From 0 to 1 and to N: top audio-visual projects gather in Xiuzhou

In the digital era, audio contents is an important way for people to acquire knowledge and relax themselves.

From early silent movies to China’s first sound film “Female Singer Mu Danhong” released in 1931, and to today’s 4K and 8K ultra-clear audio-visual Dolby Atoms, audio and video have been scaled up and industrialized, and developed into a trillion-yuan industry in China.

A revolution in the top-end information service industry in Xiuzhou is already underway.

In Building No. 1 of Smart Industry Park of China Electronics Technology Group Corporation (Jiaxing) located in National High-tech Zone of Jiaxing, workers are tapping away at their keyboards in the newly renovated office of Xibo Education of Himalaya, and the online education to train top voice producers is thriving here.

“Rich cultural resources and solid industrial foundations here enhance our confidence that Xiuzhou will have a brighter future,” said Ma Changjiu, general manager of Jiaxing-based Headquarters of Himalaya and also deputy general manager of Xibo Education. The future development target of Xiuzhou-based Innovation Headquarters of Himalaya is to build a future growth engine in Xiuzhou.

There is a new world in your ears. As the Audio No. 1” in China, Himalaya has become a choice of most people for its high-quality contents and rich ecosystem. With a total investment of $100 million, Xiuzhou-based Innovation Headquarters of Himalaya was introduced to Xiuzhou in May 2023, indicating the development of “audio economy” kicked off in Xiuzhou. In February this year, Xiuzhou signed a framework agreement with Himalaya for all-around cooperation to build a culture brand of Himalaya in Xiuzhou, jointly construct “Himalaya Block” and “Himalaya Town” and promote the construction of its “three major platforms”.

Himalaya is indispensable to the industrial development of Xiuzhou. While establishing a growth platform for users and content producers, Himalaya has strengthened the weak point of Xiuzhou in developing top-end information and culture industry, trained the talents of information and culture industry, built a regional industrial ecosystem, and achieved leap-forward development from scratch, according to a local official. 

Attracting Xiuzhou-based Innovation Headquarters of Himalaya is just a beginning.

“Intelligent Innovation Headquarters” of Qiniu is another information service industry project with a total investment more than $100 million introduced in Xiuzhou after the Himalayan. On March 27 this year, “China Headquarters” of Qiniu was attracted to National High-tech Zone of Jiaxing (Gaozhao Sub-district). It is another important step for Xiuzhou to develop top-end information and culture industry and build an industrial cluster. 

Serving many mainstream apps such as TikTok, Kuaishou, Bilibili and Xiaohongshu, Shanghai Qiniu Information Technology Co., Ltd. now has more than 1.45 million users and more than 100,000 paying customers. “I believe Qiniu can make rapid progress in Xiuzhou, and achieve its development target of the second decade. In the future, Qiniu will attract upstream and downstream chain enterprises to build Xiuzhou into an audio and video city,” said Chen Yiling, general manager of the company.

Just one month later, another project of the top-end information service industry was attracted to Xiuzhou. Tencent Music Group-an online music entertainment service pioneer in China signed a strategic cooperation agreement with Xiuzhou to construct New Quality Content Creation and Operation Center of Tencent Music of East China. Both parties will cooperate in music content edition and creation, music talent training, etc. to integrate music industry into related fields of Xiuzhou.

Over the past year, Xiuzhou has witnessed the leapfrog development of the top-end information service industry from scratch and the establishment of the industrial cluster.

Efforts have been intensified to strengthen Xiuzhou - a main urban area of Jiaxing to make modern service industry “overtake on a curve”.

In the Internet and digital times, many cities have seized the opportunity to develop the top-end information service industry and stood out. Someone will ask why Xiuzhou chose to develop the top-end information service industry?

In fact, the long history, splendid culture and thoughtful public cultural services of Xiuzhou provide a good environment and lay a solid foundation for the development of the top-end information service industry. In Xiuzhou there are three high-level development platforms: New City of Grand Canal Bay to be built into a digital city, Airport-based Economic Zone to be built into a smart hub, and National High-tech Zone of Jiaxing that greatly needs the integrated development of manufacturing industries, which provide a huge market for the top-end information service industry.

A series of investment attraction activities were held in Jiaxing for the modern service industry in 2023. At the Investment Fair for Software and Information Service Industry & Yangtze River Delta · Fair for the Promotion of Modern Service Industry, Xiuzhou set the development direction for the information service industry from a macro perspective, i.e., to build Xiuzhou into a demonstration center for industrial application, an attracting center for innovation and entrepreneurship, and an integrated center for digital ecology and natural ecology to show the “soft” strength of Xiuzhou in an all-round way.

As a main urban area of Jiaxing, Xiuzhou has proposed a growth of 6.5% in the added value of the service industry this year. The projects from Himalayan, Qiliu and Tencent, and the construction of National Medical Center and the Future Software and Information Industrial Park have created infinite possibilities for the development of the modern service industry of Xiuzhou.

In the new “running track”, how will Xiuzhou, a new runner, “overtake on a curve” in developing the top-end information service industry?

Xiuzhou is working hard to seize development opportunities, take effective measures, fight for the set targets, serve as a pioneer, unswervingly consolidate industrial foundations, develop emerging industries, plan for future industries, strengthen the three platforms mentioned above, establish modern industrial systems and accelerate the development of new quality productive forces.

To support the high-quality development of the service industry, Xiuzhou has issued “‘Five Major Actions’ for High-quality Development of the Service Industry of Xiuzhou” and “Measures for Steady and Quality Development of the Service Industry of Xiuzhou” to support enterprises’ development. Xiuzhou has made a research on “a policy for an industry” to develop the service industry, encouraged the government departments responsible for the service industry to formulate favorable policies for specific subdivided industries. Now in Xiuzhou a “1+N” industrial policy system has been established consisting of macro policies and sub-industry policies.

Fertile “soil” alone is not enough for the growth of the service industry. Sufficient “nutrients” are indispensable. Driven by “No 1 Reform Project” of optimizing business environment, Xiuzhou has urged efforts to  improve its “soft and hard” environment for the development of the service industry. For example, a collaborative education system covering kindergarten education, middle education and higher education has been established. Xiuzhou relocated its Senior High School of Jiaxing, constructed Experimental School Affiliated to Shanghai International Studies University located in the National Hi-tech Zone of Jiaxing, attracted Yangtze River Delta Graduate School of Beijing Institute of Technology, and meanwhile improved the ancient town travel brand “Charming Xincheng” and other scenic spots like Small Penglai, Swan Lake and Liansidang Lake, and created a comfortable life environment, all of which will benefit the development of the service industry.

Data are a witness to the rapid development. In the first quarter of this year, Xiuzhou showed vigorous development momentum, and its service industry achieved an added value of 7.898 billion yuan, a growth of 7.8%, the highest in Jiaxing

Driven by the top-end information service industry, Xiuzhou will have a brighter future and greater development potential. Based on such an industrial cluster and top-end digital economy, it is working to create favorable conditions for the development of the top-end information service industry.
