The construction of Suzhou-Taizhou Expressway (Phase II) started in 2022, and that of its bridge spanning the Grand Canal started this July, and its bridge spanning the Changshan River was put into operation this October. Besides the construction workers of this expressway, you can also see supervisors and monitors in the construction site, who are responsible for supervising the construction of the expressway.

The Suzhou-Taizhou Expressway is the first ten-billion-yuan expressway invested by a country. Its section running from Nanxun to Tongxiang and its connection line Tongxiang-Deqing Expressway (Phase II) are about 44 kilometers long. Additionally, there are nine-kilometer long connection lines connecting Wuzhen (South) and Fengming Interchange. The whole investment of those projects in Tongxiang totals about 18.011 billion yuan and the construction period is three years.

Integrity plays a basic role in ensuring the steady and sustainable construction of the project. At the outset of the project, the Commission for Discipline Inspection of the CPC Tongxiang Municipal Committee and the Municipal Supervisory Commission of Tongxiang established an supervision alliance with the supervision agencies of Zhejiang Communications Construction Group Co., Ltd. and Zhejiang Institute of Communications Co., Ltd. to jointly supervise the issues such as land expropriation, resettlement, fund management and changes of the project, and helped the smooth progress of the project by establishing clean governance observation stations, dispatching clean governance supervisors, making irregular inspections, etc. 

The disciplinary inspection and supervision organs are the specialized supervision organs of the Party and nation. Such municipal-level organs of Jiaxing have supervised the construction of major projects. At the beginning of this year, Jiaxing issued “Implementation Plan for Strengthening Political Supervisions to Implement the Decisions of the 20th CPC National Congress and Build Jiaxing into an Important Central City in the Yangtze River Delta”, and this year has conducted 1,324 rounds of supervisions of the issues mainly on common prosperity, integrated development of the Yangtze River Delta, three “No. 1 Projects”, and the work on ensuring the success of the Asian Games Hangzhou.

The Commission for Discipline Inspection of the CPC Jiaxing Municipal Committee and the Municipal Supervisory Commission of Jiaxing have conducted the special supervision over the “No. 1 Opening-up Project” of the “sweet potato economy”（sweet potato economy means the markets and resources of enterprises are both outside Zhejiang, which encourages enterprises like plants to go out to make their “vines” grow in all directions, but their “roots” are still in Zhejiang) to build Jiaxing into a center of the integrated development of the Yangtze River Delta, and have helped to resolve 115 bottlenecks and improved 40 systems through supervising the construction process, implementation of policies, officials’ fulfillment of duties.

The supervision over “key minority” is an important content of the political supervision. The Commission for Discipline Inspection of the CPC Jiaxing Municipal Committee and the Municipal Supervisory Commission of Jiaxing have made political supervisions of newly appointed chief officials of eight units in terms of integrity, the problems they should settle and the responsibility they should assume, issued rectification notices to some departments which had violated disciplines and laws or committed crimes or failed to perform their duties, assisted the CPC Jiaxing Municipal Committee in talking with the main leaders of the Party committee of relevant departments to urge them perform their political responsibilities for the Party building. The discipline inspection and supervision organs have worked to support the Standing Committee of the CPC Jiaxing Municipal Committee to hold special meetings to hear the reports made by the members of the Standing Committee of the CPC Jiaxing Municipal Committee and the members of the standing committees of the CPC committees of each county (county-level city and district) on their fulfillment of responsibilities, carried out regular inspections to ensure the principal responsibility and supervision responsibility for full and rigorous Party self-governance are assumed to enhance the efficiency of the political supervision.

The scope of the political supervision is broad, so it must be continued persistently. To make it specific, precise and regular, the Commission for Discipline Inspection of the CPC Jiaxing Municipal Committee and the Municipal Supervisory Commission of Jiaxing have made new efforts to explore new paths and approaches of political supervisions. According to the decisions and deployment of the CPC Central Committee, and the actual situation of Jiaxing, the Commission for Discipline Inspection of the CPC Jiaxing Municipal Committee and the Municipal Supervisory Commission of Jiaxing have focused on major issues and officials and issued “Supervision Catalogue” which includes 76 items, clearly listing supervision tasks. In addition, the Commission for Discipline Inspection of the CPC Jiaxing Municipal Committee and the Municipal Supervisory Commission of Jiaxing have compiled a book of negative cases in recent years, listing “unacceptable” cases to “mark the bottom line and draw the red line” for the departments and officials.

“In order to implement the ‘Supervision Catalogue’, we regularly review it and explore the reasons why the problems occur, and supervise the whole supervision process by establishing and implementing the work mechanisms ‘monthly review plus bi-monthly coordination’ and ‘quarterly reminder plus semi-annual supervision and guidance’, ” said an official. Now the Commission for Discipline Inspection of the CPC Jiaxing Municipal Committee and the Municipal Supervisory Commission of Jiaxing are building a “three-dimensional network” of political supervisions by coordinating with the discipline inspection and supervision commissions of each county (county-level city and district) of Jiaxing.
