In front of the building that is taking shape gradually, Yang Weiping, a constructor, said proudly, “People say it is becoming increasingly beautiful here. After this project is completed, I’ll take my family here for a visit and tell them I have participated in its construction.”

As is a worker from Zhejiang Nanhu Construction Co., Ltd., Yang Weiping has worked as a steel fixer in the construction site for more than 20 years. He has worked in the construction site since the project Jiaxing Fashion Sports Center located in the Economic Development Zone of Jiaxing (hereinafter referred to as the Zone) started its construction in November 2023. Turning the visual effect image of the building into a real one is a new goal for him and his workmates.

High-standard livelihood projects are the foundation for high-quality supplies. Since this year, the Zone has fully implemented people-centered ideas, made full use of the opportunity of building the Zone into a main urban area, resolutely constructed high-quality livelihood projects, implemented “Special Action for Improving the Achievements of Common Prosperity”, increased investment, improved mechanisms, etc. to provide top-quality public services in the main urban areas of Jiaxing.

Every year, 80% of the disposable government revenues are spent on improving people’s livelihood, which can be obviously proved by the data and specific livelihood projects of the Zone. Till now this year the Zone has arranged 90 people’s livelihood projects for childcare education, health care, culture & tourism, sports, infrastructure, ecological environment, public services, quality improvement, elderly care and talent apartments. The investment of those projects reaches 26.68 billion yuan, including 46 key projects each with a total investment of more than 50 million yuan.

The Zone has constructed the largest neighborhood center with the most functions and highest construction quality in Zhejiang. It is Shuangxi Lake Jialin Center, now under rapid construction. Including the prominent landmark street corner, themed atrium space, waterfront plaza, observation platform and community traffic hub, this center integrates the functions of the bus station, community health service station, the CPC service center for the masses, government affairs service center and health development center to provide one-stop all-weather life services for residents of all ages.

“At the beginning of the design of the Center with the theme of ‘Lively and Sweet Life’, two months were spent on seeking advice from the people. Finally this center adopted many of their opinions, and systematically integrated 27-category 89-item functions to make residents enjoy a high-quality life,” said Zhang Jiemin, secretary of the Party Working Committee of Changshui, a sub-district of the Zone.

People’s livelihood projects should be high-quality and inclusive. They should pay close attention to people’s needs. Mr. Yan, 30 years old, just came to Jiaxing to work not long ago. After knowing the information on affordable rental housing released by the Zone, he immediately came to have a look at the house and signed the lease contract. “Although it is an affordable house, it is in good condition and fully furnished,” said he. What makes him happier is that the payment is flexible. The rent is paid monthly, and he only needs to pay a the deposits just equal to one month’s rent. It is perfect for him who has to change workplaces irregularly since the company’s projects are not always in the same place.

People’s livelihood projects cover peoples’ daily necessities. The Zone has set the target that it provides the best public services in the main urban areas of Jiaxing. For example, in the Super Future Community of Shuangxi Lake just with an area of 5.3 square kilometers, 27 people’s livelihood projects are arranged here to implement the urban development model that public services should go before other issues.

The Zone has strengthened its strong points and addressed its weakness  constantly, and constructed a number of projects for education, elderly care and talent apartments. In 2024, the Zone provided 12,060 more school places for primary and junior students, more than 2,600 elderly care beds and more than 1,200 talent apartments.

87.9% of 50 provincial-level and municipal-level people’s livelihood projects the Zone constructs have been completed as of the end of this June. Among them, 26 have been completed ahead of the annual targets, and 12 are faster than the construction schedule and average progress such as the projects “Upgrading Old Urban Residential Complexes” and “Constructing Charging Piles for New Energy Vehicles”. In the hot summer, people like to play with water. In the Swimming Pool of Yuhua Changshui Experimental School located in the Zone, the children loving to swim can receive free swimming training, learning kicking out of the pool and breathing in the water, etc. Guided by professional coaches, they can master swimming skills and enhance self-protection awareness and survival ability.

The Zone endeavors to accelerate the construction of people’s livelihood projects as early as possible by simulating administrative examination and approval procedures to ensure that land, capital, etc., are sufficiently provided as scheduled. In the first half of this year, 29 hectares of land were transferred for livelihood projects, accounting for 35% of the total supplies of the land.

“The Third Plenary Session of the 20th CPC Central Committee proposed that further comprehensive reforms be inspired and guided by the objectives of promoting social fairness and justice and improving people’s well-being, and adhering to the people-centered development is one of the major principles,” said Gao Chuanhong, director of the People’s Livelihood Division of Economic Development Zone of Jiaxing. The Zone will continue to adhere to the people-centered development, put into practice various policies beneficial to the people and take more measures to serve the people and solve their concerns to constantly enhance their sense of fulfillment, happiness and security.
