Jiaxing is a city directly under Zhejiang Province. Under its jurisdiction are two districts: Nanhu and Xiuzhou, three county-level cities: Pinghu, Haining and Tongxiang, and two counties: Jiashan and Haiyan. Till December 31, 2013, there are 44 towns, 29 sub-districts, 247 communities in the urban areas, 125 ones in the towns, and 790 ones in the rural areas.
　　
Registered population of Jiaxing was up to 3.4593 million at the end of 2013, 14,100 more than that of the same period of the previous year. The birth rate of the registered population was 8.18‰, death rate 6.94‰, and natural growth rate 1.23‰. In-migrants were 27,500 and out-migrants 17,400 last year with a mechanical population growth rate of 2.94‰. Calculated in accordance with the sample survey of 5‰ of the whole population, permanent population was up to 4.558 million at the end of last year, with the birth rate of 9.60‰ and death rate 5.81‰. Urban residents accounted for 57.1% of the whole, 1.8％ percentage points higher than that of the last year.

Science and Technology

In 2013, much progress was made in innovation, science and technology under the correct leadership of the CPC Jiaxing Municipal Committee and Jiaxing Municipal People’s Government. Jiaxing and counties, county-level cities and districts under its jurisdiction all won the honor of being national advanced in scientific and technological progress assessment for the seventh consecutive round.

Till the end of 2013, in Jiaxing there were 14 institutions capable of independent scientific research and technical innovations, 4 key laboratories and 9 major scientific and technological innovation platforms at the provincial level, 2 national productivity promotion centers, 10 provincial enterprise institutes, 161 provincial R&D centers, 14 hi-tech industrial bases at or above the provincial level, including 9 national-level ones, taking the lead in Zhejiang. There were 13 incubators for scientific and technological enterprises, including 6 national ones and 5 provincial ones. There was in Jiaxing 1 academician from the Chinese Academy of Sciences or Chinese Academy of Engineering, 18 experts of national "1000 Talents Program" and 66 ones of provincial "1000 Talents Program". Just as a newspaper put it, "In terms of attracting famous research institutes and universities, the rest of China learns from Zhejiang, while the rest of Zhejiang learns from Jiaxing." Jiaxing was ever honored by Science and Technology Daily as a banner in attracting research institutes and universities to strengthen cooperation of enterprises, universities and research institutes. So far over 160 innovation platforms were jointly established by research institutes and universities famous at home and abroad, including Yangtze Delta Region Institute of Tsinghua University, Zhejiang and Zhejiang Institute of Advanced Technology, Chinese Academy of Sciences, both of which are province-owned institutes jointly established by Zhejiang, Jiaxing, Tsinghua University and Chinese Academy of Sciences.

　 In Jiaxing there were 334 hi-tech enterprises, 993 small and medium-sized technological enterprises at the provincial level, 1 national-level and 17 provincial-level innovative pilot enterprises and 20 provincial-level innovative model enterprises in 2013. The total industrial output value achieved by hi-tech enterprises reached 140.433 billion yuan, main business revenue 138.825 billion yuan, profit and tax 24.094 billion yuan, and export value US $6.089 billion. The value added of hi-tech enterprises amounted to 27.262 billion yuan, a growth of 25% year on year, ranking No. 2 in Zhejiang province.

Facing complex economic situations at home and abroad in 2013, the people of Jiaxing, with the core of building Jiaxing into a city of innovation, ecology, happiness and garden and a modern city rich in material and spirit, thoroughly implemented the scientific development concept, made more efforts to push ahead with the economic upgrading and transformation and made much progress in keeping the economic development stable and people’s livelihood improving.

I. General Outlook
Preliminary calculation indicated that, in 2013, GDP of Jiaxing reached 314.766 billion yuan, up by 9.3% year on year, and a 0.6 percentage point higher than that of the previous year. The primary industry achieved a value added of 15.562 billion yuan, up by 0.8 % year on year; the secondary industry 172.673 billion yuan, up by 9.9 %; and the tertiary industry 126.531 billion yuan, up by 9.4%. Calculated on the basis of permanent residents, Jiaxing’s per capita GDP was 69,164 yuan, or US $ 11,169 at the average exchange rate, an increase of 8.9% year on year. The ratio of the primary, secondary and tertiary industries changed from last year's 5.2:55.5:39.3 into 4.9:54.9:40.2.

In 2013 the general budget revenue was 51.749 billion yuan, up by 9.7%, including public fiscal budget revenue 28.231 billion yuan, up by 9.5%. 22.679 billion yuan was spent on the improvement of people’s livelihood, a growth of 18.9%.

808,000 jobs were offered by urban units and 104,000 people found their jobs, an increase of 10,000 people. The registered urban unemployment rate was 2.93%. There were 69 employment agencies till the end of 2013; and 567 job fairs and 115 vocational trainings were held.
II. Agriculture

In 2013, the total output value of agriculture hit 25.567 billion yuan, up by 0.5% calculated at the comparable prices. The sown area of grain was3.121 million mu, an increase of 3,000 mu over the last year; the sown area of rapeseeds was 290,000 mu, decreasing 42,000 mu; the sown area of vegetables was 1.231 million mu, increasing 9,000 mu; the sown area of melon＆water melon was 149,000 mu decreasing 1,000 mu; the sown area of flowers and nursery stock was 169,000 mu, increasing 37,000 mu. The sown land ratio of grain to cash crops changed from 59.7:40.3 of 2012 into 61.1:38.9 of 2013. The total grain yield reached 1.3883 million tons, up by 0.3%; that of the vegetables 2.487 million tons, an increase of 0.9%.

The number of the stock of pigs totaled 6.153 million, decreasing 1.189 million; and 42.6169 million poultry were slaughtered, an decrease of 8.9% over the previous year. The total output of meat and aquatic products reached 362,300 tons and 174,700 tons, down by 7.7% and 4.2% respectively.
The number of the bases for seeds and seedlings reached 200; 633 new seeds and seedlings were introduced to Jiaxing; 301 agriculture standards were made and 571 farm products were identified as pollution-free. 81 agricultural entertainment parks have been put into operation till 2013，and 113 farmers’ cooperatives were newly established.

III. Industry and Construction Industry
The industrial value added was 156.088 billion yuan, a year-on-year growth of 10.4%, accounting for 49.6% of the whole GDP of Jiaxing. The number of industrial enterprises above the designed size (the income of their main business is up to 20 million yuan) reached 4,409, and their industrial value added was 120.646 billion yuan, up by 11.5%, 0.6 percentage point higher over the previous year. The value added of heavy and light industries amounted to 64.389 billion yuan and 56.258 billion yuan respectively, up by 14.3% and 8.2%.
The main business income of the enterprises above the designed size was up to 635.968 billion yuan, a growth of 11.5%; and the total revenue and profits amounted to 55.997 billion yuan, and 34.005 billion yuan was profits, a respective increase of 27.8% and 31.1%. The sales rate of industrial products was 97.60%; the contribution rate of the total assets was 10.33%, the value maintenance and appreciation ratio was 109.72%; the rate of return on cost was 5.61%; the asset-liability ratio went down to 58.71% from 58.98% of the last year, and the loss rate went down to 7.15% from 11.87%; the appreciation ratio of new products grew to 35.02% from 30.93% of 2012.

The value added of the construction industry was 16.586 billion yuan, a growth of 5.2%. The qualified construction enterprises with independent accounting put 84.89 million square meters of the floor space under construction, up by 6.7%, and 31.534 million square meters was put into use, a growth of 5.9%。

IV. Investment in Fixed Assets
191.015 billion yuan was invested into fixed assets in 2013, up by 16.3%, including 139.933 billion yuan invested by investment projects (units), up by 14.1%. 51.083 billion yuan was invested into the real estate, up by 22.8%. In the investment into the fixed assets, 1.649 billion yuan, 89.474 billion yuan and 81.118 billion yuan were invested respectively into the primary, secondary and tertiary industries, with a respective growth of 17.1%, 13.8% and14.1%. The investment in the infrastructure was 28.707 billion yuan, an increase of 22.4% year on year.
43.3081 million square meters of floor space were put under construction, a growth of 18.5%; 6.8033 million square meters of housing were put into use, an increase of 44.7% year on year; and 6.0113 million square meters of housing were sold, an increase of 33.5%。.
146.33 billion yuan was invested into the fixed assets not held by the state, an increase of 17.9%，accounting for 76.6% of the whole investment into the fixed assets of Jiaxing in 2013.
4,612 projects listed as fixed-asset investments of the whole Jiaxing were put under construction in 2013, up by 11.6%; newly started projects totaled 2,898, up by 13.9%; and 2,362 projects came into use, up by 7.4%. 108.36 billion yuan was added to the fixed assets.
The number of major construction projects was 105, and the planned total amount of the investment in 2013 was 19.068 billion yuan, but 20.207 billion yuan was actually invested, 5.97% more than the investment plan. Such projects were put into operation as the Jiaxing-Shaoxing Express Way, the northern connection section of Qiantangjiang Tunnel, Dock No. B23 and Dock B24, the special dock (Phase I) for the Jiaxing Comprehensive Logistics Parks and the square (roads) of Haining Railway Station.
The urban traffic projects were extensively implemented. Hexing Road and Qinjian Road were upgraded; 33 bus routes were optimized; 11,000 public parking spaces were newly built; and public bicycles service centers were extended to all urban areas of Jiaxing and its sub-center cities.

V. Domestic Trade and Prices
The total retail sales of consumer goods of Jiaxing in 2013 jumped to 119.693 billion yuan, up by 13.1% over the previous year. The urban retail sales of consumer goods reached 102.601 billion yuan, up by 13.2%; those in the rural areas 17.092 billion yuan, up by 12.7%; those of the wholesale and retail trade 107.717 billion yuan, up by 13.5%; and those of the lodging and catering industry 11.976 billion yuan, up by 10.0%.
At the end of 2013, there were 325 trading markets in all in Jiaxing, and the sum of the business transaction totaled 132.6 billion yuan (that online exclusive ), up by 18.8%; and the number of the markets whose sum of the business transaction was more than 100 million yuan and 1 billion reached respectively 66 and 17.
The urban CPI grew by 1.7%. Analyzed by different sectors, the price of grain and meat went up by 4.6%; that of entertainment, education, stationery and services up by 2.4%; that of clothing up by 1.5%; that of household appliances and maintenance up by 1.9%; that of traffic and telecommunications down by 0.5%; that of medical, healthcare and personal goods down by 2.2%; that of tobacco and wine down by 1.2%; and that of housing kept the same as that of last year.
The purchasing price of raw materials, fuels and power went down by 3.4%. The producer prices of industrial products decreased by 1.7 %. The sales prices of newly built residential houses in the urban areas grew by 1.7%, 5.8 percentage points higher than those of the previous year; those of the second-hand houses down 1.3%, 3.4 percentage points lower than those of the previous year.

VI. Foreign Economy and Tourism
In 2013, total volume of import and export was US $31.763 billion, up by 10.5% over the previous year. The export volume amounted to US $ 21.512 billion, up by 9.8% and the import volume totaled US $10.251 billion, a growth of 12.1% year on year. Mechanical & electronic products, garments, and textiles were dominant in foreign trade. The exports of mechanical & electronic products reached US $ 6.797 billion, a growth of 5.6%, accounting for 31.6% of the whole exports of Jiaxing; the exports of garments US $ 4.292 billion, a growth of 9.8%, accounting for 20.0% of the whole; the exports of textiles US $3.78 billion, a growth of 13.0%, accounting for 17.6% of the whole. The dependence on foreign trade stayed a high level. The foreign trade volume accounted for 62.9% of the whole GDP (Calculated at the exchange rate of 2013) and that of the exports accounted for 42.3% of the whole GDP.
248 foreign funded enterprises were approved to invest in Jiaixng, an increase of 14 ones. Contractual foreign investment was US $3.391 billion, an increase of 20.5% year on year; foreign investment utilized totaled US $2.207 billion, up by 23.9%; 38 enterprises of Jiaxing origin were established abroad, with a total investment of US $ 252.8 million, a year-on-year decrease of 23.4%; 902 projects from domestic enterprises were introduced to Jiaxing, and 26.632 billion yuan was utilized, up by 25.5%.
In 2013, domestic and international tourists visiting Jiaxing reached 47.2539 million person-times and 48.557 billion yuan was earned, a respective increase of 13.1% and 15.9% year on year. Tourists from Hong Kong, Macao, Taiwan and foreign countries reached 657,800 person-times, a decrease of 15.9%, and US $244 million was earned, a decrease of 11.9%; and domestic tourists reached 46.5961 million person-times, a growth of 13.6%, and 47.047 billion yuan was earned, a growth of 17.2%

VII. Traffic and Post ＆ Telecommunications
In 2013, the road traffic mileage amounted to 8,000 kilometers, up by 1.7% year on year, including 7,867 kilometers of roads of Grade 4 or higher grades, up by 1.8%. The tonnage mileage of various modes of transportation (railway exclusive, the same hereinafter) was 22.826 billion ton-kilometers, a growth of 1.7%, including 8.939 billion ton-kilometers for road transportation, an increase of 3.7%.Total volume of passengers transported ( by commercial vehicles ) reached 3.698 billion passenger-kilometers, a growth of 1.3%. The cargo throughput of the Port of Jiaxing totaled 66.0519 million tons, up by 10.0% over the previous year, in which the cargo throughput for foreign trade was 8.5952 million tons, up by 17.0%. Container shipping handled 1.0104 million TEUs, up by 34.5%.
In 2013 the turnover of post and telecommunication services totaled 8.735 billion yuan, up by 5.8%, of this, post services accounted for 407 million yuan, up 12.1%, and telecommunication services 8.327 billion yuan, up 5.5%. There were 1.5254 million fixed telephone subscribers in 2013, a decrease of 2.1%. Mobile phone users numbered 5.6065 million, up by 2.9%. The number of fixed Internet users was 1.3173 million, up by 17.2%.

VIII. Finance, Banking and Insurance
Savings deposit and loans in RMB of financial institutions totaled respectively 507.269 billion yuan and 386.003 billion yuan, up by 13.9% and 12.9% respectively. Residential savings deposit amounted to 243.821 billion yuan, up by 13.7%.
The number of the listed enterprises was 32, issuing 34 stocks and raising 30.37 billion yuan. Security accounts amounted to 834,900, an increase of 34,100. The turnover of security exchanges totaled 700.968 billion yuan, an increase of 50.8%, that of selling and buying shares and funds totaled respectively 476.996 billion yuan and 11.851 billion yuan, a respective increase of 39.8% and 174.9%.
The premium received by the insurance companies totaled 8.407 billion yuan, a growth of 12.5% year on year. Property insurance premium totaled 3.847 billion yuan, a growth of 17.4%; and that of the life insurance 4.559 billion yuan, a decrease of 8.7%; Insurance companies paid an indemnity worth of 2.572 billion yuan, an increase of 40.4%, of which property insurance indemnity was 2.371 billion yuan, a growth of 39.9%, and life insurance indemnity 201 million yuan, a growth of 47.2%.
IX. Education, Science and Technology
In 2013, there were in Jiaxing 666 schools (kindergartens inclusive) of various types, with 668,100 students, and there were 10 institutions for higher education with about 95, 800 students, including 6 full-time colleges and universities with 63, 700 students, 36 senior high schools with 66, 300 students, 121 junior high schools with 108, 700 students and 161 primary schools with 226, 800 students. The enrollment rate and consolidation rate of primary schools and junior high schools both reached 100%. The senior high school enrollment rate for students graduating from junior high schools reached 99.02%. 19,890 students were enrolled by colleges and universities, from which 14,011 students graduated in 2013, a growth of 6.3% over the previous year. 36, 300 people registered for self-taught higher education examinations, and 2,247 people obtained associate or undergraduate diplomas by means of self-taught higher education. New students enrolled by adult middle education totaled 917, and 868 students graduated from adult middle education this year. The number of those who attended cultural and technical training in rural areas reached more than 380, 000 person-times. There were 33 various private schools with 72, 600 students.
In 2013, there were 2,983 patent applications submitted and 407 patents granted; the talents resources of Jiaxing totaled 932,000, an increase of 81,000 over the previous year, up by 9.5%. 113 scientific and technological achievements were gained at or above the municipal level in 2013, including 10 ones at the provincial level. The technology market has maintained a steady development. The technology transaction amount was 264 million yuan and 295 contracts were signed. Till the end of 2013, the number of national high-tech enterprises totaled 334; that of provincial small and medium-sized scientific and technological enterprises 993, an increase of 174 over the last year. The output value of new products of above-scale industrial enterprises totaled 237.412 billion yuan, up by 26.2%. More efforts were put into innovations in science and technology, and spending on the R&D accounted for 2.4% of the whole GDP of Jiaxing.

X. Culture, Sports and Public Health
Till the end of 2013 in Jiaxing, there were 11 culture and art troupes, 16 venues for art performances, 8 culture centers and 73 culture sub-centers, 36 cinemas, 6 radio stations, 6 television stations and 6 public libraries with 7.74 million volumes and received readers for 7.62 million person-times. All people and administrative villages had access to cable television.
A series of activities were successfully held for Jiaxing Dragon Boat Folk Custom (2013). With the core that the local people are diligent, kind, harmonious and beautiful, 3,200 social and cultural activities such as art performances and fairs were held and their participants reached 3.5 million person-times.
Many comprehensive fitness activities were held, and their participants amounted to 250,000 person-times. The first citizens’ sports meet of Jiaxing was held successfully with participants of 100,000 person-times. Delegations of Jiaxing won 73 golden medals, 72 silver medals and 98 bronze medals in sports contests at and above the provincial level.
Till the end of 2013, Jiaxing had 1, 340 medical and health care institutions with 19, 412 hospital beds and 26,439 health personnel of various types, including 8, 837 doctors and 10, 546 registered nurses. On average there were 2.55 doctors and 5.61 hospital beds available for every 1,000 people. Outpatients and emergency patients reached 32.46 million person-times, and those of inpatients 586, 000.
81 community health service centers have been put into operation, including 78 ones up to the provincial standards and 782 community health service sub-centers. Unpaid blood donators reached 45,025 person-times, and the volume of blood donated was 14,17 million milliliters. 100% of the blood for clinical use was from the blood donated.
The coverage rate of cooperative medical care of cities (towns) and administrative villages all reached 100%; 99.86% of rural areas had access to tap water; and 98.72% of toilets in rural households were upgraded.

XI. Population, people’s Livelihood and Social g Security
Registered population of Jiaxing was up to 3.4593 million at the end of 2013, an increase of 14,100 persons. In 2013，the per capita disposable income of urban residents reached 39,087 yuan, an increase of 9.5%, or 7.7% in real terms; the net per capita income of rural residents was 20,556 yuan, an increase of 10.3%, or 8.5% in real terms. Per capita nonproductive expenditure of urban residents was 24,851 yuan, up by14.4%; per capita household consumption expenditure of rural residents was14,261 yuan，up by15.7% . Engel's Coefficients (the proportion between income spent on food and a household’s total expenditure) of urban and rural residents were 31.02% and 31.21% respectively. The per capita living areas of urban and rural residents were up to 39.45 and 71.55 square meters respectively at the end of 2013.
Social security system was further improved. 15,600 households (a decrease of 700 ones over the last year) or 27,100 people benefited from the basic cost of living allowances. 83.51 million yuan was spent on the lowest living security programs, down by15.4%; the number of people receiving social relief reached 112,800 person-times, a decrease of 6, 200 ones over the previous year.
2.1951 million people participated in basic pension programs, an increase of 8.2%; 9.29 billion yuan was used for pension; 1.0412 million people participated in unemployment insurance programs, an increase of 9.8%; and 107,600 people received unemployment payment.
Rapid progress was made in social welfare. At the end of the year, the number of the social welfare institutions reached 107, and their beds 22,632, an increase of 18.3%; 9,621 inmates including the old, the disabled, and orphans were accommodated, an increase of 35.7%.
XII. Resources, Environment and Work Safety
The total stock of water resources in 2013 was 2.27 billion cubic meters, a decrease of 38.4%, or 498.0 cubic meters in per capita terms, down by 38.6%. The average precipitation was 1,264.1 millimeters, down by 20.1%. The total installed capacity amounted to 11.0385 million kilowatts, an increase of 141,000 kilowatts. The total electricity generated in 2013 reached 67.304 billion kilowatt hours, a decrease of 701 million kilowatt hours. Motor vehicles totaled 1.3459 million, including 683,700 automobiles and 551,300 private cars, a respective increase of 19.1% and 22.2%.

New progress was made in the ecological improvement. 2013 saw 1,086 kilometers of rivers being dredged, 45,000 mu of green areas being built and improved, 393 kilometers of sewage collection pipes being built and 2,218 industrial enterprises succeeding in reaching sewage disposal standards.

The total energy consumption amounted to 12.672 million tons of standard coal equivalent, up by 3.2%. The energy consumption per 10,000 yuan worth of industrial value added went down by 7.4%. 344 enterprises that each consumed 5,000 tons (or above) of standard coal equivalent a year used 9.681 million tons of standard coal equivalent, a growth of 4.2%. Preliminary estimations indicated that the energy consumption per unit of GDP decreased by 4.0%, and the emissions of chemical oxygen demand, sulfur dioxide, ammonia nitrogen and oxynitride decreased by 3.5%, 4.7%, 3.6% and 8.5% respectively.
New progress was made in the construction of “Safe Jiaxing”. In accordance with investigations, 96.18% of the people were satisfied with their safety environment in 2013, a growth of 0.46 percentage point. 366 people died of 1,413 work accidents (fire exclusive)，a respective decrease of 6 and 23, causing a direct economic loss of 26.1205 million yuan, a decrease of 207,500 yuan over the previous year.
