Report on the Work of the Jiaxing Municipal Government（2020）
Delivered at the Fifth Session of the Eighth Jiaxing Municipal People’s Congress on April 28, 2020.
Esteemed Deputies,
On behalf of Jiaxing Municipal People’s Government, I will report to you on the work of the government and ask for your deliberation and approval. I also wish to have comments on my report from the members of Jiaxing Municipal Committee of the Chinese People’s Political Consultative Conference and nonvoting delegates.
A review of our work in 2019
In 2019 we followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era， comprehensively implemented the guidelines of the 19th National Congress of the CPC and the second, third and fourth plenary sessions of the 19th CPC Central Committee, adhered to the general work guideline of making progress while maintaining stability and “Eight Eight Strategies”, carried forward the Spirit of “Red Boat” and Jiaxing’s humanistic spirit for the New Era, took effective measures under the strong leadership of the CPC Jiaxing Municipal Committee, actively respond to the complicated situations at home and abroad, fully implemented the Prime Strategy,i.e., to get into the integrated development of the Yangtze River Delta, unveiled a series of major measures in accordance with “12410” planning and achieved the main targets set at the fourth Session of the Eighth Jiaxing Municipal People’s Congress. The gross domestic product (GDP) of the whole city totaled 537.03 billion yuan, a growth of 7.0% year on year, higher than that of Zhejiang. Total output values of the enterprises above the designated size reached 1,000 billion yuan for the first time, ranking the third in Zhejiang. The revenues in general public budgets grew by 9.1%, and urban and rural residents’ incomes respectively grew by 7.8% and 9.1%.
In 2019, we continued to implement the national strategy (which is to promote the integrated development of the Yangtze River Delta). We made the best of the strategic opportunity that the integrated development of the Yangtze River Delta had been upgraded to a national strategy, issued and implemented “Jiaxing Action Plan” and planned and implemented 30 landmark projects with a total investment of 660 billion yuan, started the construction of the Demonstration Zone (Jiashan Zone) of the Green Integrated Development of the Yangtze River Delta. China-Singapore (Jiashan) Modern Industrial Park was listed as one of the first candidates of “10,000-mu-land and 100-billion-yuan” Industrial Platforms of Zhejiang (One mu is approximately equal to 0.0666 hectare). We started the planning of China-Italy (Jiashan) International Cooperation Zone and established 35 cooperation mechanisms with Qingpu of Shanghai and Wujiang of Jiangsu, making 204 service items be processed in an integrated and self-service way. We accelerated the construction of the Demonstration Zone for Zhejiang to Link Shanghai in All Aspects, formulated the first Planning for G60 Sci-tech Innovation Valley in Zhejiang, introduced 235 industrial projects and 114 educational and medical projects from Shanghai, made new progress in the integrated development with Hangzhou and Huzhou, planned the construction of North Hangzhou Bay New Area, Hangzhou-Haining New City and Xiushui New Area, put into operation 22 bus routes between Jiaxing and its neighboring regions, made eight dead-end roads open to traffic, helped the west regions of our country lift poverty and offered assistance to them through paring programs. All counties, county-level cities and districts of Jiaxing implemented at least one paring program in the form of “enclave” industrial parks for the “Cooperation between Undeveloped Mountainous Areas and Developed Coastal Areas".
In 2019, we made new progress in enhancing our urban quality. We drew and implemented “one center-two ring-nine corridor-ten lake” urban general designing scheme, released the High-speed Railway Station New City Planning that had received wide attention for a year and indicated the construction of its core area had started. Shanghai Urban Construction Group, Shanghai Construction Group and China Resources Group signed a joint agreement with Singaporean Cartel at Zhejiang-Singapore Economy and Trade Council to establish their Yangtze River Delta Headquarters in Jiaxing. We carried out “10 Actions” for urban quality improvement, rebuilt four “villages” in the city and 118 old residential quarters, made 1,468 households bid farewell to tube-shaped or toilet-free apartments, sped up the upgrading of the lakeside of the South Lake, the historical blocks Yuehe, Luxihui, Shanqingzha and Wensheng Monastery, and Zicheng Site, formulated the comprehensive transportation strategy planning, put into use the highway linking the Hangzhou Bay Bridge in the north, accelerated the urban expressway construction, started the construction of tramcars, railway station hub and Shanghai-Jiaxing Intercity Railway, and launched preliminary work for the expansion of Jiaxing High-speed Railway Station. Jiaxing began to serve as the starting point and terminus for high-speed trains to four directions such as Beijing. Jiaxing Port developed into a “100-million-ton port”.
In 2019, we strengthened our innovation advantages, issued and implemented sci-tech policies 2.0 and 18-article new policies in favor of talents. R&D investment intensity reached 2.95%. The numbers of provincial-level “overseas engineers” “provincial-level top overseas talents” and provincial-level leading teams ranked the first, second and third respectively in Zhejiang. The net inflow rate of middle and top-end talents ranked the fourth in the whole country. Newly-built industrial innovation service centers, hi-tech enterprises and small and middle-sized sci-tech enterprises amounted to 11, 523 and 1,041 respectively, all making a record high. We strongly supported the Yangtze Delta Region Institute of Tsinghua University of Zhejiang, established Nanhu Institute of CETC and Global Sci-tech Innovation Road Show Center of the Yangtze River Delta, attracted 613 cooperation projects with total investment of 48.4 billion yuan at the first Sci-tech Innovation Road Show and Entrepreneur Summit, proposed and set up the City Union for the Talents’ Integrated Development of the Yangtze River Delta, established five “100 Special Experts Forums” in aerospace, life health, semiconductors, etc., signed cooperation agreements with 64 Nobel Prize winners, Turing Award winners and academicians at home and abroad and attracted 102 national-level distinguished experts.
In 2019, we further improved economic development quality and efficiency despite difficulties. We received national praises for innovations, entrepreneurship and industrial upgrading, implemented “100 Projects in celebration of the 100th anniversary of the founding of the Communist Party of China”, Governor Project, Mayor Project and County Head Project and took the lead in introducing 22 articles of policies to stabilize foreign trade in Zhejiang. The export, the export to the countries along the Road & Belt and fixed assets investment grew by 4.4%, 23.9% and 11.3% respectively. 408 new industrial projects started construction. We set up platforms beneficial to enterprises such as “96871” and “Direct Services to Enterprises”, lightened enterprises’ burdens of 27.82 billion yuan that respectively accounted for 1.3% and 11.1% of those of the whole country and province, improved the specific region-based economy, built 32 industrial parks for small and micro-sized enterprises, improved 12,000 “low-efficiency, scattered and chaotic” enterprises, reclaimed 1,867 hectares of land used inefficiently, sponsored the 6th World Internet Conference · Wuzhen Summit, and took the first place in the growth speed of the values added of digital manufacturing industries, in industrial application indexes and in the number of 5G base stations in operation in Zhejiang. The values added of hi-tech enterprises, equipment manufacturing industries and strategic emerging industries respectively accounted for 58%, 32.3% and 41.5% of those of the industries above the designed size. We pushed ahead with 210 projects “Hundreds of Projects,100-Billion-Yuan Investment” in service sector, and the values added of the service sector grew by 8.5% year on year.
In 2019, we made new progress in opening up and reform. We strove to build the best city in business environment. Our law enforcement mode “combing all inspections into a comprehensive one” was adopted by “Regulations on Optimizing Business Environment” issued by the State Council. We further carried out “One-Visit Administrative Service Procedure” reform, built digital government, and our five reforms were widely adopted in the whole province such as “all issues on starting an enterprises are handled in a day” and “all certificates on social relief and aid are integrated into one.” We ranked the first in Zhejiang in handling government services through “Zhejiang Government Service APP”, carried out “One-Visit Administrative Service Procedure” reform inside government offices, achieved new progress in 135 national and provincial pilot reforms, took the lead in reforming rural collective property right systems in the whole country, accelerated the construction of Zhejiang High-quality Agglomeration Area of Foreign Investment, positively responded to the outflow effect of China International Import Expo, attracted 13 industrial projects with an investment over 10 billion yuan each, 10 foreign-invested projects from Fortune 500, and 55 foreign-invested projects with an investment over USD 100 million each. The foreign investment in actual use totaled USD 4.13 billion, growing 31.4% year on year and ranking the second in total amount. The filed foreign direct investment amounted to USD 4.22 billion.
In 2019, we accelerated the urban-rural integration. The whole city was honored as a national urban-rural integrated pilot zone. The income proportion between urban and rural residents kept the lowest in Zhejiang. We were the first in Zhejiang to make the recurring incomes of collective economy of each village amount to over one million yuan, implemented the project “Build 1,000 Villages into Demonstration Villages and Improve 10,000 Villages” and built 40 featured villages and 17 AAA scenic villages, seven charming rural routes and 1,218-kilometer rural roads with good maintenance, management and operation. All villages began to dispose household garbage according to its classifications. We made a big push to dismantle all illegal “Greenhouses”, construct agricultural economic development zones, enhance the utilization efficiency of 15,666 hectares of land, improved the governance mode “integrating self-governance, legal governance and ethic governance” and introduced 57 projects with a total investment of 590 million yuan from or on the recommendation of local celebrities or sages.
In 2019, we made a new breakthrough in enhancing ecological environment. We started to build a national-level ecologically cultural demonstration city, made unprecedentedly efforts in pollution treatment and prevention, ranked the first in improving drinking water sources, surface water quality and urban air quality, took effective measures to settle the environment problems exposed by national and provincial environment inspection teams and the warning videos of the Yangtze River Economic Zone, carried out special environment protection actions like “10,000-participant troubleshooting and 100-day improvement” and “Blue sky, clear water, pollution-free earth, disposal of wastes” Action, solved 6,059 serious problems concerning ecological protection. Excellent-air days accounted for 87.2% of the whole year. The water quality of 65.8% of rivers and lakes controlled by us was up to Grade-III water quality standard. We have constructed 34 projects in total concerning the disposals of household wastes, sludge, construction solid wastes, pernicious solid wastes and regenerative solid wastes, and are striving to build the first landfills-free city in Zhejiang at the end of this June and the first city with the zero growth in rubbish amount. We continued to carry forward major projects as diverting drinking water from other regions to Jiaxing and passed the examination in national pilot sponge city construction. We spared no effort to control total amount and intensity of energy consumption and the energy consumption per unit of GDP fell by 4.8%.
In 2019, we further improved people’s life. We spent 80 percent of fiscal revenues on the improvement of the people’s life quality, completed all projects on bettering people’s wellbeing in eight aspects, helped weak employment groups find jobs and cover insurance and created 159,000 new jobs. 96.4% and 99.6% of registered population participated in basic pension plans and basic medical insurance plans respectively. We upgraded 16,000 dilapidated houses in shanty towns and rural areas, finished the tasks of improving dilapidated houses in advance, and implemented the rejuvenation project for Xiuzhou High School. The balanced development of the compulsory education in Haiyan was honored as a national excellent model; upgrading Jiaxing University was included into the 13th Construction Plan of Universities of Zhejiang; the basic medical insurance system was unified in the whole city; the renovation and expansion of Jiaxing Traditional Chinese Medicine Hospital was sped up and the average life expectancy reached 82.5 years. We started to build a benchmarking city in revolutionary culture tourism development, took the lead in carrying out revolutionary resource censor, completed the construction of Majiabang Cultural Museum, ranked the first in Zhejiang for the sixth consecutive year in grassroots public cultural service assessments, hosted the 6th National Skills Contest for the Disabled and Jiaxing International Marathon, won the Zhejiang Security Gold Tripod (Batch I) and achieved crucial progress in cracking down on violent and gangdom crimes. We continued to strengthen the workplace safety in key fields and people’s security satisfaction ratio reached 97.6%.
In 2019, we improved ourselves in various aspects. We kept reminding ourselves of our commitment to original aspiration and having our mission always in mind, carried out the plan “strengthen the plan and execution, and enhance administration quality, efficiency and government credibility” and the action “serve grassroots units, people and enterprises” and launched biweekly study campaigns to strive to be a model in building a “loyalty, study, research, doer, service and honesty-oriented” government. We established the regular meeting systems for municipal government departments and county (county-level cities and districts) governments, proposed “four lists” for main work, completed the institutional reforms of municipal and county-level governments and the reform of public institutions, reformed state-owned assets and state-owned enterprises, positively built a rule of law government, formulated seven local laws and regulations, handled 222 suggestions from the deputies of Jiaxing Municipal People’s Congress and 330 proposals from the CPPCC Jiaxing Municipal Committee members, put in place “The Year of Lightened Grassroots Burdens”, fought bravely against formalism and bureaucratism, and resolutely conducted investigations into and punished corruption and other forms of misconducts that undermined people’s interests and broke laws and disciplines.
Fellow deputies，the achievements we have made are from the correct leadership of the CPC Central Committee with Comrade Xi Jinping as the core, of the CPC Zhejiang Provincial Committee and Zhejiang Provincial People’s Government and of the CPC Jiaxing Municipal Committee and Jiaxing Municipal People’s Congress, and from the joint efforts of the people of the whole city. On behalf of Jiaxing Municipal People's Government, I would like to express our heartfelt thanks and respects to the people of the whole city, to the deputies of Jiaxing Municipal People's Congress, to the CPPCC Jiaxing Municipal Committee members, to senior retirees, to democratic parties, to the federation of industry and commerce, to public figures without party affiliation, to people's organizations, to the People's Liberation Army and armed police forces stationed in Jiaxing, and to the overseas Chinese and international friends who have supported our development.
In 2020, we are confronted with unexpected covid-19 pandemic, but we made prevention and control measures against Grade-A infectious disease at the very beginning, organized most excellent medical staff to save patients and 92,000 “grid heads”, 160,000 volunteers and other social forces to fight against the pandemic through “one map, one QR code and one index”. We organized 104 doctors and nurses to help Hubei province, lost no time to resume work and production through joint efforts of governments and enterprises, issued “31 Polices” and “20 Policies” to stabilize and support the sound development of economy and enterprises, dispatched 6,200 officials to serve enterprises, mobilized citizens to participate in the work and production resumption, chartered buses, trains and planes to help enterprises receive 225,000 employees from other regions, launched such campaigns as “Online Million-Job Fair for 10,000 Enterprises” and “Online Shopping Festival”, held contests of implementing favorable policies and constantly adjusted measures “preventing imported cases and inner pandemic rebound” in response to pandemic changes. With the joint efforts of the whole city, the pandemic control and prevention are tending to be better, accelerating the economic recovery and social development. On behalf of Jiaxing Municipal People’s Government, I would like to express great respects to the brave medical staff, Party members, cadres and grassroots officials and all citizens working day and night and helping each other.
We realize there exist many conflicts and problems in economic and social development such as the increasing uncertainties arising from the covid-19, spread of the pandemic overseas, growing pressures of foreign trade and export, increasing difficulties of real economy, bankruptcy of middle and small-sized enterprises, slow shift of development drivers, higher proportion of traditional industries and high energy-consuming industries, slow development of modern service industries, weak innovation-driven development, influence of the central city and ability in the integrated development of the whole city, insufficiency of people’s well-being services, people’s dissatisfaction with ecological environment, education, medical treatment, elderly care, traffic, social conflicts arising from the covid-19, hidden dangers in workplaces, weak responsibility and service senses of some government officials, existences of formalism, bureaucratism, hedonism and extravagance, recurrent misconducts and corruptions in some sectors, etc. We will attach importance to those problems and adopt more forceful measures to settle them.
Our main work in 2020
2020 is a crucial year for securing a decisive victory in building a moderately prosperous society in all respects and the year to complete all the tasks set in the “13th Five-year Plan”. Currently overseas situations are severe and complicated. The wide spread of the covid-19 gives a grave blow to our foreign trade, supply chains and industrial chains, and now we are confronted with unprecedented challenges. However, there are opportunities before us: the accelerating integrated development of the Yangtze River Delta, the reconstruction of international economic structures after the pandemic, and the adjustment of national macro policies. So long as we race against time, sufficiently estimate difficulties, risks and uncertainties, seek opportunities from risks or change risks into opportunities and work hard for high-quality development, we are sure to win a victory over covid-19 prevention and control and achieve remarkable economic development.
The overall requirements for the government work this year go as follows: We will hold high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guidelines of the CPC Nineteenth National Congress and the second, third and fourth plenary sessions of the Nineteenth CPC Central Committee, and the Central Economic Working Conference, implement the guidelines of Xi Jinping’s speech made in his inspection in Zhejiang, adhere to the general work guideline of making progress while maintaining stability, new development ideas and “Eight Eight Strategies”, balance the pandemic prevention and control and economic and social development, implement the Prime Strategy, build Jiaxing into a hub center city in the core of the Yangtze River Delta, an energetically innovative city, an internationally renowned city with clear rivers and lakes, and a demonstration region with vigorous, open and high-quality development, further promote governance modernization and secure a decisive victory in building a moderately prosperous society in all respects and complete all the tasks set in the “13th Five-year Plan” to build Jiaxing into the most wonderful pane of the important window fully demonstrating the superiority of the socialism with Chinese characteristics of the New Era.
We propose the following economic and social development targets of 2020: GDP grows by 7% approximately; general public budget revenues and urban and rural residents’ incomes keep pace with economic growth.
In our work we must know well the following aspects:
First, we must know well strategic directions. We will unswervingly implement the Prime Strategy, build Jiaxing into a hub center and an innovative, high-quality and open city, and take the lead in putting into place the national development strategy.
Second, we must know well development orientations. We will unswervingly implement new development ideas, focus on high-quality development, competitiveness improvement and modern construction to strongly support economic and corporate development, build moderately prosperous society in all respects, improve governance, enliven market vitality, keep the society in order and benefit the people and enterprises through effective and hard work.
Third, we must know well work orientations. We will resolutely adhere to the general work guideline of making progress while maintaining stability, stabilize employment, finance, foreign trade, investment and people’s expectation, and ensure employment and the operation of grassroots units, secure basic well-being, protect market entities, and keep grains and energies safe and industrial chains and supply chains steady to march forward against hardships to achieve the economic and social development targets of the year.
I. Intensify efforts to realize economic growth targets
Global economic recession is extremely unavoidable, but we will strive to get ready for what will happen, make scientific responses and adjust ourselves to contain economic slowdown to recover economic high-quality development.
We will make every effort to stabilize enterprises, attach priority to stabilizing their confidence, jointly tide over challenges, give them special attention and supports and live through hardships together with them. We will implement all policies and measures issued to support enterprises to combat the covid-19 like taxes and fees reduction, and issue new supporting measures more favorable to enterprises. Based on reducing 12-billion-yuan burdens this year, we will cut another 20-billion-yuan burdens for enterprises. We will implement “10 Financial Actions” to serve real economy, for instance, providing financial aids, prolonging loans without payment of existing interests and expanding middle and long-term financing, ensure that the middle and long-term loans to private enterprises can grow by 20%, offer 30-billion-yuan new loans to small and micro-sized enterprises. We will work heart and soul to serve enterprises, people and grassroots units, improve the efficiency of service platforms, further dispatch officials to enterprises to provide services and implement the measures such as “face-to-face visits” and “one policy for one enterprise” to enable enterprises to enjoy government services.
We will spare no effort to stabilize investment. We will take advantage of the period when our country issues the policies on local special bonds, administrative examination and approval right on land application and energy consumption of newly started projects, store potential projects, advance projects to make the investment in fixed assets and industries grow by 12% and 15% respectively, respond flexibly to provincial “2+6” Major Projects List, make more projects enjoy national favorable policies on enlarging investment, strengthening weak points and constructing new-type infrastructures, carry forward 214 projects of provincial “six thousand-level industrial projects”, 44 Governor Projects, Mayor Projects and County Head Projects, accelerate the construction of Top 10 Landmark Projects in urban central areas, and ensure the construction of all 10-billion-yuan industrial projects signed last year and the projects in celebration of the 100th anniversary of the founding of the Communist Party of China and the operation of 50% of the latter this year.
We will spare no effort to stabilize foreign trade. We will intensify efforts in researches on and responses to global covid-19 epidemic effect on foreign trade, carry out “Targeted Services to Foreign Trade”, ensure foreign trade grows faster than that of Zhejiang and market shares do not decline, encourage the foreign trade enterprises now without foreign trade business to adjust industrial layout and product structures to export epidemic prevention and control products like medical first aid products, basic necessities and intelligent non-contact products, expand domestic trade scale, inspire each county, county-level city and district to introduce one or two competitive foreign trade companies to help local enterprises enlarge export, support enterprises to expand foreign trade markets through cross-border e-business and online fairs, establish overseas trade windows, operate digital exhibition and trade platforms and establish five public overseas warehouses, and make another 400 enterprises have actual export performances and brand-name export enterprises total 110.
We will spare no effort to stabilize consumption. We will stimulate consumption needs curbed by the covid-19, organize a series of consumption activities, issue new consumption stimulation polices and measures to reassure citizens that consumption is safe and ensure total retail sales of consumer goods grow faster than that of Zhejiang. We will upgrade consumption, make a push to carry forward online-offline consumption modes like Cloud shopping and influencer marketing, develop nighttime economy, “first store” economy and brand-name-chain economy, foster two or three famous consumer goods exhibitions in the Yangtze River Delta regions, and establish a number of top-end business districts, pedestrian streets and novel retail demonstration enterprises.
II. Make a breakthrough in implement the Prime Strategy
We will accelerate the key filed cooperation of the integrated development of the Yangtze River Delta and introduce major investment projects to implement this national development strategy at a higher speed.
We will make every effort to build the Demonstration Zone (Jiashan Zone) of the Green Integrated Development of the Yangtze River Delta, adopt supporting policies like factor allocation, layout of projects and system innovation, advance Jiashan to cooperate with Qingpu of Shanghai and Wujiang of Suzhou to take mutual advantages to achieve the goals that “all work starts and a framework forms within half a year; initial images appear with highlights within a year; weak points are strengthened and great achievements are made within three years; great changes occur and Jiashan serves as an example within five years.” We will formulate and implement the overall planning for the development of the Jiashan Zone, accelerate the construction of Future New City of Jiashan, Xiangfudang Sci-tech Innovation Green Valley, high-level Intelligent Industrial New Zone Bordering Shanghai and China-Italy (Jiashan) International Cooperation Zone, attract a number of major industrial projects concerning sci-tech innovation, green manufacturing and environment protection, cooperate with Wujiang and Qingpu to carry out “6+2” pilot reforms on planning management, ecological protection and public services to lead the whole city into the integrated development of the Yangtze River Delta and make progress in joint construction of Demonstration Zone (Jiashan Zone) of the Green Integrated Development of the Yangtze River Delta.
We will endeavor to integrate the construction of “Jiaxing Transportation Hub” into the development of Hongqiao of Shanghai, make the best of the opportunity that our country is building Hongqiao into an international hub to build Jiaxing into a sub-center of Hongqiao Transportation Hub and perfect our sea-land-air-rail-river transport systems. In the east, we will speed up the construction of Shanghai-Jiaxing Intercity Railway, make preliminary preparation for Shanghai-Zhapu-Hangzhou Railway and Shanghai-Pinghu Intercity Railway and construct the aircraft movement area for Jiaxing Airport for civil and military purposes to link Hongqiao and Pudong airports; in the west, we will accelerate the preliminary work for the construction of Jiaxing-Huzhou Intercity Railway, complete the construction of Hangzhou-Haining Intercity Railway to connect Hangzhou and Huzhou; in the south, we will link Hangzhou-Shaoxing-Taizhou Railway and Jiaxing High-speed Railway Station and construct the north expressway linking Qianjiang Expressway to connect the important cities along the Hangzhou Bay; in the north, we will strive for the construction of Nantong-Suzhou-Jiaxing-Ningbo High-speed Railway and Suzhou-Taizhou Expressway to link the high-speed railways along the Yangtze River and the East Sea; inside the city, we will further perfect transportation networks, complete the basic projects of the urban expressway (Phase I, Phase II) and tramcar (Phase I), start to construct Container Transportation Channel of the northern Zhejiang and put into operation inter-provincial backbone roads (within Jiaxing).
We will set up major platforms to support key strategies. In response to four “Greater Projects” of Zhejiang (Greater Bay, Greater Garden, Greater Channel and Greater Greater Metropolitan Area ), we will establish a series of platforms to integrate ports, industries, cities and innovations, upgrade relevant regions along the north bank of the Hangzhou Bay to establish North Hangzhou Bay New Area and strive to include it into provincial-level major platform planning, build a high-quality industrial platform in each county, county-level city and district according to the standard of “10,000-mu-land and 100-billion-yuan” Industrial Platforms of Zhejiang and strive to make a breakthrough in establishing “100-billion-yuan” platforms, perfect Jiaxing’s layout in the G60 Sci-tech Innovation Valley, improve and enlarge Xiuzhou National Hi-tech Zone, build one or two influential innovation platforms in each county, county-level city and district, construct the platforms for Jiaxing-Hangzhou and Jiaxing- Huzhou integrated development, accelerate the construction of Pinghu-Jinshan Industrial and Urban Integrated Development Zone, Hangzhou-Haining New City and Xiushui New Zone and promote the coordinated development of the adjacent areas between Jiaxing and Suzhou, Shanghai, Huzhou etc.
III Set up a new benchmark for Jiaxing’s urban quality
We will strengthen Jiaxing’s role as a primate city, build a commercial city, garden city, smart city, tourist city, health city and livable city, and a new benchmark of the Yangtze River Delta in urban quality to celebrate with a brand new look the 100th anniversary of the founding of the Communist Party of China.
We will develop Jiaxing into a city with international characteristics. We will invite international top architecture designers, the most experienced investment operators and most excellent urban administration teams to participate in the development and construction of the New City of High-speed Railway Station, fully construct its core areas, build a “Railway Station-City Integrated Zone” by reference to Singapore’s Changi Airport to attract brand-name property management companies, construct high-quality communities, “future communities” and the urban areas with a lake or river within a 300-meter distance and a park within a 500-meter distance, make high-quality life become this new city’s distinctive quality, attract top-end resources such as regional headquarters of transnational corporations, business agencies, innovation centers and enterprises of Fortune 500 to develop it into a modern international new city with future elements, and support all counties, county-level cities and districts to develop their own internationally advanced urban platforms to improve the whole city.
We will make the old urban area take a traditional look. In accordance with the natural features of nine river systems and from the perspectives of rivers, forestation and cultures, we will build the central urban structure characteristics of “nine rivers flowing from the urban center”, rejuvenate the ancient city, integrate 1,789-year local history into the quality improvement of urban central areas, restore time-honored brands and historical sites like “Eight Views” and “Seven Pagodas and Eight Temples” and focus on the development of the important areas most able to demonstrate urban features to combine history, culture and modern life. We will build the lakeside region of the South Lake into the main contents of the North Lake New World by reference to Shanghai New World through ecological restorations, repair and improve the Zicheng Site Park, construct Zicheng Museum into a new landmark of the old urban centers, put into operation Luxihui Historical Blocks and make it a model of inheriting “Jiangnan Culture”, complete the improvement of commercial zones and buildings along “one river and four roads” (Round-the-City River, Zhongshan Road, Qinjian Road, Jianguo Road and Hexing Road), build Zhongshan Road into a “Central Cultural Avenue”, encourage all counties and county-level cities to strengthen urban organic renewal and make the most of local cultures and history, and finish in advance eliminating beheaded rivers, fixing toilets for households without domestic toilets and upgrading tube-shaped apartments and the villages in the city.
We will modernize management, work out a series of guidelines and management standards for urban architecture designs and urban furniture to make alleys tidier, traffic more convenient, afforestation more beautiful and night scenes more charming, focus on the key points of modern urban management to build modern urban management “brains”, make progress in intelligent traffic and urban management, settle recurring problems such as traffic jams and illegal buildings, increase public transport sharing rate and build 200 intelligent residential quarters, 10,000 intelligent parking spots and a number of attractive parks, pocket parks, featured green ways, urban public service centers and top-end food markets to make citizens enjoy a better life.
IV. Strive to make new progress in sci-tech innovation
We will intensify efforts to build Jiaxing into a regional innovative sub-center of Zhejiang, integrate high-end innovation resources, continuously strengthen our role in the G60 Sci-tech Innovation Valley to build an innovation region of origin in the Yangtze River Delta, highlight innovators’ roles, launch a new round of “Doubling Programme” of sci-tech enterprises, establish six new industrial innovation service complexes, 450 new hi-tech enterprises and 1,000 middle and small-sized sci-tech enterprises, inspire all enterprises above the designated size to go in for R&D, establish R&D centers and apply for invention patents, ensure 3% of R&D investment intensity, strive to make 60% and 40% of enterprises above the designated size go in for R&D and establish their R&D centers respectively, industrialize 200 authorized invention patents and foster a number of enterprises-based innovation demonstration research institutes.
We will highlight and evaluate the development performances of sci-tech innovation carriers, establish the management mechanism “survival of the fittest”, support the Yangtze Delta Region Institute of Tsinghua University of Zhejiang to “take root in Jiaxing”, improve the commercialization of research and development deliverables of major innovation platforms such as Zhejiang Institute of Advanced Technology of Chinese Academy of Sciences, fully construct Nanhu Research Institute, Nanhu Lab and Branch of Aero-Engine Institute of Tsinghua University and increase the number of national-level units having established all-round cooperation relations with Jiaxing up to six to contribute to the solutions to the bottlenecks of key technologies.
We will highlight the guiding role of industrial funds, raise 10-billion-yuan financial funds to establish 10-billion-yuan industrial guiding funds to attract over 300 top talents-led innovation projects, integrate more financial resources like equity investment and entrepreneurship investment to serve sci-tech enterprises, encourage enterprises’ overseas mergers and acquisitions, work hard to include sci-tech financial innovation reform into national pilot reform, and make our enterprises make a breakthrough in listing on the Science and Technology Board.
We will emphasize experts’ “agglomeration effect”, attract 4,000 top-end talents including 120 national distinguished experts (making their number total 500), improve the popularity of the Global Sci-Tech Innovation Road Show Center of the Yangtze River Delta, hold 100 high-level road shows, continue to sponsor elites summit “Stars over the South Lake”, jointly hold Global Entrepreneur Meeting with UNESCO, strengthen the influence of “100-Special-Experts Forums”, build at least one “100-Special-Experts Forum” in each county, county-level city and district, provide whole-process services for innovation and entrepreneurship, put into use “one building, three parks” like Zhejiang Talents Edifice of the Yangtze River Delta and endeavor to settle talents’ main concerns about housing, medical treatment and children’s education.
V. Strive to break old industrial structures
We will close down more low-efficiency and outdated but support more hi-tech and up-to-date enterprises, move more scattered enterprises to industrial parks, implement the Pioneer Action for Improving Land Utilization Efficiency to transform economic growth modes to change the fact that we are outdated in industrial structures and low in values added and tax revenues per acre of land, accelerate industrial renovation, shut down backward capacities and 3,000 “low-efficiency, scattered and chaotic” enterprises, build 20 industrial parks for small and micro-sized enterprises, dispose the land approved but not supplied, or supplied but not used or just used partially, and the land that has been used for project construction but the project has not been put into operation, or the operation has not achieved production targets, reclaim 1,333 hectares of land used inefficiently, push forward intelligent upgrading of manufacturing enterprises, implement 600 projects for intelligent upgrading and increase the numbers of the industrial businesses working on cloud platforms to 30,000 and the robots in service to 16,000.
We will work hard to attract investment and projects. We will make the best of the favorable opportunity of the restructuring international capital and industrial chains, cluster more top-end factors and high-quality projects, introduce at least 100-billion-yuan domestic and foreign investment, make foreign capital in actual use up to USD 2.5 billion subject to the statistic standard of the Ministry of Commerce, attract 50 and 400 and 15 projects with each total investment of USD 100 million, 100 million yuan and 10 billion yuan respectively and make 360 and 300 100-million-yuan projects respectively start and complete their construction. We will launch an investment and project attraction contest to ensure each county (county-level city and district) , Jiaxing Economic and Technological Development Zone and Jiaxing Port Area each introduce at least one 10-billion-yuan project, one 5-billion-yuan to 10-billion-yuan project and two 1-billion-yuan to 5-billion-yuan projects.
We will work hard to foster new industries. We will implement Jiaxing Made “555” Action, develop integrated circuits, aerospace, bio-pharmacy, etc., plan in advance the future industries concerning quantum information, new-generation semi-conductors and AI, develop advanced equipment and new material industries into 200-billion-yuan ones, quicken the development of producer service industries matching advanced manufacturing industries, make the proportion of producer service industries in service industries 0.5 percentage point higher than that of the previous year, develop digital economy “No. 1 Project”, platform-based economy, sharing economy and experience-based economy, make the values added of digital manufacturing industries increase by 15%, put into operation 4,000 5G base stations, implement “Phoenix Action” and “Gazelle Plan” and make new joint-stock enterprises, listed enterprises and gazelle enterprises total 800, 8 and 30 respectively.
VI. Strive to take mixed measures to improve business environment
We will take more extensive and expansive measures to build the most favorable business environment, improve government services, carry out reform in all aspects by reference to the concept, methods and work style of “One-Visit Administrative Service Procedure” reform, extend this reform to public services, speed up the reform “separating business certificates from management licenses” in all fields, advance reform that “the administrative examination and approval, completion and acceptance of ordinary enterprise’s investment projects shall be over within 80 days before their construction.”, accelerate the digitization of governments, make 80% of government services available online, provide at least 10 comprehensive service items integrating various aspects and fields, and handle all open items inside government offices at one service window online.
We will improve opening-up, make our contributions to building Zhejiang Pilot Free Trade Zone, accelerate reproduction and application of pilot experience of the Zhejiang Pilot Free Trade Zone in Jiaxing Integrated Free Trade Zones and provincial-level development zones, give play to the superiority of the Pioneer Zone of Zhejiang High-Quality Foreign Investment Agglomeration Zone, speed up the construction of 12 international cooperation industrial parks like China-Japan Industrial Park and China-Germany Industrial Park, build a model for China-Europe cooperation, strengthen the influence of the World Internet Conference · Wuzhen Summit by enriching its connotations, make the best of China International Import Expo and continue to hold Jiaxing International Investment & Trade Symposium.
We will improve development mechanisms, push forward the pilot reform of the integrated development and strengthen the cooperation in major infrastructure, industrial projects and factors allocation of the whole city, complete the formulation of territorial space planning, deepen the reform “success or failure depends on the output values of each acre”, guide resources and factors to flow to developed regions, high-quality industries and enterprises, quicken the market-oriented reform of state-owned assets and enterprises, facilitate the cooperation between local state-owned enterprises and Shanghai’s enterprises like Shanghai Urban Construction Group, Shanghai Construction Group, China Resources Group, China Everbright Group and Overseas China Town, transform the resource superiority of the state-owned enterprises in improving old urban areas, environment and public transport into market superiority to foster a number of candidates of listed companies.
VII. Strive to build a bridge for urban-rural integrated development
We will continue to remove the systems and mechanisms hindering factors’ flows between urban and rural areas and the allocation of public resources, build the whole city into a national pilot zone for urban-rural integrated development on the pilot basis of Xiuzhou, allocate quality resources to rural areas, construct the beautiful countryside for the New Era, implement the mode “a designer team is responsible for the design of a village”, improve villages in accordance with “tidy and beautiful” standards, build one county, seven towns and 16 villages into provincial-level demonstration county, demonstration towns and AAA scenic villages respectively, make our countryside become a region the urban residents of the Yangtze River Delta yearn for, implement an integrated reform of the rural areas of the New Era, continue to “introduce sciences, technologies and capitals to rural areas and encourage youths and sages serve the countryside”, consolidate the achievements that the annual recurring incomes of each village total one million yuan and increase the operational income of villages’ collective economy.
We will enrich towns with urban connotations, implement the project “building 100 demonstration towns and 1,000 beautiful towns”, fully construct the towns characteristic of beautiful environment, happy life, developed industries, abundant cultures and scientific governance and invite internationally famous agencies, talents and teams to design those towns to promote their cooperation with urban operators representing industrial advanced level, develop suitable commercial activities, include modern urban factors into towns, build a number of featured towns with clean rivers and lakes, rural flavor and modern life and strive to build 11 provincial-level beautiful model towns.
We will infuse modern elements into agriculture, construct agricultural economic development zones, accelerate the construction of 46 zones for their distinctive agricultural products, stabilize food production and supplies, build 2,133 hectares of high-standard farmland, upgrade 3,200 hectares of food function zones, fulfil the responsibility for vegetable production, enlarge pig breeding to stabilize pock supplies and prices, complete pig breeding targets set by the province, strengthen leading agricultural enterprises, specialized cooperatives, family-based farms and local seed enterprises, and improve local agricultural brands like “Four Seasons of Jiaxing Agriculture ” and “Jiaxing Rice”.
VIII. Strive to make remarkable progress in environment protection
We will implement the concept that “lucid waters and lush mountains are invaluable assets”, win the decisive victory over environment pollution, make the green the most beautiful color of our development, focus on the settlement of serious pollution problems and those exposed by various environment supervision groups, respond actively to the second round of environment supervision of the central government, intensify the check, improvement and exposure of environment pollution, offer to find and settle predictable hidden problems, mainly prevent leaks in sewage collection and treatment and dispose medical and dangerous wastes, improve the sewage pipe network system characterized by united planning, construction and management, build or rebuild 120-kilometer sewage pipes, upgrade three sewage treatment plants, and increase annual disposal capability of medical wastes and dangerous wastes to 10,000 tons and 1.15 million tons respectively.
We will work hard at pollution prevention, combat air pollution, start a new round of stink and exhaust gases treatment, improve 90 key treatment projects, make excellent-air days account for 85% of the year and PM2.5 intensity up to national Grade-II standard, improve water quality, build all industrial agglomeration zones into zero sewage discharge zones, upgrade 65% of the rivers and lakes controlled by Jiaxing to Grade-III water standards and water quality assessments of the rivers of across-administrative regions to excellent levels, preserve well soil, prevent soil pollution, ensure that 92% of polluted land can be used safely, start the pilot construction of the city free of wastes and put into operation 46 projects for disposing household garbage, construction debris, industrial solid wastes and agricultural and medical wastes.
We will make a push to construct beautiful ecological civilization, build Jiaxing into a national ecological civilization demonstration city and a national forest city, continue to construct a national low-carbon pilot city, formulate the strategic planning for “Beautiful Jiaxing”, stick to the red line for ecological protection, bottom line for environment quality, maximum limit for resources application and standard for environment access, implement ecological protection and remediation project of mountains, rivers, forests, fields, lakes and seas and plan to build a national-level ecological wetland park in northern Jiaxing to make the people enjoy green environment.
IX. Continue to improve people’s daily life
We will continue to enhance people’s life quality, positively solve people’s life difficulties in regular covid-19 prevention and control and make development achievements benefit more people.
Health is the most valuable. We will strive to prevent imported cases of the covid-19 and the inside rebound of the pandemic until the end, strengthen the management and control of asymptomatic persons, consolidate and expand epidemic prevention and control achievements, improve emergency systems for crucial epidemic prevention and control and public health, establish infectious disease clinics in over 50% of Grade-III and Grade-II hospitals and community health service centers, implement “Health Jiaxing Action”, widely carry out patriotic health campaigns, build urban medical treatment alliances and county-based medical treatment unions, accelerate the expansion of Jiaxing Traditional Chinese Medicine Hospital and relocation of Jiaxing No. 2 Hospital, build fitness centers or fix fitness facilities with a 15-minute walk of citizens, build 50 “Home of Sports” communities and perfect service systems for women, children and the handicapped, develop home-based and community-based elderly care service.
Employment is the most closely associated with people’s life. We will implement employment priority policies, settle the structural conflicts arising from some enterprises’ pressures in retaining employees and surplus labor forces’ difficulties in finding jobs, help and support enterprises and citizens to find employees and jobs, create more nonprofit posts and emergency posts and 100,000 jobs in urban areas, implement “Craftsman Fostering Project” and “Gold Blue Collar Professional Skill Improvement Action”, improve employees’ academic level, secure the high-level moderately prosperous life of low-income peasants and over 10% growth of their incomes, perfect social security, provide temporary subsidies and aids for families in need and work heart and soul to ensure everyone has access to basic necessities.
Education is the most preferential social undertaking. We will implement the education modernization strategy, launch a new round of Three-Year Action for Preschool Education, strive to build national-level demonstration counties for high-quality and balanced development of compulsory education, improve education of high schools, further the integration between vocational education and industrial development, reinforce the cooperation with Shanghai Jiaotong University, Tongji University, Zhejiang University, etc., positively introduce high-quality education resources, accelerate the construction of Jiaxing School Attached to Tsinghua University and Jiaxing School of Shanghai Foreign Language Education Group and intensify efforts to upgrade Jiaxing University by cooperating with CECT.
Culture is the lasting power. We will energetically uphold the Spirit of Red Boat and humanistic spirit of Jiaxing for the New Era, promote cultural and ideological progress among the people to make the socialism core values get rooted in people’s mind, organize and implement the culture renaissance project of Jiaxing, support ancient towns like Xitang and Wuzhen to jointly apply for world culture heritages, quicken the construction of Majiabang Heritage Park and Jiaxing Culture and Art Center, put into operation Jiaxing Library (Phase II ), construct a pacesetter city for revolutionary tourism and the Grand Canal Heritage Park, and enhance the popularity of local cultural tourism brands like “An Appointment with Culture” and “ Take the Road the Representatives of the 1st National Congress of CPC took”.

We will continue to perfect social risks prevention and control mechanisms, strengthen the recognition of hidden risks and assessments of risks, further the comprehensive treatment concerning urban management, transport and fire control, train 100,000 employees in terms of safety, decrease workplace safety accidents and death tolls by 20%, strengthen the integration of self governance, law-based governance and morality-based governance, give play to the roles of “Four Platforms” for grassroots governance, county-level social conflicts mediation centers and “Wechat Homeland”, severely crack down on violent and gangdom crimes, telecommunication and Internet frauds, the crimes on food and drug safety and illegal transaction of wild animals, reinforce national defence education and reserve forces construction, strive to build a city characteristic of “mutual supports between civilians and arm forces” for the fourth consecutive year, carry out the seventh population census and make new progress in foreign affairs, overseas Chinese affairs, ethnics, religions, civil defence, meteorology, archives, charity, red cross, anti-smuggling, etc.
Esteemed deputies, people’s daily life is of crucial importance. We have delivered to the Session 12 major projects to improve people’s life like juvenile myopia prevention and control, free admission to South Lake Scenic Area and construction of residential quarters good at trash sorting after over 10 discussions and researches. Once these projects are approved by the Session, we will implement them in a down-to-earth manner to strengthen people’s sense of fulfillment.
We will improve governance efficiency.
2020 is a key year to embrace the 100th anniversary of the founding of the Communist Party of China. We should keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment. We should strengthen our confidence in the path, theory, system, and culture of socialism with Chinese characteristics. We should resolutely uphold General Secretary Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee's authority and its centralized, unified leadership to build a modern intelligent and down-to-earth government.
We will work hard to benefit the people, put the people in our mind, meet their needs, solve the deep-seated and long-standing problems that people, enterprises and grassroots units are eager to solve but feel difficult to do to respond to people’s expectation with remarkable achievements, continue to control and reduce expenditures on general office business, cut at least 10% of expenditures on not indispensable or not major items, reduce 5% of routine public expenditures and those on “official overseas visits, official vehicles and official hospitality” to concentrate financial resources on key issues and improve the utilization efficiency of financial resources to make governments “live a simple life” to support people to live a happy life.
We will work more efficiently, shoulder new responsibilities, seize every minute, strive for new achievements, focus on problems, targets and effect-oriented governance and plan promising major projects and long-term major issues to cope with uncertainties of situations with the certainties of our work. This year we will scientifically formulate “14th Five-Year Plan” to plan a large number of major reforms, projects and platforms and issue major policies to launch new modern construction as a pioneer.
We will strengthen law-based governance more consciously. We will strictly implement resolutions and decisions made by Jiaxing Municipal People’s Congress and its standing committee and relevant stipulations on democratic consultations to deal well with the suggestions from the deputies of Jiaxing Municipal People’s Congress and proposals from the CPPCC Jiaxing Municipal Committee members. We will implement legal procedures for major administrative decisions and the administrative legal counsel system and public office lawyer system in a strict and full way, strengthen government transparency, improve news spokesman systems, accept the oversight of Jiaxing Municipal People’s Congress in accordance with the law, willingly accept the democratic oversight of the CPPCC Jiaxing Municipal Committee, strengthen auditing oversight, judicial oversight and the oversight from the people and media and improve the cooperation among governments, courts and procuratorates to strengthen the prevention and settlement of administrative disputes.
We will strengthen self-governance more strictly and take the primary responsibilities for Party self-governance and the responsibilities coming from “one post for two responsibilities”. All departments should fulfil their duties，continue to build learning, service, efficiency, innovation, model and affinity-oriented government offices, build down-to-earth official teams of the government, carry out CPC Central Committee’s eight-point guidelines and combat formalism and bureaucratism, strengthen the control and oversight of powers and fight against corruption in an unswerving manner to ensure that powers bestowed by the Party and people are fulfilled to seek happiness for the people.
