects”, apply such technologies as BIM, “Internet+Remote Supervision”etc., for scientific, standardized and intelligent supervisions, strengthen the construction of supervision organizations and staff for efficient supervisions, strengthen the standardized and informationalized construction of the files of the construction projects to ensure the traceability of the responsibility concerning the projects’ quality, establish the blacklist for enterprises and individuals to drive those not honest or paying little attention to the quality of the projects out of the construction markets.

Accelerating the development of the green construction projects. Efforts shall be made to popularize the green building concept, apply the green standards in the building materials, designs, construction etc. speed the development of the new-type green wall materials of light high-strength, light weight and heat conservation to reduce building materials consumption; build model projects due to their green construction, strictly implement the national Green Construction Standards, energetically save the land, material, electricity and water, strengthen the management of sewage, mud, dust and noise pollution; encourage solar energy enterprises to cooperate with real estate enterprises and constructors to integrate the solar energy into the construction of the projects, and popularize and use at least one of renewable energies in newly built offices of public organizations, affordable houses for low-income families, residential buildings with less than 12 stories and public buildings with an area of over 10,000 square meters according to the national and provincial standards and include this under supervision systems.

Column 2: improving the quality of construction projects

Efforts shall be made to make the qualification rate of one-time check and acceptance of middle and large projects reach 100%, and that of the rest reach over 100% by the end of 2020, strictly implement the forced standards of the project construction and energy conservation standards, enhance continuously the energy conservation efficiency of the construction projects, implement energy conservation standards in all new construction projects, and put all new affordable houses under quality supervision.

(3) Improving service quality

Improving the development quality of the service sector. Efforts shall be made to develop modern service sectors such as modern logistics, science and technologies, information, modern financing, culture, tourism, health care, realize the standardized, normalized and brand-oriented development of the service quality, propel the pilot standardized authentication of service and management; enhance service functions, perfect service network, and accelerate the establishment of consumer service system characteristic of perfect functions, high efficiency and excellent quality, positively foster experience economy and benefit-sharing economy, develop individualized, digitalized and fashionable services to better meet people’s requirements of consumption upgrades, drive the producer service to gather in urban central areas, headquarters bases, and specialized towns to enhance overflowing effect, and propel the popularization and application of more and better service items.

Column 3: improving servicization of the manufacturing industry

Efforts shall be made to propel the “Internet+big data+customized production” pattern, enhance traditional industries with modern Internet and information technologies, establish “Jiaxing’s Intelligent Manufacturing Cloud”, encourage manufacturing enterprises to transfer into system integrators and improve the service capability of the system integration and one-stop resolutions.

Improving the service quality satisfaction degree. Efforts shall be made to assess the service quality satisfaction degree in such fields as education, public transport, medical treatment, providing for the aged, tourism, financing and logistics, normalize the assessment of the service quality, establish the investigation and assessment system of the customers’ satisfaction degree, dynamically monitor the satisfaction degree indexes of the public fields to enhance the satisfaction degree of the public service, perfect the work mechanism that the third party shall monitor, assess and improve the service quality, make the satisfaction degree assessment more scientific and objective, take full advantage of information technologies, expand the channels of the social supervision over the service quality, and guide social forces to monitor and improve the service quality.

Putting the excellent service promise system into practice. With service standards as the basis, service process as the center, and service quality improvement as the direction, efforts shall be made to implement the service quality promise system in terms of customers, brands, safety, integrity, performances etc, and open the service quality and standards for public supervisions.

Column 4: improving service quality

Integrating industrial upgrades. Efforts shall be made to propel the large-scale, top-end , professional and elaborate development of the modern logistics, sciences and technologies, information, modern financing, culture tourism and health service, accelerate the commercial circulation development and propel the combined development of producer service industry, advanced manufacturing industry and information industry.

Establishing service industry-based towns. Efforts shall be made to strengthen the construction of the provincial-level specialized towns such as the fund town of Nanhu District, chocolate town of Jiashan County, nuclear power town of Haiyan, leather town of Haining City and sweater town of Tongxiang City, actively establish such specialized towns as the smart logistic town of Xiuzhou District, air sports town of of Pinghu, integrated home furniture town of Haiyan, tide observation town of Haining, Internet town and fashionable fur town of Tongxiang City, and drive the construction of the quality and standardization of those specialized towns.

Propelling the construction of major projects. Efforts shall be made to propel the signing and construction of a large number of service projects with strong leading, supporting and driving forces, include a batch of projects into national and provincial industrial plans and major projects plans, attract five service projects with each investment up to USD 10 billion and 50 ones with each investment of USD one billion, and drive 300 major service projects with a total investment of USD 100 billion during the period of the “13th Five-Year Plan”.

(4) improving the environment quality

Perfecting the long-term mechanism for environmental improvement. Continuous efforts shall be made to improve the water and air quality, strictly implement environment treatment and pollutants discharge standards, put the river head system into practice, explore the establishment of the ecological treatment pattern combining rivers treatment, land development and management and river basin development, introduce digitized supervision, apply the Internet and Internet of Things to improve the environment monitoring level, utilize favorable financial policies to develop clean energies, encourage consumers to use goods with energy conservation and low-carbon authentication and popularize the green buildings, transport and consumption to use new-energy products more expansively and extensively.

Strengthening the pollution sources control of the environment. Efforts shall be made to recycle the sewage, household garbage, and building and industrial wastes, further decrease the consumption of energies, water, land, and pollutants emission; strengthen the comprehensive treatment of industrial waste gases, exhausts of automobiles and ships, dusts of construction sites, cooking fumes, straw burning and VOCs, etc. and reduce the PM 2.5 intensity to micro grams per cubic meter.

Perfecting the work mechanism of the environment protection. Efforts shall be made to establish the life-time accountability system of the environment damage, intensify administrative law enforcement and criminal penalty and accountability, formulate the balance sheet for natural resources, establish an ecological protection performances assessment and audit system for leading carders and a sound talk system for environmental problems, and perfect and strictly implement the compensation system for environmental damages. Where the case constitutes a crime, persons who are held responsible shall be investigated for criminal responsibility in accordance with the law.

Column 5 : improving environment quality

Treating sludge and polluted water. Efforts shall be made to treat urban and rural domestic sewage and sludge, dredge rivers and lakes, accelerate the construction of urban and rural sewage pipes, upgrade the separation of the rain pipes and sewage pipes in the main urban areas, construct the supporting facilities for rural sewage pipes and sewage collecting pipes, make the sewage from industrial enterprises up to treatment standards and be collected by sewage pipes and 90% of urban and rural sewage be treated by the end of 2020; accelerate the construction and upgrades of sewage disposal plants to make the treated water from centralized sewage treatment plants up to Grade-1 emission standards; strengthen the ecological remediation, plant trees and grasses on the banks of rivers and lakes, dredge lakes and rivers, rid rivers, lakes and ponds of their sludge produced by the industry, breeding industry and domestic sewage, dredge the sludge of 10 million cubic meters every year during the period of the “13th Five-Year Plan”, push ahead with such projects concerning the pilot sponge city as water circulation, green buildings, green communities, and  drainability improvement to achieve the targets of “No puddle or waterlog in case of light or heavy rain, and no foul water or strong heat island effect”.

Treating the gas. Efforts shall be made to treat volatile organic compounds from petrochemical industry, organic petrochemical industry, surface painting, package printing, etc., close down small and  dispersed coal fired boilers, upgrade all existing coal-fired generator sets, intensify the treatment of exhausts of vehicles and ships, eliminate outdated vehicles, ships and yellow-mark vehicles, remove the serious pollution originating from heavy diesel vehicles, etc., popularize new energy cars, make new energy buses account for 75% of all newly purchased buses, and deepen the treatment of urban dusts, cooking fumes and straw burning.

Improving soil quality. Efforts shall be made to construct harmless disposal facilities for hazardous wastes, propel the major projects concerning soil pollution remediation, heavy metal pollution etc., strengthen the environment supervision over the re-development of the land, finish the landfills construction for urban hazardous wastes and the solid wastes disposal facilities in each county and county-level city, establish 104 long-term monitoring spots and 72 comprehensive monitoring and early warning spots for the farm land soil pollution.

2. Serving the development of the city through standard innovations

The high standards shall be utilized to lead government affairs service, public service, new-type urbanization service and industrial upgrades to improve Jiaxing’s quality development level.

(1) Improving social governance through standardization. Efforts shall be made to standardize government affairs service, public service, etc., accelerate the establishment of the standards for administrative examination and approval, grassroots social governance and e-government affairs, establish governmental affairs service standard systems suitable for the governance system and governance ability of modern governments to drive the functional transformation of governments, accelerate the standard construction in such fields as education, medical treatment, providing for the aged, transport, culture, and continue to construct pilot national standardized projects to improve “Jiaxing Standards”.

Column 6: “Standardization+” action

The standardization of administrative examination and approval. Efforts shall be made to strengthen the standardized management of the administrative examination and approval, propel the standardized operation of the administrative examination and approval, and explore the establishment of the standardization of the market permits examination and approval in city management, environment protection and fire control etc.

Standardization projects of E-government affairs. Efforts shall be made to deepen the standardization in online governmental affairs data service, service platforms for people’s convenience, industrial data interfaces, e-government system, governmental affairs data sharing etc.

The standardization projects of bus projects in towns and villages. The standards shall be made for the directions of the bus routes, bus types, load factors, departure intervals, service assessment, operation conditions, the scrappage and renewal of buses, public signs etc.

The standardization projects providing for the aged. Based on the standardization system of environment, safety, facilities management and service supplies, continuous efforts shall be made in the standardization in “providing for the aged intelligently” , buffet etc.

(2)  Propelling the new-type urbanization construction with the standardization. Efforts shall be made to take the opportunity of “pilot standardization of national new-type urbanization”, establish a new-type urbanization standardization system made up of the standards in public service, social governance, infrastructure, resources, environment and agricultural modernization, propel the construction of the standardization projects in urban plans, industrial optimized development, urban-rural integration, investment and fund raising reform of the new-type urbanization, and grassroots social governance, construct a batch of pilot projects and cultivate a large number of talents for new-type urbanization standards.

Column 7: main tasks for the pilot standardization of the national new-type urbanization

Efforts shall be made to set the standards for the construction plan of specialized towns and small cities, and the standards for the functions, supporting facilities and layouts of the beautiful countryside construction, as well as the standards for the sewage treatment and rural health environment improvement to enhance residents’ living environment in the rural areas.

The pilot standardization of the industrial optimized development. The standards shall be made for agricultural socialized services, farmer’s professional cooperatives and family-based farms to achieve the agricultural modernization.

The pilot construction of urban-rural integration. The standards shall be made for agricultural land circulation, rural property right transaction, and the public service equalization in transport, education, medical treatment, health, culture, sports, urban management etc.

The pilot service standardization of the investment and fund raising of new-type urbanization. Based on the pilot construction of the mutual assistance associations of the rural fund, the standards for their operation and management as well as risks prevention shall be further perfected.

The pilot standardization of grassroots social governance. The standards shall be made for the grid-based management, grassroots comprehensive law enforcement, rural communities service centers, and the construction and management of rural grassroots organizations.

(3) Propelling industrial upgrades with standardization. Efforts shall be made to improve industrial standardization, integrate the standardization into “Made in China·Jiaxing Action Outline 2025”, accelerate the intellectualization, green manufacturing and middle and top-end development of such industries as information, culture, tourism, fashion, financing, environment protection, advanced equipment manufacturing and new materials, inspire and guide social organizations and enterprise alliances to make the standards suitable for the requirements of markets and innovations for a unit or a team to expand excellent standards supply; foster advanced standards, support leading enterprises, “hidden champions” of middle and small-sized enterprises, and “champions” of an industry to make “Jiaxing Standards” advanced at home and abroad, establish the “pacemaker” system for enterprise standards to drive the development and application of the standards of Jiaxing’s advantageous industries; positively propel the standardization projects of serving manufacturing industry to guide service normalization of manufacturing industry with the standardization.

Column 8upgrading standards

Standardizing the traditional industry. The standards shall be made more rapidly for costumes production, printing, dying, paper manufacturing, hardware and auto parts to improve their standardization level and drive their upgrades.

Improving the standards for leading industries. The standards shall be improved and upgraded for such industries as information, culture, tourism, financing, environment protection and advanced manufacturing to form industrial advantages based on top standards.

Efforts shall be made to establish at least 11 national and provincial-level professional technological committees of the standardization, participate in making and revising at least 20 national and industrial standards, establish at least 20 additional local standards, and play a key role in making at least 30 standards of  “Made in Zhejiang”.

(4) Strengthening standardization basis. Efforts shall be made to optimize standards supply systems, encourage social organizations and enterprise alliances to make standards for a unit or organization to meet the requirements of markets and innovations; intensify the cultivation of standardization talents, establish the standardization talents bank, and foster social service agencies for the standardization to enhance the socialized service level; further put enterprises’ leading responsibility for the standardization into practice and perfect the system of enterprises opening their standards.

3. Improving Jiaxing’s new image through the construction of brands

(1) Fostering the brand “Made in Zhejiang”. Efforts shall be made to foster the brand “Made in Zhejiang” for competitive and advantageous products, backbone enterprises, “eight major industries” and “ten industrial chains”, cultivate, based on the principle of “planing, cultivating and identifying”, a batch of “Made in Zhejiang” brands with excellent quality, own technologies, advanced management, high reputation, strong driving forces, competitiveness, domestic markets discourse rights and international level, give priority to including excellent products into the provincial-level list of “Made in Zhejiang”, and improve the influence of Jiaxing’s products and enterprises with the help of the brand “Made in Zhejaing”. 

Column 9: the plan of fostering “Made in Zhejaing”

During the period of the “13th Five-Year Plan”, efforts shall be made to foster 125 enterprises into the ones “Made in Zhejiang”, and identify at least 30 enterprises as the brand enterprises of “Made in Zhejaing”.

(2) Propelling the upgrades of Jiaxing’s brands. Efforts shall be made to upgrade “Jiaxing Brand” in terms of costumes, buggies, cases, bags and integrated home furniture to cultivate a batch of local brands with high reputation, integrity and competitiveness to promote enterprises’ leaping development; cultivate a batch of brands with the driving effect based on building local brands for women’ s dress, sweaters, leather, and intelligent home furniture into famous ones in China to upgrade industrial cluster zones to famous brands cluster zones; implement property right strategies, improve the famous brands protection system characteristic of enterprises’ self protection, governments’ supervision in accordance with the law and judicial protection, crack down on counterfeit products to safeguard enterprises’ legal rights and benefits; strengthen the brand construction of the service industry, intensify the protection of old famous brands and time-honored brands, activate the market potentials of the old brands, develop the brand of agricultural products to foster famous agricultural products, promote the brand development of “agglomeration economy” and build Jiaxing into a “national model zone for its famous brands construction”

Column 10: the plan of upgrading brands

Fostering famous brands. A mechanism shall be established to foster famous brands. Efforts shall be made to foster 300 “ Zhejiang Famous Brand” enterprises, “Zhejaing Famous Trademarks” enterprises and two China Quality Prize winners (award nomination inclusive) and three three Zhejiang Provincial Government Quality Prize winner (award nomination inclusive) .

Popularizing brands. Efforts shall be made to promote the interaction of culture, tourism and industrial development, popularize local famous brands with the help of “Tide Watching Festival”, “Tourism Festivals”, exhibitions and fairs to expand the influence of Jiaxing’s famous brands.

Assessing brands values. National standards shall be used to assess the values of backbone enterprises’ brands periodically to monitor the operation of the brands.

  (3) Creating Jiaxing’s service brands. Efforts shall be made to intensify the construction of Jiaxing’s tourism brands, exploit the new connotations of local tourism brands, achieve the differentiated development of the tourism, improve the service quality of local scenic spots such as Wuzheng Scenic Area and Xitang Scenic Area to build local tourism into a “gold business card”, enhance the service quality of local professional markets like Haining Leather City; improve the public service quality of administrative examination and approval centers, the hot line “96345” etc., encourage the service suppliers to apply for quality management system authentication, etc, to build at least one “national model zone for famous brands”, at least three time-honored brands and 35 Zhejiang service brands, and make the satisfaction degree of the producer service and consumer service maintain 85% and 80% respectively by the end of 2020.

(4) Improving the brands of Jiaxing’s construction projects. Efforts shall be made to popularize the delicacy management of the construction projects and the insurance system of projects quality, encourage enterprises to construct excellent and “high-quality and competitive” projects, support the brand development of building companies, and guide them to form the brand sense and win national and provincial excellent engineering prizes.

IV. Supporting systems

1. Optimizing quality governance systems

(1) Making innovations in joint quality governance systems. Efforts shall be made to sort out and define the work division of the quality construction, establish a modern quality management system that the quality is managed by joint efforts of different parties, stick to the principle of “streamlining administration, delegating powers, and combining decentralization and management to optimize services ” to strengthen governments’ service functions and macro management of the quality, entrust parts of governments’ functions of quality management to social organizations to improve quality service ability and level, further put enterprises’ main responsibility for the quality into practice, define enterprises’ full responsibility for the quality of their products, projects and services to activate their enthusiasm.

(2) Making innovations in macro management of the quality. Efforts shall be made to strengthen the administration in accordance with the law, establish the “powers list” and “duties list” of governmental departments, promote the legalization of the quality work, give play to the incentive role, perfect the quality prize assessment mechanism and incentive polices like “mayor quality prizes”, “Nanhua Cup Quality Engineering Prize”, “Jiaxing Famous Brand”, etc., strengthen the follow-up quality upgrades and fostering of the prize winners, further explore the big data’ s application in public services, monitoring and early warnings of food and drug quality, the supervision over the quality of the products online and tourism service, integrate various supervision data to enhance comprehensive supervision capability, give full play to the roles of public and social supervisions, perfect the incentive system for reporting the illegal action concerning the quality, perfect the publicity system of the illegal acting concerning the quality, make more illegal actions public, and impose more pressures from the social opinions on the enterprises breaking the law in terns of the quality to force them to abide by the law.

(3) Making innovations in quality safety supervision patterns. Efforts shall be made to implement region-based quality supervision patterns, further strengthen the network construction of grassroots quality safety, construct quality risks control systems with risks prevention going first, strengthen the system construction concerning risk assessments, supervision, early warnings and information distribution, raise suggestions on relevant trade policies and TBS/SPS notification of other member countries of WTO, establish the research and review bases for technical trade measures, enhance risks prevention and emergency response capability, supervise the quality safety of leading industries and fields, establish a sound quality safety traceability system for such fields concerning life safety and health as foods, drugs, special equipment, main consumer goods and construction projects, perfect the system of revered investigation of quality safety accidents; establish the emergency plan for food safety accidents, perfect such systems as daily air defense, public opinions supervision, safety inspection, emergency disposal and information distribution, drive all levels of governments and competent authorities to fulfill their supervision responsibility for or local management responsibility for the special equipment safety, explore the intelligent supervision over the special equipment safety, establish the monitoring system for the harms due to bad quality of products, monitor the harms due to bad quality of products in major hospitals, define producers and dealers’ legal liabilities in quality safety and environment protection, implement the life-time responsibility system for the damages to the construction project quality and natural environment; strengthen the links of administrative law enforcement and criminal justice, and beef up the penalties for illegal actions to ensure enterprises’ fulfilling their main responsibilities.

2. Consolidating technological supporting systems

(1) Consolidating measurement foundations. Efforts shall be made to keep up with the development trend of international and national cutting-edge metering sciences and technologies to improve scientific metering capability to meet the requirements of “eight major industries”, “ten industrial chains”, advantageous agglomeration industries, energy conservation and people’s livelihood improvement, press ahead with the engineering metering, industrial metering and environment metering to meet social development requirements, make the coverage rate of measurement standards and reference materials up to 95%, establish over 280 social and public measurement standards, make 98% of major measuring instruments be inspected and tested and 99% of major energy-consuming units be equipped with measuring instruments of energies and resources by the end of 2020.

(2)  Strengthening the construction of inspection and test platforms. Efforts shall be made to integrate enterprises’ technology research and development centers, social inspecting and testing agencies, the technologies, talents and equipment of colleges, universities and research institutes to build multi- functional quality technology platforms, accelerate the construction of national-level hi-tech service industrial zone for inspection and test along the Hangzhou Bay, drive the market-oriented reform of inspection and test agencies to activate their market vitality, and build at least six national-level and ten provincial-level inspection and test centers, and one national-level key laboratory at least.

(3) Improving authentication and ratification systems. Efforts shall be made to inspire enterprises to apply for authentication certificates of environment protection, low carbon and energy conservation, implement management system authentication in traditional fields such as quality, environment, vocational health, social management, culture, education, medical treatment and public health, and new industrial modes like e-commerce, and popularize the “China Green Products” sign and its authentication system, and encourage qualified social intermediary organizations to provide authentication services to strengthen authentication service ability.

3.  Improving favorable cultural environment

(1) Creating local quality culture. Efforts shall be made to hold activities like “Quality Month”, “Consumer Protection Day” ,“World Standards Day” ,“World Metrology Day” etc. to popularize the spirit of “Being creditworthy and innovative for excellent development” and the “innovation-driven, people-oriented and quality-led ”concept to create a social environment where governments attach importance to high quality, enterprises strive for high quality, society advocates high quality and all people volunteer to safeguard high quality.  

(2) Improving people’s culture in quality. Efforts shall be made to step up the publicity of the roles of quality in pushing ahead with the supply-side structural reform, enhance leaders’ sense in quality, intensify students’ education in quality, establish a batch of social practice bases able to meet different education requirements of quality, strengthen enterprises’ quality safety management and education to improve their quality management, strengthen industrial workers’ quality skill education, organize various quality skills training and quality activities for the people to improve workers’ quality sense, strengthen residents’ education in quality to familiarize them with the quality and attract more residents’ participation. 

(3) Advancing and enriching craftsmanship. Efforts shall be made to advance and enrich the craftsmanship, create an environment of “valuing craftsmen, praising craftsmen and respecting craftsmen”, conduct professional ethics education with craftsmanship as the center, train staff’s excelsior sense, organize such activities as the selection of “100 Top Craftsmen” and “Construction of Greater Skill Master Workshop” and praise different levels of craftsmanship to enhance craftsmen’ s vocational sense of honor.

Column 11: improving people’s culture of the quality

All grassroots carders of the whole city shall receive the education of the quality sense; over half of primary and secondary schools shall organize social practice activities for quality education to make 100,000 students receive the initial education of the quality; 2,000 backbone enterprises shall conduct excellent performance management to enhance 100,000 workers’ quality skill level; activities shall be organized for 4.5 million residents to popularize the consumption knowledge on the quality.   

4. Improve the integrity system of the quality 

(1) Improving the integrity information collection system of the quality. Efforts shall be made to perfect the integrity information records of the market players, establish integrity information files of the quality for them and information exchanging and sharing mechanisms to promote the standardization of quality integrity , enhance the efficiency and quality of information collection, establish a scientific and reasonable assessment system for enterprises’ integrity for fair and just integrity assessments.

(2) Strengthening the integrity mechanism construction for the quality. Continuous efforts shall be made to perfect quality integrity assessment standards, and quality integrity management mechanism based on its classification, intensify the information flow among different departments, propel the integration of quality integrity and social integrity, play the guiding role of the integrity, include the quality integrity into the selection of various prizes and government prizes, accelerate the establishment of the joint system of rewards and penalties to reward the honest and punish those not honest to achieve the effect “convenient for the honest and inconvenient for those not honest”, put those not honest into the “black list” and make it public in accordance with laws and regulations.

(3) Propelling enterprises’ quality integrity construction. Efforts shall be made to guide enterprises to attach importance to the quality integrity, cultivate the enterprise culture stressing the quality, create the environment where the top managers of the enterprises are responsible for the quality, inspire enterprises to make promises about the quality, open their enterprise standards and regularly release their quality integrity reports, establish the industrial quality integrity convention systems and the systems of reporting enterprises’ dishonesty in quality, and explore the construction of the margin systems for the industrial quality.

V. Supporting measures

1. Strengthening organization and leadership. Efforts shall be made to give full play to governments’ guiding and driving roles in the development of the quality, strengthen the leadership and plan of the work of the quality. All departments shall perfect exchange mechanisms, intensify the cooperation and coordination, set up annual targets and tasks, formulate reasonable plans and supporting measures to achieve all tasks and targets of the annual plan.  

2. Improving supporting policies. All regions and departments shall perfect the supporting policies in relevant industries, environment, sciences, technologies, financing and talents in accordance with the tasks and targets of the plan, strengthen the coordination and pertinence, further improve financial investment systems, give full play to the guiding roles of the public finance, spend more on security supervisions, standards, brands, authentication, inspecting, testing and public service platforms, and ensure the investment in quality innovations and quality basis.

3. Strengthening assessment and examination. Efforts shall be made to strengthen the supervision, assessment and examination of putting the plan into practice, analyze the implementation process of the plan, make follow-up supervisions over and examinations of major tasks, adjust the plan accordingly in response to new problems, strengthen the assessment of the quality, further implement national assessment policies of the quality, improve the assessment system of the quality, include the assessment of the quality into the assessment of all levels of governments and departments, and increase the quality assessment weight in the performances assessment.

4. Providing sufficient talents. Efforts shall be made to propel the development of talents in quality, attach importance to the attraction and cultivation of talents in quality management, standardization, professional technologies, sci-tech research and development, innovative designs and professional managers, strengthen the talents construction of private enterprises and the cultivation of basic talents and professional talents in the quality in the support of professional qualification systems to enhance the comprehensive quality of the administrative staff and employees in quality.
