Report on the Work of the Government

Delivered at the Third Session of the Ninth Municipal People’s Congress of Jiaxing February 27, 2023

Fellow Deputies,

On behalf of the Municipal People’s Government of Jiaxing, I will now report to you on the work of the government for your deliberation and approval and also for the comments from the members of the Municipal Committee of Jiaxing of the Chinese People’s Political Consultative Conference (CPPCC) and from other comrades attending the session without voting rights.

I. AReview of Our Work in 2022

2022 was  an  extraordinary  year.  In  the  face  of unexpected  impacts  and  challenges,  the Municipal People’s  Government  of Jiaxing  followed the  guidance  of Xi Jinping Thought  on Socialism with Chinese Characteristics for a New Era, fully implemented the guiding principles of the Party’s 20th National Congress, conscientiously carried out all work deployments made at the Party’s15th Provincial Congress of Zhejiang and the Party’s 9th Municipal Congress of Jiaxing as well as at the first session of the 9th People’s Congress of Jiaxing under the correct leadership of the Party’s Municipal Committee of Jiaxing while coordinating Covid- 19 pandemic prevention and control with economic and social development as well as the development with security, overcame  difficulties,  worked  hard  and  achieved  new  progress  in  building  a  model  city  of common prosperity and a pioneering city of socialist modernization.

We reached the work target of “preventing Covid- 19” and weathered the major test during the fight against the pandemic. Placing the people and their lives above all else, we comprehensively implemented the policies and guidelines issued by the CPC Central Committee for the Covid- 19 prevention  and  control,  took  effective  measures  in  response  to  the  Covid- 19  outbreaks  and implemented a special closed-loop production mode for enterprises in an innovative way. Our precise and intelligent Covid- 19 control indexes took the lead in Zhejiang, and our 11 experiences in  Covid- 19  response  were  promoted  throughout  the  province.  We  adjusted  and  optimized Covid- 19  prevention  measures  timely  based  on  the  changes  of  situations,  highlighted  the improvement of medical treatment capacity and the vaccination for key groups of people, gave “Covid- 19 prevention packages” to the elderly over 60 years old and achieved a smooth transition from “preventing infection” to “maintaining health and preventing critical cases” and people’s life safety and physical health were fully guaranteed.

We implemented the work “stabilizing the economy” and promoted economic stable and high-quality  development  under  deep  pressure.  We  promptly  implemented  the  national  and provincial policies for stabilizing the economy, implemented the “100-day Campaigns with Ten Themes”  on  the  stable  economic  progress  and  quality  improvement  through  extraordinary measures to promote economic stabilization and improvement. The gross domestic product (GDP) reached 673.95 billion yuan, a growth of 2.5% year on year, and the total fiscal revenue and general public budget revenue reached 103 billion yuan and 59.6 billion yuan respectively, both ranking third  in  Zhejiang. We  took the  lead  in  carrying  out  digital  and  green transformation  of the manufacturing industry,  driving the investment  in it to  93.36 billion yuan, ranking  second in Zhejiang. The added value of the manufacturing industry of the core industries of the digital economy, high-tech industries and strategic emerging industries accounted for 20.7%, 70.5% and 44% of that of the industrial enterprises above the designated size respectively, all being in the

lead in Zhejiang. The added value of the industrial enterprises above the designated size reached 281.56 billion yuan, ranking third in Zhejiang.

We implemented the request of “keeping safe development” and maintained harmony and stability in face of challenges. We launched the campaigns eliminating risks and guaranteeing safety, conducted the large-scale inspections of workplaces to prevent hidden risks and dangers, and  reduced  the  numbers  of accidents  and  death  tolls  by  28%  and  27.8%  respectively.  We successfully completed major security tasks to ensure the safety of the Party’s 20th Congress and the World Internet Conference, and achieved the targets of safe and secure development for the 17th consecutive year. Under the rising pressure of keeping the balance between fiscal revenue and expenditure, we arranged 65.92 billion yuan for improving people’s well-being, which accounted for 79.6% of the general public budget expenditure. We implemented in an innovative matter “Ten Ways for Farmers to Achieve Common Prosperity” and “Ten Ways to Assist the Needy” and earned us the first prize in constructing a national model city in health. Jiaxing ranked first in Zhejiang  for  the  ninth  consecutive  year  in  the  assessment  of public  culture  serving modern development,   and  people’s   senses  of  fulfillment,  happiness  and   security  were  enhanced continuously.

In summary, we accomplished seven major tasks over the past year:

First, we made every effort to stabilize enterprises and promote growth and continued to strengthen the economic foundation. We insisted on implementing the policies and measures in a comprehensive, efficient and precise manner to ensure that they were put into effect quickly and effectively.  We  provided  targeted  supports  and  assistance  for  enterprises,  formulated  and implemented 26 policies for relieving enterprises’ difficulties, 40 ones for stabilizing economic development  and  30 ones  for promoting  industrial  stability  and upgrading.  We  removed  the barriers preventing the  implementation  of the policies beneficial  to  enterprises,  launched the campaigns “10,000 Officials Helping 10,000 Enterprises” and “Assisting Top 100 Manufacturing Enterprises”, and     implemented the value-added tax (VAT) credit refund policy as quickly and fully as possible. 22.96-billion-yuan VAT credit refunds were achieved, ranking third in Zhejiang, and 33.35-billion-yuan corporate burdens were cut, strongly helping market entities cope with challenges and boost confidence. The investment in projects was well supported. We seized the opportunities of implementing preferential policies,  established a dynamic mechanism for the reserve  of major projects,  set up  special  funds  for projects’ preliminary work, had  14 major projects  included  into  the  “14th  Five-Year  Plan”  of  the  country  and  282  ones  into  “Six 100-billion-yuan Major Projects” of Zhejiang, ranking second in Zhejiang in terms of quantity. We issued 29. 14-billion-yuan special local government bonds, 2.8 times more than those of 2021, and obtained 6.76 billion yuan through policy-based and developmental  financial instruments. We provided 733 more hectares of land for major projects, an increase of 95%. Five projects were included into the national energy consumption list, accounting for half of the total of Zhejiang. The investment in fixed assets reached 292.5 billion yuan, an increase of 7.2%. The export grew rapidly. We deepened the precise service for foreign trade enterprises, took the lead in Zhejiang in organizing enterprises to strive for foreign orders and expanding international markets, organized foreign  enterprises  to  charter  airplanes  to  participate  in  overseas  exhibitions,  launched  the campaign “100 Exhibitions Assisting Enterprises”, and achieved a total import and export volume of 440 billion yuan, an increase of 16.3%. We intensified efforts to in consumption recovery and revitalization  and  held  various  activities  to  boost  consumption.  We  issued  540-million-yuan

consumption  coupons  to  support  the  recovery  and  growth  of the  consumption  in  catering, accommodation, tourism and retail and expand the consumption of new energy vehicles and green intelligent appliances. Tongxiang was honored as a provincial model city for nighttime economy. Jiaxing’s reliable consumption indexes ranked first in Zhejiang.

Second,  we  further  implemented  the  “First  Strategy”,  i.e.,  Jiaxing’s  integration  into  the integrated  development  of  the  Yangtze  River  Delta  to  lead  and  promote  the  high-quality development.  Our  urban  functions  and  core  competitiveness  continued  to  be  enhanced.  We systematically planned the path of building an important central city of the urban agglomeration of the Yangtze River Delta,  and had  128 projects included into the major projects  of the  “14th Five-Year Plan” of the integrated development of the Yangtze River Delta. The construction of major transportation projects were accelerated. Such projects that local people have been longing for have been put under construction as Nantong-Suzhou-Jiaxing-Ningbo High-speed Railway, Jiaxing Airport,  Shanghai-Pinghu-Haiyan Intercity Railway, and four highways connecting the urban  areas  of Jiaxing to  its  four  counties  and  county-level  cities,  Jiaxing-Fengnan Railway, Jiashan-Xitang Railway and Suzhou-Taizhou Expressway (the section within Jiaxing). The first transport artery based on sea and railway transportation was put into operation, and the container throughput of Jiaxing Port totaled 2.85 million TEUs, an increase of 28.4%, and ranked first among top 20 ports of the country in terms of the growth rate of container throughput. The role of the sea-river inter-modal transport was fully played, and Jiaxing was built into a national production service-oriented logistics hub city. The construction of the demonstration zone of the green and integrated ecological development of the Yangtze River Delta showcased significant achievements. National Development and Reform Commission issued a plan to construct Jiashan County into a high-quality pilot development demonstration zone. The Smart Oasis of Zhejiang University of the Yangtze River Delta and Xiangfu Laboratory began to operate. We successfully hosted the on-the-site conference and the developer conference for the third anniversary of the demonstration zone construction of the green and integrated ecological development of the Yangtze River Delta. We further implemented the action plan for jointly constructing the Hongqiao International Open Hub, accelerated the construction of “Three Zones and One Platform” and 12 achievements were selected as practice and innovation cases. The pace of the coordinated development of the whole city was accelerated. The land and space planning “three zones and three lines” were approved. We  improved  the  overall  mechanism  for  attracting  major  projects,  accomplished   14  land improvement projects, reclaimed 733 hectares of land and dismantled the toll gate located in Jiaxing of the National Highway No. 320, ending the toll collection of the national highways located in Jiaxing. The construction of such platforms has taken on new looks as the New City of Canal Bay in Xiuzhou, International New Town of Qiantang in Haining and New City of Phoenix Lake in Tongxiang.

Third,  we  strengthened  innovation-driven  development  and  achieved  breakthroughs  in industrial transformation. We pushed ahead with sci-tech innovation and industrial upgrading and increased the fiscal expenditure on science and technology by  18.7%. The sci-tech innovation momentum   was   further   strengthened.   We  jointly   established   the   Sci-tech  Achievement Commercialization Fund of the G60 Sci-tech Innovation Valley, started the construction of the national  key  laboratory  Institute  of Flexible  Electronics  Technology  of Tsinghua,  Zhejiang, cooperated in building the Yangtze River Delta Branch of China Special Equipment Inspection & Research Institute and the Road-Air Collaborative Three-Dimensional Traffic Research Institute.

The  construction plan  for the International  Cooperative Educational Model Area  of Zhejiang University was approved by three ministries of the state. China Nanhu Youth Innovation City was put into operation. Three more people were selected as the experts of “Kunpeng Action” Plan of Zhejiang. The numbers of Jiaxing’s overseas engineers and high-skilled talent both ranked the first in Zhejiang. Jiaxing won again “Sci-Tech Innovation Tripod” of Zhejiang and was approved as a national  pilot  zone  of  the  sci-tech  innovative  financial  reform.  The  High-Tech  Industrial Development Zone of Xiuzhou was upgraded as the High-Tech Industrial Development Zone of Jiaxing with the approval of the State Council. The competitiveness of the manufacturing industry continued to be enhanced. We implemented the “135N” Plan for fostering advanced manufacturing industry clusters. The added value of new materials manufacturing sector and the output of new energy vehicles both ranked first in Zhejiang. We supported leading enterprises to be stronger. The number of ten-billion-yuan companies increased by two. We fostered 70 enterprises as “little giants” that are specialized and sophisticated and produce new and unique products, 2. 1 times the total of the previous three years. 11 more companies went public, making the total reach 80. Jushi Group won the “Gold Award of the Patents of China”, the first in Jiaxing. We continued to implement the campaign “Release of Caged Birds and Rebirth of Phoenixes”, and upgraded 2,284 high-consumption but low-efficiency enterprises and reclaimed approximately  1,867 hectares of land not used efficiently, according for 163% and 138% of the annual plans respectively. The added value and tax revenue of every 666.7 square meters of land of the industrial enterprises above the designated size respectively increased by 301,000 yuan and 54,000 yuan, with the total reaching more than two million yuan and 300,000 yuan respectively for the first time. The service industry was expanded and improved. We deepened the construction of “100 Projects and 100-billion-yuan Projects”   of  the   service   industry   and   established   five   more   provincial-level   innovative development zones of the modern service industry. Specialized markets in Jiaxing each with an annual  turnover  over  ten  billion  yuan  totaled  seven.  The balances  of deposits  and  loans  of financial institutions reached  1.37 trillion yuan and  1.43 trillion yuan respectively, a respective increase of 13.7% and  16.8% over the previous year. We created a national leading cold chain logistics  base  and  built  Jiaxing  into  a  provincial  leading  city  in  serving  digital  life.  The development  of modern  agriculture  was  accelerated.  We  deeply  developed  technology  and machinery-supported agriculture, formulated the implementation suggestions on revitalizing the seed  industry  and  strengthened  the  protection  and  development  of characteristic  agricultural brands. Two rice brands were selected as national brands of the super rice. We constructed and upgraded 4,400 more hectares of high-standard farmland and built five new provincial-level future farms. The model of draining no water directly from farmlands was adopted across the province. We ranked first in the assessment of farmland protection in Zhejiang and won the incentive in strengthening technology and machinery-supported agricultural development in Zhejiang.

Fourth, we strengthened reforms to effectively stimulate development vitality. We insisted on reform-led restructuring  of systems  and mechanisms to  greatly  enhance  economic  and  social development quality, driving forces and efficiency. Digital reforms proceeded steadily. We deeply implemented  75 “one-matter”  integrated  reforms beneficial  to  the people  and  enterprises.  95 provincial-level major applications were put into operation. The app “Intelligent TCM” was used nationwide. Nine apps such as “Neighborhood Sports” and “Smart Logistics” were selected as pilot cases for the project “Innovated in a Region, Shared in the Whole Province” . Six reforms won the provincial reform breakthrough awards. New progress was achieved in opening up. We

deepened  the  construction  of the  provincial  pilot  aggregation  zone  of high-quality  foreign investment and created one of the first RCEP high-level opening and cooperative demonstration zones of Zhejiang. Jiaxing was approved as a pilot city for QFLP. The actual utilization of foreign capital reached USD 3. 16 billion, and 22 foreign-invested projects were listed as the key projects of the  Ministry  of Commerce,  ranking  first  in  Zhejiang  in  terms  of quantity.  The  business environment continued to be improved. We deepened the reform of streamlining administration, delegating power, improving regulations and upgrading services, conducted the pilot reform of monitoring  the  business  environment  in  the  administrative  service  center  in  Zhejiang  and implemented widely the mechanism of repairing corporate bad credit records. The practices of the QR codes of cargo vehicles and intelligence governance of enterprises’ risks were selected as the innovative cases for the business environment improvement of Zhejiang. Jiaxing was built into one  of the pilot  cities  of the  first national  leading  cities  in  intellectual property, made  solid progress  in  the  reform  of administrative  law  enforcement  and  administrative  reconsideration system of “comprehensive  integration”  and  continued to rank the  second  in Zhejiang  in the business environment evaluation.

Fifth, we highlighted ecological environment improvement and the construction of Beautiful Jiaxing  was  accelerated.  We      acted  on  the  idea  that  lucid  waters  and  lush  mountains  are invaluable assets, improved urban and rural environment of the whole city so that Jiaxing became more and more habitable, suitable for business and tourism-friendly. The ecological environment continued to be improved. We worked hard for the blue sky, clear water, pollution-free land and harmless disposal of wastes. We won the silver “Dayu Ding” in water quality     improvement. Jiaxing was built into a national key city for the establishment of the system of recycling waste materials and one of the first provincial “zero-waste cities” . Jiaxing’s model of sorting household wastes was popularized throughout the province, and all of our districts, counties and county-level cities were built into provincial-level demonstration zones of ecological civilization. Jiaxing was named an excellent city in the assessment of the construction of Beautiful Zhejiang and was honored as one of the first “Charming Cities of Biodiversity” . Our urban functions were further enhanced. We integrated the construction of a modern city and a historical and cultural city. Nine areas were honored as provincial-level pacesetters of urban landscapes such as Lakefront of South Lake and New District of Grand Canal. A group of provincial-level future communities were constructed. Jiaxing was selected as one of the national first pilot cities in terms of intelligent construction and honored as a national “Gigabit City” . We continued to promote urban organic renewals  and  completed the relocation  and upgrading  of  1.208 million  square  meters  of old residential  areas, benefiting  11,400 households. We  strengthened urban  delicacy management, formulated a delicacy management standard system, and constructed 47 “urban reception rooms” and model roads and blocks clean enough to be sat directly. The construction of beautiful towns and villages was comprehensively promoted. We continued to promote the project “Thousand &Ten Thousand” and comprehensive environmental renovation of towns, improved the planning and construction system of the beautiful countryside, built 13 model towns and 23 characteristic villages into provincial-level ones, put into operation seven new tourist routes to the beautiful countryside and constructed and upgraded 470.6 kilometers of rural highways. 33 villages were listed as provincial-level pilot future villages.

Sixth, we prioritized the improvement of people’s well-being and solidly advanced common prosperity. We always took the      improvement of people’s well-being as the fundamental goal of

our  development  and  accelerated  efforts  to  obtain  22  landmark  achievements  in  common prosperity. Jiaxing was selected as the only pilot city of Zhejiang in rural integrated reform for strengthening rural development and enriching people. Rural residents’ incomes remained the highest in Zhejiang for the 19th         consecutive year, and the income ratio between urban and rural residents shrank to 1.56:1. The employment and social security systems continued to be improved. We  implemented  such  policies  as  postponing  the  payment  of  employees’  social  insurance premiums and refunding unemployment insurance premiums, issued 440 million yuan to support employees  not  to  leave  office,  created  146,000 new  urban jobs,  raised  the  minimum  living allowance standard to 1,070 yuan per person a month, and became the first city of Zhejiang to achieve online inter-provincial settlement of outpatients’ bills of slow and special diseases. 2.76 million people participated in the insurance program “Free of Worrying about Serious Illness” and four projects were selected as pilot common prosperity projects such as instituting a long-term care insurance system. The development of social undertakings were accelerated. We continued to promote  educational  equity  and  high-quality  improvement,  constructed  23 new  primary  and secondary  schools  and  kindergartens  able  to  enrol  18,000 children  and built  13 schools  into provincial-level  high-level  vocational  education  schools.  Jiaxing  University  enrolled  its  first graduate students. Haiyan was selected as a national-level county in the balanced development of compulsory education. We continued to enhance medical services and started to construct the International Medical Center of the Yangtze River Delta. The First Hospital of Jiaxing and the Second  Hospital  of Jiaxing  were  rated  as  national-level  “Grade  A+”  public  hospitals.  The construction  of  all  town-based  medical  institutions  were  up  to  the  national  standard.  We strengthened the elderly care services and infant and child care services and provided 1,234 more beds for community-based elderly care and the care service for 6,500 more infants and children. We optimized public cultural service supplies, hosted in Jiaxing the high-quality exhibition of the Comprehensive  Collection  of Ancient  Chinese  Paintings  and built  899 urban-rural  integrated “10-minute quality cultural life circles” . The opera Red Boat won the national Award of the Best Works.  Social  governance  was  more  effective.  We  deepened  the  modernization  of  social governance of the whole city, upgraded the primary-level governance system made up of “one center,  four platforms and one grid” and improved the  system for easing and  settling public complaints. We maintained the  stable  and  sound  development  of the real  estate market. The experience of the construction “Intelligent and Safe Sub-districts” was popularized nationwide. We made effective measures for flood and typhoon prevention, and successfully defended against the typhoons Hinnamnor  and Muifa.  Efforts were made to  improve people’s well-being. We improved the mechanism for planning, promoting and supervising the matters concerning people’s well-being, and completed the construction of the ten projects of improving people’s livelihood set forth by the First Session of the Ninth Municipal People’s Congress of Jiaxing. Free physical examinations benefited 228,000 people. We covered medical supplementary insurance for 23,000 low-income  farmers, renovated the  accessibility  facilities  for  642 households  of the  disabled, upgraded 49 produce markets, built 12,000 public parking spaces, installed 9,008 air conditioners for 183 schools and constructed 115 smart reading rooms and 100 community-based sports centers, which all indicated that we had fulfilled our commitments to the people.

Seventh, we  strengthened the  self-construction of the government,  and the government’s governance efficiency was improved. We were responsible to the Party, served the people heart and  soul,  and  fulfilled  our  duties  in  accordance  with  the  law  and  continuously  transformed

government functions to improve service efficiency. We strengthened ourselves politically and the Party  building  in  the  government  system,  promptly  studied  and  fully  acted  on  the  guiding principles of the important  speeches and instructions of General  Secretary Xi Jinping,  firmly defended the establishment of both Comrade Xi Jinping’s core position on the Party’s Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and firmly upheld Comrade Xi Jinping’s core position on the Party’s Central Committee and in the Party as a whole and upheld the Central Committee’s authority  and  its  centralized  and  unified  leadership.  We  upheld  the  rule  of law,  improved government   work   rules   and   strictly   implemented   major   administrative   decision-making procedures. Jiaxing ranked third in Zhejiang in terms of the transparency indexes of government affairs. Jiaxing was built into a national model city in constructing a rule-of-law government. In compliance with the law, we subjected ourselves to the oversight of people’s congresses and democratic oversight from the CPPCC, and carefully handled 254 proposals from the deputies of the Municipal People’s Congress of Jiaxing and 309 proposals from the members of the Municipal Committee of Jiaxing of the CPPCC. We intensified efforts to improve the government’s capacity, promoted  the  establishment  of reform-oriented  organizations  and  the  work  mechanisms  for comprehensive planning and implementation, and continuously improved officials’ competence in promoting high-quality development, serving the people and preventing and resolving risks. 43 pilot projects at and above the provincial level were approved. We focused on improving work conduct  and vigorously  carried  forward the team culture that values  down-to-earth  style  and pioneering and striving-for-excellence spirit and encourages people to dare to think big but take action  and  make  sure  they  can  deliver.  We  established  the  competitive  and  supervisory mechanisms for prioritizing key tasks to create a strong atmosphere of learning from others and strive for excellence. 15 projects received the encouragement from the provincial government. We remained  committed  to  improving  Party  conduct  and  upholding  integrity,  practiced  full  and rigorous self-governance, strictly complied with the central Party leadership’s eight-point decision on improving work and detailed implementation rules, did more to improve Party conduct,    build a  clean  government  and  fight  corruption,  and  steadily  fostered  and  developed  a  political atmosphere of integrity within the government system.

In 2022, new progress was made in national defense mobilization, civil air defense, coastal defense, ex-servicemen affairs and mutual supports between civilians and the military and; and new  achievements  were  made  in  the  work  on  Mountain-Ocean  Collaboration  Project,  the collaboration between the eastern and western regions, paired assistance, ethnic groups, religions, overseas  Chinese,  Taiwan  affairs,  philosophy,   social   sciences,  historical  annals,  archives, meteorological administration, earthquakes, trade unions, women, children, juveniles, the elderly, charity, Red Cross and the disabled.

Fellow  deputies,  the  achievements  of the  past  year  did  not  come  easily.  We  owe  our achievements last year to the sound guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to the correct leadership of the CPC Zhejiang Provincial Committee, the People’s Government of Zhejiang Province and the CPC Jiaxing Municipal Committee, to the strong  support  from the  Municipal  People’s  Congress  of Jiaxing  and the  CPPCC  Municipal Committee of Jiaxing and the joint efforts of the people of the whole city. On behalf of the Municipal People’s Government of Jiaxing, I would like to express sincere gratitude to the people of the whole city, the deputies of the Municipal People’s Congress of Jiaxing, the members of the

CPPCC Jiaxing Municipal Committee, the senior comrades having retired, democratic parties, people’s organizations, the People’s Liberation Army and armed police forces stationed in Jiaxing, police and fire fighters, and to the overseas Chinese and international friends who have supported our development.

We are also well aware that some of the goals set at the first Session of the 9th Municipal People’s Congress of Jiaxing have not been reached partly due to the impact of the Covid- 19 and external  environment.  In  the  work  of government  there  is  still  room  for  improvement:  The foundation for stable and high-quality economic progress is not yet solid enough. The supporting capacity  of sci-tech  innovation  needs  to be  strengthened.  The  development  of the  advanced manufacturing industry needs to be improved at a faster pace. There is a gap between our work and the requirements of high-quality development. The advantages of Jiaxing’s location have not been fully utilized. More efforts in major infrastructure construction needs to be intensified, and urban functions, core competitiveness and quality need to be enhanced. Ecological environment governance needs to be continuously strengthened and green and low-carbon development is still a long-term and arduous task. Public services like education, healthcare, elderly care and childcare cannot  fully  meet  people’s  needs.  There  are  still  many  weak  points  in  improving  people’s well-being, social governance and workplace safety. The effectiveness of the work conduct in the government  still  needs  continuous  optimization.  We  will  attach  great  importance  to  those problems and take effective measures to solve them.
