The 13th Five -Year Plan for Educational Modern Development of Jiaxing  

Based on the guidelines of the Outline of Medium and Long-Term Educational Reform and Development Plan of Jiaxing (2011-2020) and the Outline of the 13th Five-Year Plan of National Economic and Social Development of Jiaxing, the 13th Five-Year Plan for Educational Modern Development of Jiaxing is made to implement the guidelines of the 18th National Congress of CPC and the guiding principles of Xi Jinping's important speeches and promote the overall educational modernization of Jiaxing.

I. Development background

1. Current development situations

During the period of the “12th Five-Year Plan”, Jiaxing educational development made important progress under the leadership of the CPC Jiaxing Municipal Committee, Jiaxing Municipal People’s Government and the Zhejiang Education Department, laying a solid foundation for local educational modernization.

The educational conditions were improved in an overall way. During the period of the “12th Five-Year Plan”, the county-based management system of the compulsory education was fully improved; educational investment grew steadily; the financial investment in education totaled 38.825 billion yuan, such as in the schoolhouse security of primary and secondary schools and the reconstruction projects of rural schools. The school running standardization tended to be improved. 248 compulsory education schools of the whole city reached provincial standardization requirements. The informatization level tended to increase. The amount of educational technological assets totaled 1.364 billion yuan. Efforts were made to build one national, 15 provincial and 119 municipal digitized schools, make kilo-mega networks available to 93.44% of compulsory educational schools, revise and improve the layout plans of primary and secondary schools, spend more in reconstructing and expanding primary and secondary schools, hence more scientific primary and secondary schools layouts and obvious improvement of educational infrastructure.

Urban and rural education tended to be balanced. During the period of the “12th Five-Year Plan”, efforts were made to propel the balanced development of urban and rural education, and integrate urban and rural education by accelerating schools’ standardized and secure construction, improving rural teachers’ quality, exchanging headmasters and teachers among schools and encouraging famous schools to develop groups-based education. The basic educational popularity rate in rural and urban areas was further balanced, so was each student’s share of school buildings, teaching equipment, library resources, and public educational expenditures in rural and urban areas. Urban and rural teachers’ quality developed synchronously, and the educational and teaching quality of the same type of schools was close to each other, indicating that the urban -rural integrated education was achieved.

Educational reform was carried forward deeply. During the period of the “12th Five-Year Plan”, a series of educational reform policies and measures were made to achieve an educational breakthrough. The exchanges of headmasters and teachers among compulsory educational schools were honored as a pilot project of the national educational system reform, and 2,387 teachers participated in such exchanges. The national pilot reform project of the professional title system for primary and secondary schools’ teachers achieved complete success in Jiaxing and the professional title system was further improved. The pilot reform of the teaching qualification exam and regular registration system moved forward smoothly in all basic educational schools. The curriculum reform was implemented steadily in preschool education, compulsory education, senior high school education and secondary vocational education. Curriculum systems and educational modes tended to be better. The entrance examination reform for senior high schools and secondary vocational schools made steady progress, so did the reform of comprehensive quality assessments and the entrance examination for students with special skills. The enrollment system of senior high schools tended to be more diverse and perfect. The application for national special education reform experiment zone succeeded. Vocational education reform was carried out smoothly including the pilot reform of the modern apprenticeship system. Talents cultivation patterns moved forward for industrial-educational integration and cooperation etc.

Various types of education developed harmoniously. During the period of the “12th Five-Year Plan”, two rounds of Three-Year Action Plan for preschool education was implemented, and 120 kindergartens were newly built, expanded or reconstructed. The curriculum reform of the compulsory education made initial progress. The pilot teaching reform moved forward based on small-scale classes. No student preferred to choose the school to receive education any more due to balanced education. The comprehensive monitoring indexes of the compulsory education took the lead in the whole province. The senior high school education tended to possess various characteristics. The curricula reform suitable for the new college entrance examination was being developed steadily. It was normal for students to choose classes or courses they loved in senior high schools. 16.52% of senior high school graduates could enter key universities in 2015 while in 2011 this percentage was just 12.99%. The academic test results of senior high schools took the lead in Zhejiang. Special education made new progress and special education systems were established with special education schools as the center. Vocational education made balanced development; its basic ability increased enormously; secondary and higher vocational education began to link gradually; the cooperation and integration between vocational education and industrial development were further deepened; 97% of vocational school graduates could successfully find their jobs. 95.2% of the students applying for secondary vocational education could be admitted to secondary vocational schools. Higher education made leaping progress. During the period of the “12th Five -Year Plan”, four new colleges and universities were established and 95,500 students studied in colleges and universities every year. The gross enrollment rate of higher education reached 58%. The communities-based educational network was further perfect, so was the life-time education system. The number of the persons receiving vocational training totaled 3 million. 

Educational modernization was accelerated. During the period of the “12th Five-Year Plan”, the educational modernization level took the lead in Zhejiang. All counties, county-level cities and districts under the jurisdiction of Jiaxing successfully passed the national balanced development assessment of the compulsory education. Haiyan County, Tongxiang City, Haining City and Pinghu City were honored as the “Counties (County-Level Cities and Districts) Fundamentally Achieving Educational Modernization”, and the modernization level took the lead in Zhejiang.

2. Educational development environment

The period of the “13h Five-Year Plan” is a key period to realize educational modernization. The education work of the whole city will encounter new development opportunities and challenges. In the process of deepening overall reform and speeding modern construction, the mass have an increasing desire to improve their livelihood and share the achievements of reform and opening up, therefore it is urgent to accelerate educational reform, perfect educational public service systems, promote fair education, improve educational quality, and foster innovative talents. Efforts shall be made to develop satisfying education, strengthen educational competence in serving local economic and social development and provide more effective services and forceful support for building Jiaxing into a beautiful city rich in materials and spirit and strengthening people’s sense of gains.

Meanwhile, there exist some bottlenecks and challenges to be removed urgently in local educational reform and development. First, the conflict between educational resources supply and people’s various requirements is serious; and educational resources, especially quality educational resources,.are not suitable for population growth; second, a gap exists between teaching staff quality and educational modernization requirements; the teaching staff run short and keep unbalanced among schools; the teaching staff’s quality needs to be further improved; third, the educational system and mechanism in support of educational development need to be improved to a greater extent. Also there exists a gap between educational investment, educational resources and educational development environment and the requirements of systemic, integrative and cooperative educational reform; and some bottlenecks restricting regional educational development needs to be removed. 

II. General requirements

1. Guidelines

With fully realizing educational modernization as the keynote and developing satisfying education as the target, efforts shall be made to hold high the great banner of socialism with Chinese characteristics, take Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development as our guide, comprehensively implement the guiding principles of Xi Jinping's important speeches, adhere to the Four-Pronged Comprehensive Strategypromote innovative, coordinated, green, open, and shared developmentgive priority to educational development, improve educational governance capability, deepen educational comprehensive reform, promote educational balanced development, improve educational fairness, quality and vitality, promote students’ integrated growth with their own individual characteristics, and establish a new educational mode focusing on individualized education to build Jiaxing into a city famous for education.

2. Development orientation

(1) Constructing a model zone for balanced development of quality education. With towns and villages’ educational quality improvement as a key point, efforts shall be made to propel urban and rural educational integration, achieve urban and rural educational balanced development in schools’ construction, educational resources allocation and educational quality improvement, upgrade county-level educational balance to municipal-level balance, and take the lead in educational balanced development in the whole country. 

(2) Constructing an “Internet+education” experimental zone. In the strong support of the smart city construction, efforts shall be made to accelerate the “Internet+education” development, integrate information technologies, education and teaching, construct smart campuses, change schools’ administration modes, teachers’ teaching methods and learners’ learning methods, fundamentally construct a learning environment characteristics of “Any one studies and can study anywhere at any time”, and take the lead in Internet-based educational informatization among the cities of the same kind in China.

(3) Constructing a front zone for educational integration into Shanghai. Efforts shall be made to give full play to regional advantages and local development characteristics and cooperate with Shanghai in school running, teaching researches, scientific researches, the training and cultivation of headmasters and teachers and talents attraction of different levels and in various fields to build Jiaxing into a front region in educational integration into Shanghai.

(4) Constructing a pioneering region for educational reform. Efforts shall be made to drive comprehensive educational reform, optimize educational governance systems and modes, positively implement selective curriculum reform, students’ comprehensive quality assessments, teachers’ personnel system reform, modern apprenticeship systems and national reform experiment zone construction of special education and preschool education to activate educational development vitality.

3. Development targets

Efforts shall be made to construct a more perfect educational system, realize high-level universal education, provide more overall quality education, realize more fair education, construct effective educational technological foundations, perfect more multiple and open educational systems and mechanisms and take the lead in achieving educational modernization and build Jiaxing into a learning-oriented city by the end of 2020.

(1)  Modernization in educational concepts. Efforts shall be made to follow the law of education, set up a scientific educational development outlook, talents outlook and quality outlook, adhere to educational public welfare and universal benefit, promote educational equality; hold people-oriented concepts and moral education to improve students’ innovative spirit and practice competence and cultivate innovative talents with individual skills and strong abilities in different aspects.

(2) Modernization in educational conditions. Efforts shall be made to ensure the steady growth of educational investment to meet the requirements of educational development; accelerate the construction of kindergartens for preschool education, standardized schools for compulsory education and vocational education to realize educational balanced development; speed the application of advanced educational technologies, improve the information technology application system for educational informatization.

(3) Modernization in educational management. Efforts shall be made to run schools and administrate education in accordance with the law, optimize educational systems led by the government, participated in by the public and made up of public and private education; fully construct modern school systems to improve the educational governance level and perfect the mechanism that the education is managed by the government in accordance with the law and the school is run independently.

(4) Modernization in educational quality. Educational concepts, cultivation modes, teachers’ quality, educational contents, teaching methods and teaching quality assessments shall meet students’ life-time education and individual development requirements; the educational scale shall be suitable for economic and social development levels; human resources development levels, cultural leading forces, economic and social development shall adapt to various talents’ requirements.

III. School-based education and life-time education

1. Promoting quality and inclusive development of preschool education

(1) Expanding the quality resources of the preschool education. Efforts shall be made to take into consideration the influence of the household registration system reform, “two-child” policy and the management mode change concerning migrant population, scientifically plan preschool education resources layouts and perfect their construction plans, construct rural kindergartens for residential communities and rural regions, and vigorously develop quality and inclusive kindergartens to make children go to a kindergarten nearby.  

(2) Improving the development connotations of the preschool education. Efforts shall be made to improve the preschool education quality, popularize game-based education, integrate games and pleasure into teaching, prevent the preschool education from turning into primary school education, and promote the preschool education quality and level based on kindergartens’ grades.

(3) Perfecting preschool education management systems. Efforts shall be made to establish the “county-based” management system for the preschool education, perfect the system jointly implemented by education, health and sports authorities to monitor and assess children’s health and growth, and attach importance to infants’ education and their early period of health care.

Column 1: the project for improving preschool education quality

The first task is to implement the preschool education layout plan, and draw up a new round of preschool education action plans (2017-2020). The second one is to construct quality kindergartens. During the period of the “13th Five-Year Plan”, 45 new kindergartens shall be built, 98% of which are graded ones. Efforts shall be made to promote the development of public kindergartens and private kindergartens for public welfare, and public welfare kindergartens shall account for 85% of all. The third one is to perfect the average expenditure standards for kindergartens children and relevant financial subsidy methods to establish a sound preschool educational fund system. The fourth one is to establish a mechanism to recruit kindergarten teachers and improve the supporting system to settle the shortage of kindergarten teachers. In addition, efforts shall be made to increase the income of the kindergarten teachers who are not on the regular payroll, narrow the income gap between those on the regular payroll and those not, and ensure that the income of the kindergarten teachers not on the regular payroll shall amount to the urban on-post employees’ wages of the previous year. 

2. Promoting quality and balanced development of the compulsory education

(1) Improving compulsory educational balanced development. Efforts shall be made to provide services for rural education, improve its education quality, accelerate group-based educational development, strengthen urban-rural school communities’ construction to propel the quality and balanced development of basic education and intensify the cooperation with major normal universities in and beyond Jiaxing to attract and expand quality educational resources.

(2) Promoting compulsory educational fair development. Efforts shall be made to establish a new county-based mechanism for new residents’ children to go to school to ensure their compulsory educational rights, establish health files for rural left-behind children and juveniles to improve the system to take care of them, and support schools to cooperate with communities in different ways.

(3) Improving compulsory educational teaching quality. Efforts shall be made to follow the law of education and talents’ growth, integrate teaching, learning and practicing, make innovations in educational contents and methods to promote students’ all-round development, strengthen curriculum construction, perfect educational quality security systems and the quality assessment system of students’ academic achievements, and strengthen educational management to reduce students burdens. 

The first task is to improve rural educational management systems, perfect educational investment mechanisms, force counties and towns’ governments to execute their duties to perfect the “county-dominated” management system for the compulsory education and preschool education, make towns support and assist the supervisions over the preschool education, accelerate the construction of the public service system for the quality preschool education and finish the adjustment of the preschool educational management system by the end of the period of the “13th Five-Year Plan”. The second one is to strengthen the infrastructure construction for towns’ basic education. 95% of the primary and secondary schools in the towns and villages shall be standardized; the kindergartens in the towns and villages shall be provincial Grade Three Kindergartens and 90% of towns and villages’ central kindergartens shall be provincial Grade Two Kindergartens by the end of 2018. By the end of 2020, all kindergartens of towns shall reach the standards of provincial Grade Two ones. The third is to strengthen the cultivation of rural teachers. Efforts shall be made to support and encourage urban headmasters and teachers to work in rural schools, make and perfect the cultivating and supporting policies for excellent teachers of towns and villages to expand and strengthen their excellent teaching staff. The fourth one is to propel the group-based educational development and construction of urban-rural school communities. By the end of 2018, 70% of towns and villages’ schools shall implement the group-based educational development mode or construct urban-rural school communities, and all towns and villages’ schools shall do the same by the end of 2020.

3. Promoting senior high schools’ development with various characteristics

(1) Promoting the characteristic development of senior high schools. Efforts shall be made to inspire senior high schools to define their positions and characteristics in accordance with their own actual situations and types, support them to make innovations in school running, build more schools into provincial-level characteristic senior high schools, and make each school own its own educational features.

(2) Improving the educational quality of senior high schools. Efforts shall be made to change educational concepts and modes, focus on students’ core courses, give play to the role of comprehensive quality assessments, put innovative talents’ cultivation at a key position, strengthen the construction of innovation laboratories and senior high schools’ excellent courses, explore the way for brand new teaching researches and management modes to ensure the high educational quality of senior high schools.

Column 3: the construction project for characteristic senior high schools

In accordance with the requirements of the curriculum reform, college entrance examination reform and schools’ real situations, senior high schools’ campus cultural construction shall be strengthened and each school shall have its own campus culture; innovations shall be made in management modes, and educational management modes shall be established for both administrative classes and teaching classes. The schools conducting small-scale class-based teaching shall account for 60% of all. The curriculum systems shall be further optimized. Class-selection systems shall be available to over 90% of main courses and over 35% of optional courses. Efforts shall be made to strengthen students’ vocational plan education, establish the guidance system for students’ development, explore the construction of comprehensive senior high schools integrating vocational education, establish the effective cooperation mechanism between senior high schools and colleges and universities, and build over 80% of senior high schools into provincial characteristic ones by the end of 2020.

4. Accelerating the development of modern vocational education

(1) Improving the structure of modern vocational education system. Efforts shall be made to intensify the cooperation of secondary and higher vocational education and practice-oriented colleges, promote the links between secondary and higher vocational education, accelerate mutual recognition of credits and student statuses of senior high schools and secondary vocational schools, and coordinate continuing educational resources to establish a sound life-time educational and learning system characteristic of education, employment and further education.

(2) Propelling the deep integration of vocational education and industrial development. Efforts shall be made to optimize the vocational education layout, drive the vocational education to match local industrial development, perfect the supporting policies that different parties concerned can participate in vocational education, make innovations in school running, promote the mixed ownership system reform of vocational schools, propel the group-based vocational education, give full play to governments, industries, enterprises and schools’ roles to drive the deep integration and close cooperation of vocational education and regional industries.

Column 4: the promotion project for industrial and educational integration

The incentive policies shall be further improved to activate all parties to participate in vocational educational cooperation. 80% of local backbone enterprises shall participate in the vocational education.  Efforts shall be made to identify 60 enterprises as education-oriented ones, construct 40 school-enterprise cooperation communities, including ten provincial-level model ones, encourage educational participants to establish vocational education groups to intensify their strength, make innovations in the systems and mechanisms of vocational education groups, reinforce their development vitality, construct at least five provincial-level model vocational educational groups, and give play to the roles of regional industrial departments, associations and vocational educational groups to promote the sustainable development of group-based vocational development.

(3) Improving the vocational educational capability in serving development. With moral education and serving development as the center, efforts shall be made to advocate and cultivate craftsmanship, strengthen the construction of teaching staff, courses, bases etc. of vocational schools and colleges to improve their strengths, deeply drive the mode reform of talents cultivation, strengthen students’ professional quality and innovation ability, improve the pertinence and quality of talents cultivation, and intensify the construction of  vocational schools’ technological service platforms to enhance their technological service competence and efficiency.

Column: the project for improving service competence

Efforts shall be made to construct famous vocational schools, cultivate famous teachers and majors, support the vocational schools and majors with excellent conditions, high quality and strong reform model effects, construct five schools into ones taking the lead domestically, cultivate 20 provincial-level  characteristic vocational educational majors and 25 provincial-level teachers and headmasters famous in Zhejiang, improve professional ethics, intensify the construction of innovations and entrepreneurship laboratories, set up ten provincial-level moral education brands and 20 provincial-level innovation labs, accelerate the construction of technological research and development centers and product design centers to improve vocational schools’ technical service capability. The secondary vocational schools’ graduates receiving higher education shall account for 35% of all. Vocational schools shall implement at least 200 scientific research projects every year.

5. Propelling the steady development of higher education

(1) Improving higher educational comprehensive power. Efforts shall be made to make reasonable layouts of higher education, optimize structures, intensify its characteristics, strengthen the construction of its major disciplines and majors, cultivate high-quality talents, improve talents cultivation, sci-tech innovations, social services and cultural driving capability of the higher education to strengthen its comprehensive powers and competitiveness. The number of undergraduates of colleges and universities shall amount to 100,000, including 80,000 full-time ones by the end of 2020. The higher education quality shall be improved remarkably based on the current scale.

(2) Speeding universities and colleges’ basic capability construction. Jiaxing University shall be strongly supported to apply for master programmes, achieve high-level teaching research results and finish its campus construction to lay a solid foundation to develop it into a local application-oriented university distinct in educational characteristics, strong in innovations and high in education quality. Tongji Zhejiang College shall be constructed into an independent application-oriented college various in disciplines, high in international level and more advanced in educational quality, talents cultivation, scientific researches and commercialization of scientific results among similar universities of Zhejiang. Jiaxing Vocational Technical College shall be built into a high-level vocational college good at serving local economic development, high in reputation and strong in influential power domestically. Jiaxing Nanyang Polytechnic Institute shall reach the requirements of high vocational colleges’ talents cultivation assessments made by Ministry of Education and application-oriented undergraduate educational conditions. Efforts shall be made to encourage all counties (county-level cities) to attract excellent higher education resources and support the construction of all colleges and universities located in Jiaxing like International Camus of Zhejiang University.

(3) Improving scientific research and service capability. Efforts shall be made to encourage colleges and universities to carry out natural science researches, technical researches, philosophical and social scientific research for better talents cultivation, social services and educational quality, especially to carry out the application-oriented researches for the transformation of economic development modes and industrial upgrades; strengthen the construction of research teams, research platforms and innovation bases, positively participate in local and corporate technical researches and technical R&D platform construction; put the commercialization of scientific research achievements at a key position, propel governments, enterprises, universities and research institutes’ cooperation, and construct school-enterprise alliances and experimental bases for industrialized projects.

Column 6: the project for service platforms construction

Efforts shall be made to propel the service alliance construction for school-enterprise cooperation, strengthen the construction of organization systems and management systems, perfect operating mechanisms, establish information transmitting platforms for better communications and consultations, propel the cooperation and sharing of quality resources to serve various parties’ cooperation; deepen the construction of Jiaxing Xinhe Vocational Educational Group, accelerate the construction of  industry-university-institute communities, make innovations in cooperation modes and operating mechanisms to gather various resources; link colleges and universities’ majors to the development of local industrial clusters, expand the cooperation and links of different majors of different colleges and universities to strengthen their capability in serving industrial development; accelerate the combination of municipal vocational education and adult education to integrate educational and teaching resources, and strengthen the cooperation among all colleges and universities located in Jiaxing to better support them to serve local economic development in an all-round way.

6. Promoting synchronous and harmonious development of special education

(1) Improving the supporting system of the special education. Efforts shall be made to strengthen educational departments’ cooperation with the departments concerning health, civil affairs and disabled person’s federations, promote the close connection between medical treatment, rehabilitation and education; make and perfect the standards to guide and help schools to purchase rehabilitation facilities and recruit employees to intensify their cooperation with hospitals, community-based medical treatment centers and rehabilitation centers to achieve their synchronous development; improve the layout of special education resources, strengthen the construction of special education schools, special rooms for rehabilitation and “satellite class” for special education, prolong the disabled children’s learning time, and create conditions to meet all disabled children’s requirements of receiving education.

(2) Improving the service of the special education. Efforts shall be made to make early diagnosis of the disabled children, improve the operation mechanism and service system of diagnosis and intervention treatment; optimize special educational courses, popularize the cooperation of medical treatment and teaching, establish various rehabilitation-based modes integrating medical treatment and teaching, make medical treatment, education, learning in regular classes and home-based teaching available to all disabled children of 3-18 years old. The reform shall be made for the vocational education pattern for the disabled to establish diversified vocational education training bases. Individualized education shall be carried out and the mechanism to monitor special education quality shall be set up. The special education shall be integrated into common education, and their integration quality shall be improved.

Column7: the improvement project for including all the disabled into special education

Efforts shall be made to finish the pilot work of the national reform experimental zone of the special education, form a reproducible special education pattern: learning in regular classes, home-based education and integration of medical treatment and teaching; further improve the distribution of special education resources, build a special education school in an urban region with a population of 300,000 and a special education class in a town (sub-district), further give play to the role of special education resources centers, establish a special education resources website covering the whole city, implement the system “Every disabled student has his or her own education file ”, strengthen the training of the teacher instructing the disabled learning in regular classes to improve the quality of learning in regular classes and home-based teaching, perfect the system in support of the special education to establish an integrated special education development system full of love and available to all the disabled with the help of the authorities concerning health, civil affairs and the disabled persons’ federations.

7. Promoting the sound development of private-run education

(1) Deepening the school-running system reform of private schools. Efforts shall be made to implement the Law of the People's Republic of China on Promotion of Privately-Run Schools, manage private-run schools in accordance with their commercial or non-commercial features, protect the property right of private-run schools’ legal persons in accordance with the law, perfect the internal management mechanism and internal control system, encourage private capital to invest in education, expand fund raising channels for running schools, explore the school running mode such as PPP, BOT, guide private-run schools to normalize their behavior in running schools, perfect legal person’s governance structures, and enhance the management level and school-running quality to drive the characteristic and quality development of the private-run education.

(2) Providing more support to private-run education. Efforts shall be made to issue the policies normalizing and supporting private-run education, energetically resolve the problems in taxation, financing, land and social security, drive all levels of governments to establish the special fund in favor of private-run education and support private-run education development by purchasing services, replacing subsidies with awards and increasing each student’s average subsidy standards, and establish a personnel system suitable for the characteristics of private-run education to protect teachers’ legal rights and benefits.

8. Establishing flexible and open life-time educational systems.

(1) Establishing a perfect synergetic system between vocational education and adult education. Efforts shall be made to make the guiding suggestions on establishing life-time education systems to propel the construction of the learning-oriented society, build up the management mechanism for the adult education and community-based education characterized by “grade-based management, dominated by the county, aided by the town and sub-district and participated in by the public”, perfect community education network systems based on Jiaxing City University, education colleges of each county, county-level cities and districts, education centers of each town and teaching spots of each village, improve the training system integrating adult education, community-based education and vocational education to serve people’s learning and life-time learning and construct a learning-oriented society.

(2) Strengthening the ability of serving people’s life-time education. Efforts shall be made to integrate public cultural educational resources to construct comprehensive community learning centers, provide vocational education and training for employees, farmers, the disabled, the unemployed, ex-servicemen etc., carry out the education for the elderly and anti-illiteracy education, establish digitized learning platforms online, extend digitized learning networks to communities, establish the “credits bank” for adult education and communities-based education to identify credits, exchange credits and mutually recognize credits, and gradually achieve mutual recognition of residents’ life-time learning and school-based education.

Column 8: the promotion project for continuing education

Efforts shall be made to promote the construction of learning-oriented city, encourage more people to participate in learning, train 800,000 persons every year, and establish the open university for senior citizens, 30 provincial-level modern adult (community) schools and adult training brands respectively.

IV. Teachers’ development and students’ growth

1. Cultivating high-quality professional teaching staff

(1) Strengthening the construction of teachers’ ethics. With improving teachers’ love of their teaching and students, and their responsibility sense as the core, and the sense and competence of teachers’ ethics as the focus, efforts shall be made to cultivate and improve teacher’s ethics and quality, strengthen the leading role of teachers’ ethics assessments in teachers’ annual assessments, teachers’ recruitment, selection of excellent teachers and promotion of professional titles; perfect the assessment and incentive system, with teachers’ performance in talents cultivation and actual dedications as the orientation, to praise teachers’ ethics at the levels of the city, county and school, establish the biennial system for praising teachers’ ethics, i.e., one year for “municipal model in teachers’ ethics” and the other year for “municipal most beautiful teacher”, regularly check teachers’ ethics construction, improve the system to monthly report teacher’s ethics, prohibit and punish teachers’ giving paid lessons after class to primary and secondary school students, crack down on the behavior against teachers’ ethics, publicize excellent teachers’ performances, advocate the public to respect teachers, improve teachers’ sense of professional identification, pay attention to and improve teachers’ psychological health.

(2) Improving teachers’ professional quality. Efforts shall be made to improve teachers’ development mode,i.e. “integrating teaching, scientific research and training”, establish different layers and classifications of training modes and mechanisms suitable for teachers’ individualized and life-time learning requirements, set up a new teachers’ development system suitable for the requirements of curriculum teaching reform and educational modernization, implement the system based on teachers’ training credits, design different layers and classifications of training projects, train all on-the-job teachers every five years, establish the mechanism for monitoring teachers’ training quality, found overseas training bases for primary and secondary school teachers, dispatch headmasters and teachers to foreign countries for further education in accordance with the plan, make ten percent of teachers of senior high schools and three percent of compulsory education teachers receive international training, implement the “Training Plan of Master of Education” to increase masters’ proportion in teaching staff, construct a batch of cultivation and training bases for secondary vocational education teachers in the support of industries, enterprises and universities, strengthen the double-professionally-titled teachers’ training of the secondary vocational education to enhance their practice-based teaching competence, make 85% of teachers teaching professional courses and guiding interns own double professional titles; strengthen rural teachers’ training, fully implement the Plan for Supporting Rural Teachers, establish the service systems of supporting rural headmasters and teachers to improve their quality and ability; and implement the project of familiarizing primary and secondary school teachers with the information technologies by training them in different periods to deeply integrate information technologies into education and teaching.

(3) Strengthening the construction of top-end talents engaged in education. Efforts shall be made to attract, introduce and cultivate top-end talents in education, train a large number of experts and leading talents in education, and attract a batch of talents in urgent need, implement the tiered cultivation project of top-end talents in education to make them have definite professional development directions, establish top-end training systems, implement the “Famous Headmasters and Teachers Project” and the special plan supporting top-end talents, optimize the system “Workshop for Famous Teachers”, start the plan of training master teachers, train 10 additional master teachers by the end of 2020 and explore the establishment of the sabbatical leave system for famous teachers.  

(4) Strengthening headmasters’ development. Efforts shall be made to establish the tiered training system for famous headmasters to train educator-like headmasters, and encourage educators to run schools, explore the professional title reform for primary and secondary school headmasters, propel headmasters’ professional development, establish scientific assessments systems for headmasters, improve headmasters’ recruitment, assessments, incentives, exchanges and withdraw mechanism to build up a professional headmaster team of high quality.

(5) Improving the management system of teaching staff. Efforts shall be made to implement the national teaching qualification examination system, teachers’ admittance system and teaching qualification’s regular registration system, perfect unified professional title systems for primary and secondary school teachers, reform and improve teachers’ recruitment systems and post systems, effectively link the professional title promotion to primary and secondary school teachers’ post appointment, enhance the academic standards of new teachers, i.e., new teachers to be engaged in kindergarten education shall receive three-year college education and these to be engaged in primary and secondary education shall obtain a bachelors’ degree; improve the mechanism of attracting excellent talents to go in for education, perfect open recruitment systems, give more powers to schools to recruit teachers, encourage schools to recruit graduate students from leading universities, inspire vocational schools to recruit high-skilled talents and talents in urgent need although they do not graduate from normal universities; perfect performances-based salary systems and performance assessment systems to provide higher salaries to those with more excellent performances; perfect the mechanism of adjusting teachers’ income distribution, gradually increase the income of kindergarten teachers who are not on the regular payroll to ensure that the income system of primary and secondary school teachers (kindergarten teachers) shall be fully implemented.

 Column 9: the project for attracting and cultivating top-end talents engaged in education

Efforts shall be made to establish the top-end talents system and cultivation mechanism, i.e. “the academic leader of Jiaxing - famous teachers (headmasters) of Jiaxing- leading talents in education of Jiaxing- famous educational experts of Jiaxing”, conduct tiered training and cultivation to improve the effectiveness and pertinence of training talents, issue the selection, cultivation and assessment methods for various levels of talents, clarify the application procedures, reward and subsidy standards, attract more talents in urgent need and improve schools’ policies attracting talents in urgent need to further speed the construction of high-quality and professional teaching staff.

2. Deeply propelling quality-oriented education

(1) Improving talents cultivation mechanisms. With socialist core values, political identification, national consciousness, cultural self-confidence and human dignity as contents, efforts shall be made to achieve primary and secondary schools’ curriculum integration, explore the integrated construction of moral education of primary and secondary schools, strengthen the construction of backbone teaching staff engaged in moral education, improve the professional level of the teacher in charge of a class, optimize family-based and society-based environment for talents cultivation, give more professional instructions to the family-based education, drive the integration of school-based, family-based and society-based education; strengthen the psychological health education, perfect the identification and intervention mechanisms for psychological crisis, strengthen students’ sense of life value and ability in combating failures, establish a batch of schools characteristic of psychological health education, and build a psychological consulting room for each school.

Column 10: the project for developing red culture-themed courses

Efforts shall be made to take full advantage of local red educational resources to develop the courses characteristic of red cultures. The first task is to compile local textbook-Lovely Jiaxing, focusing on local traditional and red cultures. The second one is to strengthen students’ patriotic education and cultural self-confidence education. The third is to build for the youth quality-oriented education practice centers with distinct characteristics and multiple functions for red cultural education and comprehensive practice.

(2) Fostering students’ core quality. Efforts shall be made to define quality-oriented educational connotations and modes in students’ different growth periods, strengthen the citizenship education among high school students and good manners education among students of primary schools and kindergartens, foster students’ social responsibility sense, core values, innovative sense and practice competence; strengthen students’ career plan guide, establish a sound assessment system for students’ comprehensive quality, guide schools to make innovations in talents cultivation; deepen sports curriculum reform, energetically propel the sports, build schools into ones characteristic of sports, cultivate students into ones good at sports, strengthen the monitoring of students’ physical health, establish a sound monitoring system for reporting students’ physical health to activate schools to carry out sports activities; perfect Chinese excellent traditional culture education, enrich and optimize relevant curricula and textbooks with social core values, patriotic thought, character improvement and social senses, make traditional cultural education more systematic; strengthen legal education and set up a series of legal courses.    

Column 11. the project for improving juvenile physical and psychological healthy growth

Efforts shall be made to integrate various resources, normalize school running, and create platforms for  juvenile psychological and physical healthy development. The first task is to attach importance to football. During the period of the “13th Five-Year Plan”, over 20 provincial-level schools characteristic of football shall be built. The second is to strengthen psychological health education and career plan education. During the period of the “13th Five-Year Plan”, efforts shall be made to construct over 20 schools characteristic of psychological health education, strengthen teachers’ psychological health education, and build a psychological consultation room for each school. The third one is to strengthen art education, and encourage qualified schools to build choirs, instrumental music associations etc.  

(3) Strengthening campus culture construction. Efforts shall be made to make innovations in developing campus cultures, improve creative and designing ability of the campus culture, strengthen its charming, make each school, in accordance with its own bases and features, develop its own characteristic campus culture integrating the cultures on concepts, environment, management, curricula, teachers, students and activities, organize and design more interesting campus cultural activities rich in knowledge, novel in forms and suitable for students’ growth. Each school shall develop its own campus culture with its own features.

V.  Educational informatization and internationalization

1. Speeding educational informatization

(1) Energetically boosting infrastructure and technical equipment construction. Efforts shall be made to include educational informatization into local governments’ informatization development strategies, further strengthen the network security infrastructure construction, upgrade Jiaxing Educational Metropolitan Area Network to make its backbone broad band up to 2.5 G, make the backbone broad band of the campus reach 1G, make wireless broad bands available to main places for teaching activities; build all colleges, universities and senior high schools, over eighty percent of compulsory schools and sixty percent of kindergartens into smart ones and 100 schools into smart model campuses; popularize mobile learning terminals, establish a technical environment “where every one studies and can study anytime in any place”; upgrade the classrooms equipped multimedia facilities to the rooms equipped with interactive electronic white boards, upgrade the classrooms of primary and secondary schools with smart lights, build a recording and broadcasting classroom for each school, digitize laboratories, classrooms, practice bases for quality-oriented education, professional practice centers and makerspace and build 1,000 innovation laboratories.

(2) Strengthening the development of application platforms and digital resources. Efforts shall be made to establish regional digital centers, link the data of the state, province, city, county and school, establish regional management application centers and resources application centers, construct characteristic disciplinary resources, achieve the targets of sharing cross-platform resources, deepen the joint sharing and construction of the educational resources in the region of the Yangtze River Delta; accelerate the construction of digital educational resources systems, expand the coverage of quality courses, establish a batch of online excellent courses, encourage schools and teachers to attract and introduce flipped classrooms and MOOC, strengthen the construction of such projects as the resources network of subjects bases, the network for workshops for famous headmasters and teachers and online classrooms and construct smart life-time learning platforms available to various levels of education.

(3) Energetically improving information technologies application competence. Efforts shall be made to train all teachers in terms of information technologies to apply information technologies to integrate course resources and improve teaching methods; strengthen the leadership of headmasters and educational researchers to improve the competence of planning educational informationization construction, management competence and executive capability; cultivate the pace-setters in information technical application among teachers of primary and secondary schools and vocational schools, encourage teachers to make educational technical researches as the carrier to conduct application research like integrating information technologies and courses, explore the development mode and promotion mechanism of educational informationization; and set up experts consultation and guidance commission for educational informationization.

Column 12 : “111” Action Plan for Intelligent Education

Efforts shall be made to establish one cloud service platform for intelligent education integrating the data center, public service center, management application center and resources application center; establish 100 intelligent model schools, integrate information technologies into education and teaching to ensure the sustainable development of the application and innovations of information technologies, and implement 100 deep innovation application projects of intelligent education.

2. Expanding educational opening up and cooperation.

(1) Integrating Jiaxing into Shanghai and Hangzhou in education. Efforts shall be made to implement the strategy “Integration into Shanghai and Hangzhou”, positively introduce higher educational resources or quality school brands from Shanghai and Hangzhou, establish the work mechanism to match famous schools, teachers and headmasters of Shanghai and Hangzhou, dispatch young school leaders, reserve cadres and excellent teachers to Shanghai and Hangzhou to take temporary positions for their improvement or receive training or further education; encourage administrative departments responsible for education, teaching and research organizations and schools to cooperate with those of Shanghai in all respects, establish the bank for educational experts of Shanghai, inspire more schools to make various forms of cooperation with Shanghai.   

Column 13: the project for integrating Jiaxing’ s education with that of Shanghai and Hangzhou.

 Efforts shall be made to closely link local education with that of Shanghai and Hangzhou, establish a long-term mechanism to link Jiaxing’s education to that of Shanghai and Hangzhou, introduce more high-quality basic educational resources, sign at least five cooperation projects with Shanghai and Hangzhou during the period of the “13th Five-Year Plan”, establish the cooperative mechanism with schools, colleges and universities of the central regions of Shanghai and Hangzhou, dispatch the administrative staff responsible for education, headmasters and backbone teachers to Shanghai and Hangzhou to take temporary positions to improve themselves.

(2) Vigorously enhancing the educational internationalization level. Efforts shall be made to strengthen teachers and students’ communications and exchanges with foreign countries and regions, learn international advanced educational thought, theory on school running, teaching methods and management experience to improve educational and teaching quality; continue to implement the projects “1,000 Sister Schools” and “Hand-in-Hand with 1,000 Schools”, give full play to the role of Jiaxing’s international sister cities, inspire local schools to build up sustainable educational exchange relations with schools abroad; introduce quality educational resources abroad to establish high-quality international kindergartens and schools, encourage overseas educational organizations to establish cooperative schools with Jiaxing’s schools not engaged in compulsory education; support Jiaxing’s vocational schools to introduce overseas advanced experts and excellent vocational and training resources, and inspire teachers of Jiaxing’s vocational schools to obtain professional qualification certificates recognized internationally; strengthen the cooperation between Jiaxing’s colleges and universities and overseas ones, and establish overseas training bases for headmasters and teachers; support local schools to make communications with overseas Chinese juveniles, normalize students’ overseas researches and learning, and strengthen exchanges and communications with young students from the regions of Hong Kong, Macao and Taiwan.

Column 14: the innovative project integrating Chinese and foreign courses

Efforts shall be made to link international educational reform and development, encourage Jiaxing’s eligible primary and secondary schools to explore the link with overseas schools in schooling length and courses’ integration, support local vocational schools to attract overseas high-level experts and excellent vocational educational and training resources, encourage local vocational schools’ teachers to obtain professional qualification certificates recognized internationally, introduce overseas advanced courses, and continue to propel the pilot courses for the German DSD project.

VI. Educational comprehensive reform

1. Strengthening the construction of the educational governance system

Efforts shall be made to build new-type government-school-society relations, separate educational management, educational assessments and school running to optimize the educational governance system and governance methods, streamline administration, delegate powers to lower levels, transform governments’ functions, establish the systems of the powers list, duties list and negative list, inspire schools to implement their autonomy in school running in accordance with laws and regulations, propel the educational management to change from direct management to indirect management, from running schools to manage schools and from management to offering services to enhance the competence in planning, monitoring and supplying information services, giving instructions in policies, and applying administrative measures; guide schools to construct their school constitutions, optimize their internal governance structures, improve the management and supervision made by primary and secondary schools’ headmasters, Party organizations, faculty congresses and trade unions; normalize the relations between the board of directors and school administrators to perfect the internal governance systems of private schools.

2. Deepening educational personnel system reform

Efforts shall be made to reform authorized number of the teaching staff, improve the system for the supplement and dynamic adjustment of teachers, settle the structural, periodic and regional shortage of teachers by governments’ purchasing service posts etc, propel the reform of the management system that compulsory education teachers shall be managed by the county government but recruited by the school, and gradually establish a new mechanism that teachers belong to educational circles instead of a school; reform teachers’ recruitment methods, improve the contract-based personnel system, perfect teachers’ job transfer and dimission systems, explore the reform of the assessment system for teachers, establish an assessment system that schools, students, teachers and the public shall participate. Teachers’ posts shall be managed according to their classifications and teachers shall be assessed and evaluated accordingly.

3. Fully propelling curriculum reform

Efforts shall be made to integrate courses teaching into games, cultivate excellent kindergarten-based courses, further perfect curriculum systems, normalize expansive courses, reform educational assessments, and propel differentiated and individualized education; deepen career plan education and mental health education o senior high schools, improve quality assessment systems and comprehensive quality assessments; propel the vocational educational curriculum reform, intensify the link between vocational curricula and industries and personal career, establish employment-oriented and “selective” courses stressing the link between secondary and high vocational education and adapting to economic and social development requirements and students’ growths, propel the reform in teaching contents and methods of universities located in Jiaxing, and strengthen the efficiency of cultivating application-oriented talents. 

4. Deepening examination and enrollment system reform

Efforts shall be made to reform the entrance examination for senior high schools and secondary vocational schools, perfect a multiple enrollment mechanism based on students’ entrance examination results and supplemented by their comprehensive quality assessments, etc., to adapt to the reform of the college entrance examination, remove the barriers preventing mutual recognition of the credits of senior high schools and secondary vocational schools and students’ mutual transfer to each other, establish classified and optional enrollment systems for junior high school students to attend senior high schools; normalize the enrollment behaviors of compulsory education and kindergarten education, scientifically define school districts and consolidate “zero selection of schools”.

5. Improving educational supervision

Efforts shall be made to give play to the functions of educational supervision commissions, improve their professional level and authorities; regularize the operation procedures of comprehensive quality assessments, give full play to comprehensive quality assessments’ roles in senior high school entrance enrollment; establish Jiaxing’s student index resources bank for the project “Comprehensive Assessments of Teaching Quality of Primary and Secondary Schools” and make big data-based assessments; strengthen green assessment system research, positively explore the scientific assessment system for subject education and students’ ability development in the context of the curriculum reform; advocate and encourage each county, county-level city and district to establish the investigation system that students and parents assess schools; support the development of professional assessment organizations and third-party assessments; apply modern assessment methods and technologies, perfect the comprehensive application of assessment results, expand the application scope of the assessment results.

VII. Guarantee measures

1. Strengthening organizational guarantee

(1) Strengthening the leadership. Efforts shall be made to regard educational comprehensive reform and educational development as major strategic tasks to safeguard people’s benefits and boost economic and social development, intensify the leadership of the Party committee to ensure educational socialist direction and drive educational scientific and harmonious development. The Party organizations of schools and grassroots units shall strengthen ideological and political work, participate in schools’ major decisions and support administrators to execute their powers. Further efforts shall be made to strengthen the construction of the Party organizations and the development of Party members of public and private schools and reinforce Party’s cohesiveness.

(2)  Fulfilling the duties of educational reform and development. Efforts shall be made to adhere to educational public welfare and fairness, take care of the groups in need, promote all levels of schools to enhance their quality, report their educational reform and development to the same level of people’s congress and its standing committee, listen to and accept the suggestions and proposals of the members of CPPCC and democratic parties, and mobilize the public to support and care for education.

(3) Strengthening the construction of Party conduct and of honest and clean government. Efforts shall be made to apply such methods as making reports and appraisals, writing letters, holding accountability etc. to urge all levels of governments to fulfill their duties, fully implement Honest Self-Discipline Rules of the Communist Party of China and the Disciplinary Regulations of Chinese Communist Party and CPC Central Committee's eight-point decision on improving Party and government conduct, correct the corruption and improper conduct in education and provide strong political and disciplinary support for educational modernization.

2. Strengthening institutional guarantee

(1) Perfecting educational decision-making mechanisms. Efforts shall be made to strengthen the research on educational decisions making, establish the consultation system for major educational decisions making, give full play to experts and scholars’ roles in major educational decisions making and in implementation of major educational projects; establish a sound publicity system for major educational issues, take into full consideration people’s suggestions and proposals on the formulation and revision of educational normalized documents and major educational policies and measures, and the decisions making on major issues closely connected with people’s benefits.

(2) Establishing the mechanism for executing educational plans. Efforts shall be made to include the progress of educational modernization into governments’ assessments, clarify annual targets, establish targets-based management systems, clearly define everyone’s responsibilities, strengthen the assessments to reach set targets; popularize vigorously the concepts, policies and measures on educational modernization, positively spread successful models and experience, mobilize teachers, educators and the public to support and participate in the educational modernization, and create a favorable social environment for the educational modernization.

3. Strengthening educational investment guarantee

(1)  Perfecting the mechanism for the steady growth of educational investment. Efforts shall be made to take education as a major and prior field for fiscal expenditure, force various levels of governments to fulfill their duties to guarantee public educational appropriations in accordance with the law; encourage enterprises, individuals and social organizations to donate money to education, and perfect the education fund guarantee mechanism that the government plays a main role and other parties positively cooperate.

(2) Optimizing educational input and distribution structures. Efforts shall be made to establish a sound mechanism for governments’ investment into the preschool education, positively explore the “county-dominated” management system for preschool education, gradually raise each compulsory education student’s average fiscal expenditure standards, especially the standards in rural areas; perfect the mechanism of guaranteeing educational fiscal appropriations and the mechanism of stabilizing senior high schools’ educational fiscal appropriations growth, guarantee each student’s fiscal appropriations of public vocational education and special education, perfect the fiscal appropriations system of Jiaxing’s higher vocational colleges and the subsidization system available to all students, and adjust the subsidization standard dynamically.

(3) Improving the application efficiency of educational funds. Efforts shall be made to perfect budget management mechanisms, enhance budget execution efficiency, optimize the expenditure structure of the educational fund, guide schools to reasonably apply educational funds, strengthen the supervision over the educational fund and the performance assessments of educational projects, strictly execute educational auditing systems, manage and normalize in earnest educational fee collection; strengthen schools’ state-owned assets management to prevent their loss and enhance their utilization efficiency.

4. Optimizing development environment

(1) Creating a favorable legal environment for educational reform and development. Efforts shall be made to establish a system to execute educational laws and regulations, normalize schools and educational organizations’ behaviors in running schools, perfect the educational supervision and investigation made by the representatives and members of the people’s congress and CPPCC, educational inspectors, etc. to urge governmental departments concerned to put educational laws and regulations into practice.

(2) Creating a favorable institutional environment for school running in accordance with the law. Efforts shall be made to strengthen the construction of school constitutions, guide schools to execute their autonomy in running schools, perfect internal governance structures and institutional systems suitable to the institutional improvement of modern schools, integrate social resources, and perfect the open and integrative mechanism able to promote schools’ self development and guarantee their sustainable development and running schools independently in accordance with the law.

(3) Creating a favorable social environment conducive to juvenile physical and psychological health. Efforts shall be made to strengthen security education and management, launch the construction of intelligent campus security management, set up the campus security platforms based on the Internet; help the students in need and special students in physical and psychological health, perfect the joint protection mechanism that schools, families, society and judicial departments jointly work and cooperate to prevent juveniles from committing crimes, and create a good social environment for juveniles’ psychologically and physically healthy development.

5. Improving the conditions for running schools

(1) The schools to be planned and constructed of the whole city. Efforts shall be made to propel educational modernization, improve the conditions for running schools, scientifically plan the layout of the primary and secondary schools in the urban regions of Jiaxing City, and the layout of preschool education in Jiaxing City and in each county (county-level city) under its jurisdiction according to Adjustment to the Overall Planning of Jiaxing and “two-child” policy during the period of the “13th Five-Year Plan”. 100 schools are planned to be built, expanded or reconstructed, including 45 kindergartens, 42 compulsory education schools and 13 senior high schools. In Jiaxing city (its counties and county-level cities exclusive), 18 kindergartens, nine primary schools, eight junior high schools and six senior high schools and other projects are to be constructed.

(2) Major construction projects of schools of Jiaxing.
