Statistical Communiqué of Jiaxing on 2012 National Economic and Social Development

Facing the complex macro situation, increasingly severe markets at home and abroad and intense environment and resource constraints in 2012, the people of Jiaxing, under the correct leadership of Jiaxing Municipal CPC Community and Jiaxing Municipal People’s Government, thoroughly implemented the scientific development concept, firmly kept to the guideline of “Making progress while maintaining stability and seeking development in promoting transformation and upgrading”, actively responded to serious challenges and difficulties appearing in the social and economic development, laid stress on the progress in transformation, development and people’s livelihood. 2012 saw a stable growth in economy, rapid progress in transformation and upgrading, harmonious development in social undertakings and a steady increase in urban and rural people’s living standards, which laid a firm foundation for the fast achievement of the target of building Jiaxing into a city of innovation, ecology, happiness and garden, and a modern city rich in material and spirit.

I. General Outlook

In 2012, GDP of Jiaxing reached 288.494 billion yuan, up by 8.7% year on year, but the growth was 1.9% lower than that of the previous year. The primary industry realized a value added of 15.005 billion yuan, up by 1.1% year on year; the secondary industry 162.082 billion yuan, up by 8.4%; and the tertiary industry 111.407 billion yuan, up by 10.2%. The ratio of the primary, secondary and tertiary industries changed from last year's 5.3:57.5:37.2 into 5.2:56.2:38.6. Calculated by permanent residents, Jiaxing’s per capita GDP was 63,580 yuan, or US $ 10,072 at the average exchange rate, an increase of 8.2% year on year.

II. Agriculture

In 2012, the total output value of agriculture hit 25.385 billion yuan, up by 0.7% calculated at the comparable prices. The sown area of grain was 3.118 million mu, an increase of 73,000 mu over the last year; the sown area of rapeseeds was 332,000 mu, decreasing 58,000 mu; the sown area of the cash crops such as vegetables was 1.988 million mu, decreasing 70,000 mu; the sown area of the vegetables was 1.222 million mu, increasing 13,000 mu; the sown area of melon＆water melon was 150,000 mu, decreasing 13,000 mu; the sown area of flowers and nursery stock was 132, 000 mu, increasing 8,800 mu. The sown land ratio of grain to cash crops changed from 59.67:40.33 of 2011 into 61.06:38.94 of 2012. The total grain yield reached 1.384 million tons, up by 2.3%; that of the vegetables 2.465 tons, keeping same with that of the previous year.

The total stocks of pigs were 7.342 million, decreasing 436,000; and 46.7854 million poultry were slaughtered, an increase of 1.0%.over the previous year. The total output of meat and aquatic products reached 392,700 tons and 188,000 tons, respectively down by 3.3% and up by 4.3%. The bases for seeds and seedlings reached 135; 675 new seeds and seedlings were introduced; 326 agriculture standards were made out and 497 farm products were identified as pollution-free. 93 agricultural entertainment parks and 80 farmers’ cooperatives had been established till the end of 2012.

III. Industry and Construction Industry

The industrial value added was 146.076 billion yuan, a year-on-year growth of 9.1%, accounting for 50.6% of the whole GDP of Jiaxing. The number of industrial enterprises above the designed size (the income of their main business is up to 20 million yuan) reached 4,165, and their industrial value added was 111.509 billion yuan, up by 10.9%, but 4.1 percentage points lower in growth speed. The value added of heavy and light industries amounted to 60.767 billion yuan and 50.742 billion yuan respectively, up by 15.0% and 6.3%.

The main business income of the enterprises above the designed size was up to 560.655 billion yuan, a growth of 3.7%; and the total revenue and profits amounted to 43.213 billion yuan and 25.591 billion yuan, a respective decrease of 4.7% and 10.8%. The scores calculated in accordance with 11 economic benefit indexes were equal to 273.57, a decrease of 9.6 scores. The sales rate was 97.83%; the contribution rate of the total assets was 9.43%, the value maintenance and appreciation ratio was113.66%; the rate of return on cost was 4.74%; the overall labor productivity went down to 139,100 yuan per person from 141,200 yuan per person of 2011; the asset-liability ratio was went down to 58.98% from 59.98% of the last year, and the loss rate grew to 12.16% from 6.29%.

The value added of construction industry was 16.006 billion yuan, a growth of 2.0%. The qualified construction enterprises with independent accounting put 98.802 million square meters of the floor space under construction, up by 26.8%, and 29.979 million square meters was finished, a growth of 4.4%.

IV. Investment in Fixed Assets

164.231 billion yuan was invested into fixed assets in 2012, up by 10.4%, including 122.643 billion yuan invested by investment projects (organizations), up by 11.0%. 41.588 billion yuan was invested into the real estate, up by 8.5%. In the investment into the fixed assets, 1.408 billion yuan, 78.592 billion yuan and 84.23 billion yuan were invested respectively into the primary, secondary and tertiary industries, with a respective growth of 11.6%, 2.3% and 19.1%, but the investment into the infrastructure was only 23.456 billion yuan, a decrease of 16.5% year on year.

36.548 million square meters of floor space were put under construction, a growth of 7.9%; 4.701 million square meters of housing were put into use, a decrease of 13.0% year on year; and 4.503 million square meters of housing were sold, an increase of 13.0%.

124.147 billion yuan was invested into the fixed assets not held by the state, an increase of 15.2%, accounting for 75.6% of the whole investment into the fixed assets of Jiaxing in 2012.

4,134 projects in terms of the investment into fixed assets were put under construction, up by 4.1%; newly started projects were 2,544, up by 8.2%; and 2,199 projects came into use, up by 1.6%. 87.82 billion yuan were added to the fixed assets in 2012.

The major construction projects were 139; the total investment plan in 2012 was 12.995 billion yuan, but 13.175 billion yuan was actually invested, 1.39% more than the investment plan. The construction of Jiaxing-Shaoxing Express Way, the northern connection section of Qiantangjiang Tunnel, Hangzhou-Pinghu-Shanghai Channel moved forward smoothly, and the construction of Guanjinggang Waterworks (Phase II) and Hejiaqiao inland waterway transformation was over.

The smooth urban traffic projects were extensively implemented, such as building and upgrading urban roads of 55 km, adjusting and optimizing 35 bus routes, and building 100 public bicycle service centers.

V. Domestic Trade and Prices

The total retail sales of consumer goods of Jiaxing jumped to 108.374 billion yuan, up by 14.3% over the previous year. The retail sales of consumer goods in cities reached 92.596 billion yuan, up by 14.6%; that in the rural areas 15.778 billion yuan, up by 12.2%; that of the wholesale and retail trade 97.165 billion yuan, up by 14.2%; and that of the lodging and catering industry 11.209 billion yuan, up by 14.7%.

At the end of 2012, there were 329 trading markets in all in Jiaxing, and the sum of the business transaction totaled111.579 billion yuan (that online exclusive ),up by 9.7%; and the numbers of the markets whose sum of the business transaction was more than 100 million yuan and 1 billion reached respectively 61 and 16.

The urban CPI grew by 2.2%. Analyzed by different sectors, the sales of grain and meat went up by 4.9%; tobacco and wine up 1.2%; entertainment, education, stationery and services up by 1.4%; housing up by 0.6%; traffic and telecommunications up by 0.5%; clothing up by 1.1%; household appliances and maintenance up by 4.3%; but medical, healthcare and personal goods down by 0.4%.

The purchasing price for raw materials, fuels and power went down by 3.4%. The producer prices for manufactured goods decreased by 2.9 %. The sales prices for new residential buildings decreased by 4.1%, 5.8 percentage points lower than that of the previous year. The second-hand housing down 4.7%, 8.1 percentage points lower than the previous year.

VI. Foreign Economy and Tourism

In 2012, total volume of import and export was US $28.744 billion, up by 0.9% over 2011. Export volume amounted to US $ 19.603 billion, up by 1.7% and import volume totaled US $9.141 billion, down by 0.8% year on year. Mechanical & electronic products, garments, and textiles were dominant. The exports of mechanical & electronic products reached US $ 6.436 billion, a growth of 3.8%, accounting for 32.8% of the whole exports of Jiaxing; the exports of garments US $ 3.909 billion, a decrease of 5.0%, accounting for 19.9% of the whole; the exports of textiles US $ 3.345 billion, a growth of 1.8%, accounting for 17.1% of the whole. The foreign dependence degree stayed a high level. The volume of the foreign trade accounted for 62.9% of the whole GDP (Calculated at the exchange rate of 2012) and that of the exports accounted for 42.9% of the whole GDP.

234 foreign funded enterprises were approved, an increase of 26 ones. Contractual foreign investment was US $ 2.814 billion, a decrease of 9.6% year on year; foreign investment utilized totaled US $ 1.786 billion, up by 3.5%; 44 enterprises of Jiaxing were established abroad, with a total investment of US $ 329.99 million, a year-on-year decrease of 12.4%; 1,317 domestic enterprises were settled in Jiaxing, and 23.821 billion yuan was utilized, up by 11.0%.

In 2012, Jiaxing received 41.7918 million domestic and international trips and 41.906 billion yuan was earned, a respective increase of 15.84％ and 18.30％ year on year, including 781,700 trips from Hong Kong, Macao, and Taiwan and foreign countries, earning US $277 million, a growth of 7.0%; and 41.01 million domestic trips, a growth of 16.0%, earning 40.159 billion yuan, a growth of 19.0%

VII. Traffic and Post ＆ Telecommunications

In 2012, the road traffic mileage amounted to 7,863 kilometers, up by 1.4% year on year, including 7,730 kilometers of Grade-4 roads, up by 2.0%. Total volume of cargo transported by various means (railway exclusive, the same hereinafter) was 22.455 billion ton-kilometers, a decline of 0.6%, including 8.617 billion ton-kilometers for road transportation, an increase of 6.0%.Total volume of passenger transported reached 3.65 billion passenger-kilometers, a growth of 1.2%. The volume of freight handled by Jiaxing Harbor totaled 60.039 million tons, up by 14.2% over the previous year, of which freight for foreign trade was 7.346 million tons, up by 23.6%. Container shipping handled 751,000 standard containers, up by 45.9%.

The turnover of post and telecommunication services totaled 8.255 billion yuan, up by 6.5%, of this, post services accounted for 363 million yuan, up 6.1%, and telecommunication services 7.892 billion yuan, up 6.5%. The year saw 1.5589 million fixed telephone subscribers, a decrease of 4.8%. Mobile phone users numbered 5.4482 million, up by 5.9%. The number of fixed Internet users was 1.1237 million, up by 17.8%.

VIII. Finance, Banking and Insurance

In 2012 the general budget revenue was 47.192 billion yuan, up by 13.4%, including public fiscal budget revenue 25.773 billion yuan, up by 13.8%. 19.068 billion yuan was spent on the improvement of people’s livelihood, a growth of 9.0%.

Savings deposit and loans in RMB of financial institutions totaled respectively 445.307 billion yuan and 341.953 billion yuan, up by 9.3% and 12.5%. Residential savings deposit was 214.449 billion yuan, up by 14.6%.

The number of the listed enterprises was 27, issuing 27 stocks and raising 26 billion yuan. The security accounts amounted to 817,600, an increase of 35,100. The volume of security exchanges totaled 464.84 billion yuan, a decrease of 15.7%. The volume of selling and buying shares and funds totaled respectively 341.096 billion yuan and 4.312 billion yuan, a decrease of 43.3% and an increase of 88.4%.

The premium received by the insurance companies totaled 7.471 billion yuan, a growth of 6.6% year on year. Property insurance premium totaled 3.276 billion yuan, a growth of 15.3%; and life insurance premium 4.195 billion yuan, a decrease of 0.6%; Insurance companies paid an indemnity worth of 1.831 billion yuan, an increase of 25.7%, of which property insurance indemnity was 1.695 billion yuan, a growth of 26.0%, and life insurance indemnity was 136 million yuan, a growth of 22.4%.

IX. Education, Science and Technology

In 2012, Jiaxing had 696 schools (kindergartens inclusive) of various types, with 683, 600 students. In Jiaxing there were 10 institutions for higher education with about 99, 200 students, including 6 full-time colleges and universities with 60, 800 students, 36 senior high schools with 70, 200 students, 120 junior high schools with 113, 200 students and 192 primary schools with 231, 000 students. The enrollment rate and consolidation rate of primary schools and junior high schools both reached 100%. The senior high school enrollment rate for students who graduated from junior high schools reached 98.92%. Students enrolled by colleges and universities were 18, 874 and students graduating from them were 13, 182, 6.4% up over the previous year. 39, 800 people registered for self-taught higher education examinations and 1,866 obtained associate diplomas or above. Students graduating from programs for adult higher education totaled 738; students enrolled by adult middle education totaled 888, with 1,316 students graduating this year. The number of those who attended cultural and technical training in rural areas reached more than 670, 000. There were 31 various private schools with 71, 100 students.

In 2012, there were 1, 652 patent applications submitted and 490 patents granted; the human resources of Jiaxing totaled 851, 000, an increase of 74,400 over the previous year, up by 9.6%. 101 scientific and technological achievements were gained at or above the municipal level during the year, including 6 provincial ones. The technology market has maintained a steady development. The transaction amount in technology registered was 215 million yuan and 536 contracts were signed. At the end of 2012, national high-tech enterprises totaled 294; provincial small and medium-sized technological enterprises 819, an increase of 93 over the last year. The output value of new products in above-scale industries totaled 185.307 billion yuan, up by 12.4%. More efforts were put into innovations in science and technology, and R&D spending accounted for 2.3% of Jiaxing’s GDP.

X. Culture, Sports and Public Health

At the end of 2012 in Jiaxing, there were 11 culture and art troupes, 16 spots for art performances, 8 culture centers and 73 culture subcenters, 35 cinemas, 6 radio stations, 6 television stations and 6 public libraries that had 5.93 million volumes and received 6.88 million readers. All people and administrative villages had access to cable television.

The 6th Jiaxing Rural Culture Art Week was held successfully. 637 art performances were held in the squares, and 11,168 films were sent to the countryside, with the audience of 2.55 million. 96 art performances were held in Jiaxing Grand Theatre, receiving 105,000 audiences.

Many comprehensive fitness activities were held, in which 205,000 persons participated. National Snooker Ranking Events for Teenagers were hosted successfully; delegations of Jiaxing won 65 golden medals, 26 silver medals and 42 bronze medals in sports contests above the provincial level.

At the end of 2012, Jiaxing had 1, 343 medical and health care institutions with 17, 992 hospital beds and 25, 403 health personnel of various types, including 8, 458 doctors and 10, 010 registered nurses. On average there were 2.46 doctors and 5.22 hospital beds available for every 1,000 people. The person-times of outpatients and emergency patients were 30.62 million, and those of hospitalizations 536, 000.

82 community health service centers have been put into place, including 78 community health service centers of provincial standards and 792 community health service subcenters. The person times of unpaid blood donation reached 41, 940, and the volume of blood donated was 13.69 million milliliters. 100% of the blood used in clinic was from the blood donated.

The coverage rate of cooperative medical care of cities (towns) and administrative villages all reached 100%; the qualified rate of primary health care in towns was 100%; 99.80% of rural areas had access to tap water; and 97.98% of toilets in rural households were upgraded.

Number of Hospital Beds

I. Population, Employment, Social Security and Living Conditions

Registered population of Jiaxing was up to 3.4452 million at the end of 2012, an increase of 14,700. The birth rate of the registered population was 8.70‰, death rate 7.31‰, and natural growth rate 1.39‰. In-migrants were 28,000 and out-migrants 17,600 last year with a mechanical population growth rate of 3.02 ‰.

Calculated in accordance with the survey of 5‰ of the whole population, the permanent population was up to 4.544 million last year, with the birth rate of 9.67‰ and death rate 5.89‰. Urban residents accounted for 55.3% of the whole, 0.9 ％ up over the last year.

Employment and social security system was further improved. Employment agencies totaled 93; 501 job fairs and 278 vocational trainings were held. 724,000 jobs were offered by urban units and 94,000 people found their jobs, 22,600 more than those of 2011. The registered urban unemployment rate was 3.0%.

16,300 households, or 28,800 people benefited from the basic cost of living allowances, 1,600 less than those of the previous year. The per capita income from the basic cost of living allowances was increased from 3,816 yuan to 4,563 yuan in the urban areas and from 2,577 yuan to 3,132 yuan in the rural areas.

98.75 million yuan was spent on the lowest living security programs, up by 2.9%; 106,600 people received social relief, a decrease of 3,300.

2,028,300 people participated in the basic pension program, an increase of 15.3%; 7.039 billion yuan was used for pension; 948,300 people participated in unemployment insurance programs, an increase of 9.9%; and 93,500 people received unemployment payment.

Rapid progress was made in social welfare. At the end of the year, the number of the social institutions was 103, with 19,136 beds, an increase of 23.8%, accommodating 7,089 inmates including the old, the disabled, and orphans, an increase of 13.8%.

In 2012，the per capita disposable income of urban residents was 35,696 yuan, an increase of 13.2%, or 10.8% in real terms; the net per capita income of rural residents was 18,636 yuan, an increase of 11.5%, or 9.1% in real terms. Per capita nonproductive expenditure of urban residents was 21,720 yuan, up by 11.2%; per capita household consumption expenditure of rural residents was 12,326 yuan，up by 15.1%. Engel's Coefficients ( the proportion of income spent on food to a household’s total expenditure ) of urban and rural residents were 33.0% and 32.1% respectively. The per capita living areas of urban and rural residents were up to 35.55 and 72.39 square meters respectively at the end of 2012.

XII. Resources, Environment and Work Safety

The total stock of water resources in 2012 was3.687 billion cubic meters, a growth of 155.5%, or 1070.18 cubic meters in per capita terms, up by 154.4%. The average precipitation was 1581.2 millimeters, up by 48.7%. The total installed capacity amounted to 10.8979 million kilowatts, an increase of 37,000 kilowatts. The total electricity generated in 2012 reached 68.006 billion kilowatt hours, 12.739 billion kilowatt hours more than the previous year. The motor vehicles totaled 1.2409 million, of which automobiles were 574,400, and private cars 452,000, a respective increase of 23.1% and 28.3%.

New progress was made in the ecological improvement. 2012 saw 1,225 kilometers of rivers being dredged, 50,000 mu of green areas being built and improved, and 253 kilometers of greenways being built.

The total energy consumption amounted to 11.936 million tons of standard coal equivalent, up by 2.6%, energy consumption per 10,000 yuan worth of industrial value added went down by 7.5%. The energy consumption was 8.057 million tons of standard coal equivalent of 218 enterprises that consumed 5,000 tons (or above) of standard coal equivalent, a growth of 11.7%, but a decrease of 7.0% as to the unit energy consumption. Preliminary estimation indicated that chemical oxygen demand and emissions of sulfur dioxide had decreased by 3.2% and 3.0% respectively.

New progress was made in the construction of “Safe Jiaxing”. In accordance with investigations, 95.72% of the people were satisfied with their safe environment, and the satisfaction percentage of over 95% has lasted 8 consecutive years. The death toll due to 1,559 work accidents amounted to 376，a respective decrease of 39 and 18, causing a direct economic loss of 29.4604 million yuan, a decrease of 700,400 yuan over the previous year.
