　　In face of the profound changes at home and abroad in 2017, the whole people of Jiaxing, guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, and led by CPC Jiaxing Municipal Committee and Jiaxing Municipal People’s Government, held new development views, worked in accordance with the overall plan for promoting all-round economic, political, cultural, social, and ecological progress and the Four-Pronged Comprehensive Strategy, adhered to the general work guideline of making progress while maintaining stability and new development ideas, enhanced development quality and effectiveness, firmly pushed forward the supply-side structural reform, made comprehensive measures for transformation and upgrading, made all efforts to push ahead with the work of keeping stable, promoting economic and social transformation, deepening reforms and improving environment quality and people’s wellbeing. The economic development maintained stable, went better than expected and took a solid step in securing a decisive victory in building a moderately prosperous society in all respects. 

　　I. General Outlook

　　Preliminary calculation indicated that Jiaxing’s GDP reached 435.524 billion yuan, 7.8% up year on year. The primary industry achieved a value added of 13.467 billion yuan, 1.2% up; that of the secondary industry 230.930 billion yuan, 8.6% up; and that of the tertiary industry 191.127 billion yuan, 7.3% up. The ratio of the primary, secondary and tertiary industries was 3.1:53.0:43.9. Calculated according to permanent residents, the per capita GDP was 93,964 yuan, or US $ 13,917 at the annual average exchange rate, an increase of 7.0 % year on year.

　　In 2017 the total fiscal revenue was 76.931 billion yuan, 14.2% up year on year. Of this total revenue, the general public budget revenue totaled 44.379 billion yuan, 13.2% up. 39.371 billion yuan from the fiscal revenue at all levels was spent on people’s wellbeing, accounting for 79.6% of all the general public budget expenditur

　 　115,300 new jobs were created in 2017, an increase of 11,100 ones. The registered urban unemployment rate was 2.82%. There were 65 employment agencies at the end of 2017. 499 job fairs were held in the whole year.

　　II. Agriculture

　　In 2017, the sown area of grain was 2.7345 million mu, an increase of 6.3%; that of rapeseeds was 123,100 mu, a decrease of 24.0%; that of the vegetables was 1.3271 million mu, an increase of 1.2%; that of melon & water melon was 133,200 mu, a decrease of 9.1%; that of flowers and nursery stock was 266,300 mu, an increase of 4.7%. The total grain output reached 1.2291 million tons, up by 5.9 %; that of the vegetables 2.76 million tons, up by 1.3 %.

　　There were registered 185,900 pigs in the total stocks at the end of 2017, an increase of 1.3% year on year; 359,600 pigs were slaughtered, down by 31.5%; the total output of meat reached 94,900 tons, down by 10.2%; that of aquatic products 156,600 tons, an increase of 3.25%. The fresh water products totaled 154,900 tons, an increase of 3.45%. The seawater products amounted to 1,700 tones, a decrease of 12.0%.

　　III. Industry and Construction Industry

　　In 2017 the industrial value added was 210.179 billion yuan, a year-on-year growth of 9.2%, accounting for 48.3% of the total GDP. The number of industrial enterprises above the designated size (the revenue of their main business is up to 20 million yuan) reached 5,280, and their industrial value added was 172.729 billion yuan, up by 9.5 %; the value added of heavy and light industries totaled 98.849 billion yuan and 73.88 billion yuan respectively, an increase of 11.5% both; the value added of industrial strategic emerging industry above the designated size, hi-tech industry and equipment manufacturing industry respectively grew 8.5%,10.8% and 16.0%, accounting for36.0%, 47.1% and 28.4% of the value added of the industry above the designated size.

　　The main business revenue of industrial enterprises above the designated size was up to 825.939 billion yuan, a growth of 17.7%; the total profits and taxation were 84.405 billion yuan, a growth of 16.0%, and of this total, the profits reached 55.063 billion yuan, a growth of 17.5%; the sales rate of industrial products was 97.91%; the contribution rate of the total assets 11.0 %; the value maintenance and appreciation ratio was 114.0%；the rate of return on cost was 7.1%; the asset-liability ratio went down to 52.5% from last year’s 54.6%; the loss rate went down to 6.7% from last year’s 6.9%; the proportion of output value of new products grew to 40.8 % from previous year’s 39.6%.

　　The value added of the construction industry was 20.854 billion yuan, a growth of 2.9%, and the total output value achieved by qualified construction enterprises was 105.638 billion yuan, an increase of 16.7% year on year.

　　IV. Fixed Assets Investment

　　The fixed assets investment in 2017 grew by 11.2%. The investment in non-state-holding fixed assets grew by19.4%, accounting for 75.9% of all fixed assets investment, and private investment reached 199.947 billion yuan, accounting for 66.4% of all.

　　The investment in the primary, secondary and tertiary industries achieved a respective growth of 151.8%, 10.2% and 11.1%. The number of investment projects reached 6,904, an increase of 0.48%. The number of investment projects whose construction started in 2017 totaled 4,431, an increase of 3.1%. The investment in key fields accelerated. The investment in environment protection & pollution prevention, in major infrastructure construction, hi-tech enterprises and major industrial projects rose by 61.8%, 38.9%, 23.6% and 21.8% respectively.

　　The investment in real estate development amounted to 72.38 billion yuan, a growth of 51.3%. The houses under construction was 43.3724 million square meters, an increase of 1.5 %, and those whose construction was completed was 7.1258 million square meters, a decrease of 33.9 % year on year; and commercial buildings which were sold in 2017 amounted to 10.5877 million square meters, a decrease of 7.5%.

　　V. Domestic Trade and Market Prices

　　The value of total retail sales of consumer goods in 2017 amounted to 180.662 billion yuan, up by 10.3% over the previous year, or up by 9.1% in real terms. The value of retail sales of wholesale and retail industry was 161.527 billion yuan, an increase of 9.8%; and that of the lodging and catering industry 19.135 billion yuan, an increase of 14.4%; that of urban consumer goods 153.038 billion yuan, up by 10.2%；that of rural consumer goods 27.624 billion yuan, up by 10.8%; that of e-commerce industry 145.42 billion yuan , up by 30.6% over the previous year. At the end of 2017, there were 289 real transaction markets in Jiaxing, and their annual turnover reached 200.094 billion yuan, a growth of 9.0% year on year.

　　The urban CPI grew by 2.2% year on year in 2017, 0.1 percentage point higher than that of the whole province. The prices of food, tobacco and wine went up by 0.5 %; those of industrial products rose by 1.4%, and those concerning services rose by 4.1%. The prices of seven of eight categories of products and services grew and one fell. In 2017, PPI rose by 7.1% and purchasing prices rose by13.4%, 9.5 and 16.5 percentage points higher than those of the previous year.

　　VI. Foreign Economy and Tourism

　　In 2017, total value of imports and exports was 246.971 billion yuan, up by19.4% over the previous year. Of this total, the value of exports was 177.597 billion yuan, up by 14.6% and that of imports 69.374 billion yuan, up by 33.8% year on year. Mechanical & electronic products, garments, and textiles etc. played a dominant role in export. The export value of mechanical & electronic products reached 64.957 billion yuan, a growth of 20.4%, accounting for 36.6% of the whole value of exports; that of garments 24.653 billion yuan, a growth of 1.95%; that of textiles 31.445 billion yuan, a growth of 11.3 %, accounting for 17.7% of the whole; that of hi-tech products 12.253 billion yuan, a growth of 26.9%.

　　The number of newly approved foreign funded projects was 360. Contractual foreign investment was US $5.692 billion, an increase of 24.6% year on year; foreign investment utilized US $2.995 billion, up by 11.2%; 145 domestic investment projects with each domestic investment up to 100 million yuan were attracted to Jiaxing, and 35.343 billion yuan was utilized. 52 projects concerning Jiaxing’s integration into Shanghai were attracted and 8.1 billion yuan was utilized.

　　In 2017, the trips of domestic and foreign tourists to Jiaxing reac hed 92.1481 million and the earnings from tourism was 102.609 billion yuan, a respective increase of 16.7% and 20.6% year on year. Of this total, the trips of tourists to Jiaxing from Hong Kong, Macao, Taiwan and foreign countries reached 715,200, a growth of 1.12 %. Foreign exchange earnings from international tourism topped US $ 226 million, an increase of 4.29%; the trips of domestic tourists to Jiaxing was 91.4329 million, a growth of 16.9%, and 101.084 billion yuan was earned from domestic tourism, a growth of 20.8%.

　　VII. Transportation, Post and Telecommunications

　　In 2017, the road traffic mileage amounted to 8,147 kilometers, up by 0.4% year on year. The total volume of cargo transported by all transport means (excluding railway, the same hereinafter) was 31.138 billion ton-kilometers, a growth of 11.8 %. That of the road transportation reached 13.526 billion ton-kilometers, an increase of 13.1%. The total volume of passengers transported by commercial vehicles reached 2.161 billion passenger-kilometers, a growth of 2.7%. The total cargo throughput of Jiaxing Port totaled 80.9378 million tons, up by 28.4% over the previous year. Of this total, that of foreign trade was11.3594 million tons, up by 7.19%; the number of TEUs handled was 1.4424 million, up by 7.5 %.

　　The number of motor vehicles totaled 1.6331 million; that of automobiles reached 1.1951 million, an increase of 13.5%; that of private cars totaled 1.023 million, a growth of 13.8%.

　　The turnover of post and telecommunication services totaled 13.369 billion yuan, up by 3.7%; of this total, post services 4.914 billion yuan, up 19.9%, and telecommunication services 8.455 billion yuan, down by 3.8%. The number of fixed telephone subscribers totaled 1.0137 million in rural and urban areas, a decrease of 8.2% over the previous year. Mobile phone users numbered 6.3168 million, up by 3.8%. The number of fixed Internet users was 1.7529 million, up by 6.8%. The volume of express delivery industry reached 411 million pieces, an increase of 23.7%.

　　VIII. Finance, Securities and Insurance

　　At the end of 2017, the deposits in RMB and foreign currencies of all financial institutions totaled 756.879 billion yuan, an increase of 10.5%, of this total, the deposits in RMB totaled 734.471 billion yuan, an increase of 10.8%; the loans in RMB and foreign currencies of all financial institutions totaled 606.705 billion yuan, an increase of 14.8%, of this total, the loans in RMB were 597.390 billion yuan, an increase of 15.2%. The deposits of households were 340.635 billion yuan, an increase of 5.0%.

　　The number of listed companies totaled 53, and 95.74 billion yuan was raised. The small and medium-sized listed companies and listed companies on GEM totaled 13 and 4,accounting for 9.63% and 5.00% respectively of those of the whole province.

　　The premium earned by insurance companies totaled 16.614 billion yuan in 2017, up by 20.6% over the previous year. Of this total, property insurance premium was 5.921 billion yuan, up by 7.22 % over the previous year, and life insurance premium 10.693 billion yuan, up by 29.6%. Insurance companies paid an indemnity worth of 3.894 billion yuan, an increase of 10.1%, of this total, property and life insurance indemnity totaled 3.336 billion yuan and 558 million yuan, a respective growth of 9.3% and 14.79%.

　　IX. Education, Science and Technology

　　In 2017, there were in Jiaxing 683 schools (including kindergartens) of various types and 687,400 students. Of this total there were 10 universities and colleges with about 92,200 students including 69, 200 students of 6 full-time universities and colleges, 37 senior high schools with 54,200 students, 135 junior high schools with 106,600 students and 146 primary schools with 251,100 students. The enrollment rate and consolidation rate of primary schools and junior high schools both reached 100%. The senior high school enrollment rate reached 99.07%. Colleges and universities had 24,000 new students and 16,300 graduates, 17.93% up and 2.1% down respectively over the previous year. 16,200 people registered for self-taught higher education examinations, and 1,670 ones obtained two-year or three-year college diplomas or above. The number of those attending cultural and technical training in rural areas reached 1.04 million, a growth of 27.8%. The number of private schools amounted to 55 with 123,900 students, a decrease of 3.0% over the previous year.

　　In 2017, there were 9,493 patent applications submitted and 1,850 patents granted;114 scientific and technological achievements were gained at or above the municipal level the whole year. The technology market maintained a steady development. The technology transaction amount registered reached 2.504 billion yuan and 121 contracts were signed. At the end of 2017, the number of national hi-tech enterprises totaled 889; that of provincial small and medium-sized sci-tech enterprises 2,791, an increase of 638 ones over the previous year. Each county, county-level city and district had at least one national sci-tech enterprise incubator. The value of new products of industrial enterprises above the designated size reached 354.632 billion yuan, an increase of 21.1%. More efforts were made in funding sci-tech innovation, and the money spent on sci-tech activities of industrial enterprises above the designated size rose by 23.1%, accounting for 2.2% of their main business income.

　　X. Culture, Sports and Public Health

　　At the end of 2017, there were 11 culture and art troupes, 16 venues for art performances, eight culture centers and 73 culture sub-centers, 50 cinemas, 6 radio stations, 6 television stations and 6 public libraries with 8.30 million volumes of books. The trips of the readers of the libraries amounted 15.24  million. The cable television network covers all administrative villages. Radio and television broadcasting are available to all urban and rural people. Over 1,902 culture activities and 16,071 performances for “An Appoint with Culture” were held in 2017. The website visitors totaled 7.04 million, directly benefiting a 1.5 million people.

　　Much work was done to open freely the sports facilities of schools, enterprises and public institutions to the public. 100% of state-run primary and middle schools and other public sports facilities opened their sports facilities freely. Efforts were made to build a strong city in sports. In 2017, 40 sports grounds for a special sports event were designated and constructed. 2,059 pieces of fitness equipment were put into operation or renewed. Efforts were made to upgrade rural sports fields, implement 100 projects to improve villages into municipal sports villages, newly construct 131,000 square meters of areas for sports, 46 basketball courts and football fields, hold the Fifth Jiaxing Sports Meet for Citizens which attracted 25,000 persons’ participation, and organize other traditional sports festivals such as “7.16” Swimming Week, Dragon Boat Contest for Dragon Boat Culture Festival, 11th “Shenghui Cup” Sino - American Basketball Match. Also new sports brands were attracted to Jiaxing like Activities (Haiyan South-North Lake) for 2017 National Mountain Climbing in Celebration of the Double Ninth Festival, China Go League, International Yoga Day (Jiaxing). 27 national and seven provincial sports contests were held in Jiaxing in the whole year.

　　At the end of 2017, there were in Jiaxing 1, 510 medical and health care institutions, 33,217 health workers including11,392 doctors and 13,946 registered nurses, and 26,453 hospital beds. On average there were 3.2 doctors and 7.42 hospital beds available for every 1,000 people. The number of outpatients and emergency patients reached 47.89 million, and that of inpatients 807,000.

　　There were 79 community health service centers in operation including 78 provincial standardized ones, and 757 community health service spots in Jiaxing in 2017. The number of voluntary blood donors reached 50,617, and the volume of blood donated reached 15.95 million milliliters. All blood used in hospital was the blood donated voluntarily.

　　The coverage rate of cooperative medical care of all towns and administrative villages reached 100%. All rural residents benefited the tap water, and 99.6% of toilets in rural households were upgraded.

　　XI. Population, People’s Life and Social Security

　　Registered population of Jiaxing was up to 3.5637 million at the end of 2017, an increase of 42,500 persons over the previous year. The birth rate of the registered population was 10.83‰, death rate 7.19‰, and natural growth rate 3.65‰. In 2017 in-migrants totaled 42,900, out-migrants 13,300, and the mechanical population growth rate was 8.35‰.

　　Calculated in accordance with the sample survey of 5‰ of the whole population, the permanent population of Jiaxing was up to 4.656 million in 2017, of this total, urban residents 3.0031million, accounting for 64.5% of the whole, 1.6 % higher than that of the last year.

　　In 2017，the per capita disposable income of urban residents and net per capita income of rural residents reached 53,057 yuan and 31,436 yuan respectively, and both rose by 8.4%, or 6.1% up in real terms; The per capita nonproductive expenditure of urban residents was 29,875 yuan, up by 5.5%; the per capita household consumption expenditure of rural residents was 20,240 yuan，up by 7.3%. Engel's Coefficients (the proportion of income spent on food to a household’s total expenditure ) of urban and rural residents were 28.25% and 28.91% respectively. The per capita living areas of urban and rural residents were up to 39.62 and 69.35 square meters respectively at the end of 2017.

　　17,300 households (an increase of 3,000 ones over the last year) or 27,300 people benefited from minimum living allowances. 152 million yuan was spent on the minimum living allowances, up by 17.83%; the number of people receiving social relief funds reached 287,700 and those participating in basic pension programs and basic health insurance programs were 2.38 million and 2.17 million respectively. The standard of minimum living allowances jumped to 796 yuan per month in urban and rural areas; the lowest monthly salary was increased to 1,800 yuan. 1.221 million people participated in unemployment insurance programs, an increase of 2.8%, and 25,100 people received unemployment payment. As the national pilot reform of combined medical and care services for the elderly, Jiaxing realized that the at-home elderly care centers were built in all urban and rural communities.

　　XII. Resources, Environment and Workplace Safety

　　In 2017, the construction land supplied totaled 3,208.27 hectares, a decrease of 3% over the previous year. The land used by industrial and mining industries and warehouse construction reached 1,374.02 hectares, a growth of 45 %. The land for real estate construction reached 913.79 hectares, a growth of 9%, and the land for the construction of infrastructure etc. reached 920.46, a decrease of 40% over the previous year.

　　The urban annual sewage discharge amounted to 233 million cubic meters, a decrease of 2.05% over the previous year. 214 million cubic meters of urban sewage was treated, a decrease of 2.00%, and the urban sewage disposal ratio reached 91.78%, an increase of 0.05 percentage point. 96% of domestic garbage was treated harmlessly. Tap water and fuel gas were available to 98.43% and 96.82% urban households. The per capita garden areas and green lands reached 14.19 square meters.   

　　The total stock of water resources in 2017 was 2.731 billion cubic meters, a decrease of 32.7%, or 586.6 cubic meters in per capita terms (calculated according to permanent population of the year), down by 33.4%. The average precipitation was 1334.1 millimeters, down by 18.4%. 38.4% of 73 rivers’ cross sections monitored by Jiaxing lived up to the ones of Grade I-III water, a growth of 19.2 percentage points, and 58.9% and 2.74% were up to the ones of Grade IV and Grade V respectively, a decrease of 15.1 and 2.7 percentage points.

　　The annual PM2.5 intensity of the urban air was 42 micrograms per cubic meter, a decrease of 4.5% over the previous year. The air quality was good or excellent for 72.6% of the year, a decrease of 1.7 percentage points.

　　The total energy consumption of industrial enterprises above the designated size amounted to 14.2325 million tons of standard coal equivalent, up by 1.5%. The energy consumption for unit value added of industrial enterprises above the designated size declined 7.27 %. The total energy consumption of 8 major high energy consumption industries totaled 10.998 million standard coal, an increase of 0.58%, and their unit energy consumption declined 7.03%.

　　New progress was made in the construction of “Safe Jiaxing”. 95.69% of local residents were satisfied with their safe environment in 2017. 316 workplace safety accidents occurred, and 210 persons were killed, a respective decrease of 35.6%和22.8%. 49 workplace safety accidents happened in industrial, mining, trade and business enterprises, killing 53 persons. One accident was extremely serious, killing five persons. 266 accidents happened to the road transport, killing 156 persons. One accident happened to water transportation, killing one person. No accident happened to fishery and shipbuilding industry.

　　1. All figures in this Communiqué are preliminary statistics. For the rounding-off reasons, the subentries may not add up to the aggregate totals.

　　2. Gross domestic product (GDP) and value added as quoted in this Communiqué are calculated at current prices, whereas their growth rates are at comparable prices.

　　3. Per capita GDP is calculated based on average annual permanent population; and US dollars are calculated at average exchange rates per year.

　　4. Since 2013, “local fiscal revenue” had been called “public fiscal budget revenue” and since 2015 has been called “general public budget revenue”. 11 governmental funds were included into the general public budget revenue. Since 2016 the business tax was replaced with VAT, and the domestic VAT, the levied VAT and business tax were equally shared by the central government and local government, i.e. 50%:50%. The growth rate of the general public budget revenue of 2016 was calculated according to this new proportion of the general public budget revenue of 2015.

　　5. According regulations of Zhejiang Bureau of Statistics, the statistical scope of the total retail sales of consumer goods of 2013 has been adjusted. Compared with the year of 2012, the retail sales of the wholesale and retail industry and lodging and catering industry within Zhejiang but beyond Jiaxing  were excluded in 2017.

　　6. Fixed assets investment included all social fixed assets investment before 2011, but in and after 2011 it referred to fixed assets investment (investment projects with the investment up to 5 million yuan ) and total investment in real estate (farmer’s investment exclusive) 

　　7. The turnover of express delivery industry is incorporated into the turnover of post and telecommunication services since 2015.

　　8. In the fourth quarter of 2012, National Bureau of Statistics implemented urban-rural integrated household survey reform and defined the name, classification and statistic standards of urban and rural residents’ income. 1,880 families were chosen from the whole Jiaxing for the survey, based on which, per capita disposable income of all residents of the whole Jiaxing, the per capita disposable income of rural permanent residents as well as the per capita disposable income of urban permanent residents were calculated.
