What will happen when Jiaxing’s manufacturing sector is equipped with a smart “brain”?

In the national-level intelligent manufacturing demonstration factory of the functional polyester fiber of Tongkun Holding, all kinds of automation equipment work orderly, full of future features. In the Digital and Intelligent Operation Center of the Group, the highly efficient digital brain generates more than 15 billion data every day. Managers can know the operation of the Group when they just click the mouse of the computer.

In the process of rolling or winding yarns, equipment breaks are the main factors affecting production, but now they are judged by an intelligent system,” said Xu Yanhui, manager of Department of Information Management of Tongkun Holding. Now the system can accurately record how many times the equipment breaks, and how long the breaks and the break time intervals last in a period of time.

Based on the machine vision AI algorithm, 5G intelligent inspection robots can accurately identify the defects of fiber bundles to improve product quality. The machine vision technology can obtain appearance images; the intelligent appearance detection equipment of the POY can directly detect online appearance indicators... Through digital and intelligent technologies, 99% of the faults of the workshop equipment can be identified, and the equipment maintenance cost declines by 10%.

An enterprise is like a “magnifying glass”. The story of the intelligent manufacturing demonstration factory further proves the digital and green transformation of the manufacturing sector greatly benefits enterprises and shows  promising development prospects.

In 2022, Jiaxing took the lead in Zhejiang in implementing the digital and green transformation of the manufacturing sector. In the first five months of this year,  Jiaxing invested 23.02 billion yuan in 2,126 manufacturing projects to support them to participate in the digital and green transformation, reducing the consumption of 231,400 tons of standard coal.

At present, technological transformation has become an important means for enterprises to achieve strong competitiveness and high-quality development.

Tongxiang City has implemented the project strengthening head enterprises and middle-tier enterprises and consolidating industrial foundations, and vigorously developed private enterprises so that enterprises’ technological transformation investment accounts for 50% of total industrial investment; Haining City has established a database for key technical transformation projects of “New Project of Revitalizing Haining” to support the technological transformation of private enterprises, and two more percentage points of subsidies are provided for the technological transformation based on the original subsidies; Pinghu City has endeavored to stabilize industrial chains and supply chains, and provided maximum 5% of subsidies for the purchase cost of enterprises’ first order that meets the requirements ... Now the whole Jiaxing is implementing effective measures to activate enterprises’ internal driving forces of the technological transformation.

By the end of this year, the investment in manufacturing sector will total more than 100 billion yuan, and strive to get it up to 110 billion yuan, and the technological transformation investment will grow by 10%.

Strengthen industrial chains to enhance development quality by reestablishing industrial clusters

In Jiashan, thousands of components used for a set of integrated circuits can be produced just within a coffee break.

Such highly efficient and well integrated industrial ecology arises from the scale effect of the coordinated efforts of “chain chiefs”, “chain heads” and the enterprises as “little giants” that are specialized and sophisticated and produce new and unique products.

In the Honor Semiconductor Materials (Jiashan) Co., Ltd. located in Beichuang Sci-Tech Industrial Park of Economic and Technological Development Zone of Jiashan, various sizes of wafer packaging boxes are jointly produced by each  different dust-free workshops. This company is an important upstream enterprise of the integrated circuit industry chain of Jiashan.

“The Yangtze River Delta is the most active region in developing the semiconductor industry in China, and the new production base must be established close to customers,” said Liu Guohua, general manager of the company, which chose to establish its new production base in Jiashan mainly because there are many important customers gathering there.

Glaxycore Microelectronics (Zhejiang) Co., Ltd. is one of the important customers mentioned by Liu Guohua. In this company’s production workshops, robot arms can grab one tiny wafer after another accurately and quickly, and then packaging and wafer test machines complete packaging and testing processes.

As a “chain head ” of the advanced integrated circuit manufacturing cluster, this company achieves now an annual output value of nearly four billion yuan. Moreover it has helped Jiashan introduce many upstream and downstream enterprises.

According to Jin Xiao, deputy director of Department of Investment and Talent Attraction of Economic and Technological Development Zone of Jiashan, this company has attracted more than 12.5-billion-yuan investment in related industries since its settlement. Now the localization rate of its equipment in Jiashan reaches 95%, of which more than 65% are provided by local enterprises.

This year, this company has launched a new project, which is to be put into operation in 2026, and the annual output value of the whole company then will exceed 10 billion yuan.

Industrial chain can attract upstream and downstream industries and promote local economic development. Focusing on eight key advanced manufacturing clusters such as chemical new materials, photovoltaic energy and integrated circuits, Jiaxing has established a “chain chief and chain head” system for the advanced manufacturing sector this year with the main leader of the CPC Jiaxing Municipal Committee and Municipal People’s Government of Jiaxing as the “general chain chief”, and a municipal-level leader as the “chain chief” of each industrial chain to improve the future development through reestablishing industrial clusters.

“We have chosen more than 100 key enterprises to participate in over 100  matching activities for industrial clusters and chains to create an industrial ecology that consists of major industrial chains and clusters to enlarge the scale of industrial clusters and build a strong intelligent and innovative city,” said an official from Bureau of Economy and Information Technology of Jiaxing. In the first six months of this year, 415 “industrial chains and industrial clusters” matching activities were organized, attracting 891 enterprises to participate. In those matching activities, Jiaxing attracted the order amount of 2.06 billion yuan, 46 industrial projects and 347 professionals.

Work jointly to for the future development through innovation

Driven by the new industrial layout, enterprises and industries radiate strong development vitality now in Jiaxing.

The first provincial-level list this year of the middle and small-sized enterprises as “little giants” that are specialized and sophisticated and produce new and unique products was released several days ago, and 164 enterprises of Jiaxing were included into the list, ranking third in Zhejiang. Up to now, there are 152 state-level and 1,329 provincial-level “little giants” enterprises, both ranking third in Zhejiang. The total number of “little giants” ranks 20th in the cities across the country and fifth in all prefecture-level cities.

In face of today’s situation with emerging industries as the center, what has been done in Jiaxing to stimulate the new driving forces of its traditional advantageous industries?

On the one hand, Jiaxing has upgraded in an integrated and systematic way its development strategies: “release of caged birds for new ones” “industrial vertical development” and “green and digital transformation of the manufacturing sectors” to further upgrade traditional industries and create new development advantages. On the other hand, a number of local enterprises of traditional industries have broken development barriers and made innovative development.

In Jiaxing, emerging industrial clusters have achieved joint development such as the next generation of network communication, photovoltaic energy, new energy vehicles and their components; the “135N” advanced manufacturing cluster has made vibrant progress, constantly expanding the fields and quality of new quality productive forces.

Future-oriented industries are the key to cultivating new growth drivers, boosting high-quality economic development, and gaining new competitive advantages in the future. Today’s future-oriented industry is tomorrow’s strategic emerging industry, and the pillar industry of the day after tomorrow.

To this end, Jiaxing will vigorously develop three major future-oriented industries with a certain foundation and a strong development momentum, namely, artificial intelligence, life science and future-oriented energy; second, the city will plan the development of the future-oriented industries with great long-term potential such as the next generation of semiconductors, flexible electronics, commercial aerospace, low-altitude economy and industrial metaverse; third, it will encourage each county, county-level city and district to plan future-oriented industries with local characteristics according to their own resources and advantages.

Now Jiaxing is upgrading traditional industries, developing emerging industries and planning future-oriented industries. It will carefully plan key projects to boost the development of traditional, emerging and future-oriented industrial clusters. “In the second half of the year, we will strive to reserve 30 projects each with one-billion-yuan investment, and commence the construction of 30 new projects each with an investment of one billion yuan,” said an official from Bureau of Economic and Information Technology of Jiaxing. Driven by such leading industries as Tongkun Holding, Xin Feng Ming Group, and Satellite Chemical (STL), Jiaxing is building a world-class chemical new material industrial cluster, strive to build a national-level intelligent photovoltaic manufacturing cluster, make traditional industries radiate new vitality such as the industries concerning the production of zongzi, silk and soy sauce, and further strengthen the influence of Jiaxing as a national-level new industrialization demonstration base for electronic information technologies.
