Yesterday morning, the Conference of the 20th Anniversary of the Construction of Peaceful Jiaxing was held in Jiaxing, which summed up and reviewed the construction process of Peaceful Jiaxing, and studied and planned how to promote high-standard Peaceful Jiaxing in the future. Chen Wei, secretary of the CPC Jiaxing Municipal Committee, stressed that we must fully learn and implement Xi Jinping Thought on the Rule of Law, General Secretary Xi Jinping’s important instructions on law and order, and General Secretary Xi Jinping’s speech made in his inspection in Zhejiang and earnestly implement the guiding principle of the Conference of the 20th Anniversary of the Construction of Peaceful Zhejiang; guided by the comprehensive peace and security philosophy, we must apply a holistic view on national security, maximize the advantages of the comprehensive peace and security work mechanism to promote the innovation of ideas, systems, mechanisms and methods, improve legalized, socialized, professional and intelligent construction of Peaceful Jiaxing, and build higher-level Peaceful Jiaxing and Jiaxing into a model city of Peaceful China initiative; we must shoulder more responsibilities and take the lead in creating a peaceful and secure environment for Jiaxing to build an important city in the city cluster of the Yangtze River Delta and for Zhejiang to serve as a pioneer and write a new chapter in the journey towards Chinese modernization. Li Jun, deputy secretary of the CPC Jiaxing Municipal Committee, also mayor of the Municipal People’s Government of Jiaxing, presided over the conference, and other municipal leaders attended the conference such as Gao Linghui, Chen Lizhong and Shuai Xielang.

Over the past 20 years, we have unswervingly marched forward along the peace and security road guided by General Secretary Xi Jinping, and achieved progress both in development and security, consolidating both political security and the Party building, enhancing the people’s sense of security and satisfaction, strengthening the governance at source and back-end supervision, optimizing social environment and business environment and integrating intelligent prevention and control of crimes and public participation in crime prevention and control, which has brought about high-quality development and high-level peace and security. Twenty years of practices have inspired us that the construction of Peaceful Jiaxing must take the Party’s leadership as the fundamental guarantee, put the people first, strengthen foundations and intelligent governance, and take officials’ daring to take on responsibilities as a key factor, according to Chen Wei

Chen Wei emphasized that we must accurately grasp new situations, tasks and challenges, and constantly strengthen our sense of mission to shoulder more responsibilities, always maintain clear-headed and vigilant to effectively enhance our creativity, innovation and executive force; we must focus on major work, and use the achievements in the construction of Peaceful Jiaxing to obtain comprehensive and systematic progress in the modernization of social governance; we must uphold the awareness of first accountability, and deeply improve the work system and capacity for safeguarding national political security to enhance our ability in preventing political risks; we must optimize value-added services, maintain the order of the market economy in accordance with the law, continuously deepen enterprises-related law services and strengthen intellectual property protection in an innovative manner to enhance our ability in safeguarding economic development; we must take early measures to prevent risks including those not so serious ones, adhere to and develop the “Fengqiao Experience” of the new era, prevent, defuse and deal with risks and conflicts to enhance our ability in eliminating risks and mediating disputes; we must address symptoms and root causes, strengthen social security management, workplace safety supervision, and schools’ safety management to enhance our ability in guarding public security; we must adhere to joint prevention and control of risks and conflicts, enhance the effectiveness of each peace and security “cell”, arouse people’s participation enthusiasm and strengthen intelligent prevention and control to give full play to the roles of primary-level units; all levels of Party committees and governments must implement the requirements on high-quality teams of cadres, innovative talents & entrepreneurs and workers, make strict management of them and meanwhile care for them sincerely, motivate them to shoulder responsibilities and actively fulfill their duties to build a dedicated, people-oriented, determined and clean law enforcement team to safeguard the law and order, according to Chen Wei.

Li Jun stressed that all localities and government departments must take a higher political stance to ensure the law and order, create new achievements to strengthen confidence and determination, strengthen weak points, give play to advantages, and go ahead as a model to maintain the law and order; we must take a more proactive approach for risk prevention and control, improve the mechanism for timely detection and effective solution to problems to ensure that various risks and hidden dangers can be discovered, defused and dealt with as early as possible; we must take more effective measures for workplace safety, implement “Three-year Action”, make regular detection and prevention of hidden risks and dangers, focus on efforts in fire control, urban safe operation, flood and typhoon prevention to ensure workplace safety; we must take more strict measures to guarantee the fulfillment of responsibilities, strengthen the organization, leadership, inspection, supervision, publicity and guidance to create a good atmosphere for different levels of government departments to fulfill responsibilities.

The conference was held through video. At the conference, the representatives from Bureau of Public Security of Jiaxing, Bureau of Emergency Management of Jiaxing, Haiyan County, Jiashan County, Xinfeng Town and Wutong Sub-district made exchange speeches, and those from Bureau of Education of Jiaxing, Gaozhao Sub-district, Guangchen Town and Xiashi Sub-district made written exchanges.
