Fellow deputies,

On behalf of the Municipal People’s Government of Jiaxing, I will now report to you on the work of the government for your deliberation and approval and also for the comments from the members of the Jiaxing Municipal Committee of the CPPCC and the comrades attending the session without voting rights.

I. A Review of Our Work in 2024

In 2024, facing complicated and severe external environment, and arduous and challenging development tasks, the Municipal People’s Government of Jiaxing followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the guiding principles of the Party’s 20th National Congress, the second and third plenary sessions of the 20th CPC Central Committee, and General Secretary Xi Jinping’s important instructions made during his inspection in Zhejiang. Under the correct leadership of the CPC Jiaxing Municipal Committee, the Municipal People’s Government of Jiaxing fully and correctly implemented the new development philosophy on all fronts, faithfully implemented the “‘Double-Eight’ Development Strategy”, forcefully promoted “Ten Major Projects” and three “No. 1 Projects”, accelerated efforts in building an important central city in the city cluster of the Yangtze River River Delta, completed the goals set by the fourth session of the Ninth Municipal People’s Congress of Jiaxing, and forged ahead with solid steps inpromoting the economic and social high-quality development of Jiaxing.

Over the past year, we resolutely shouldered the responsibilities of Jiaxing as a major economic hub, steadily reinforcing the momentum of economic recovery and development. Acting on the principle of seeking progress while maintaining stability, promoting stability through progress and establishing the new before abolishing the old, we worked to stabilize growth, expand demand, and drive industrial transformation to propel economic development, optimize economic structures and solidify positive development trends. Our gross domestic products (GDP) reached 756.95 billion yuan, a growth of 5.6% year on year; the total fiscal revenue and general public budget revenue reached 107.36 billion yuan and 63.87 billion yuan respectively, both remaining third in Zhejiang; the added value of the industrial firms above the designated size increased by 7.1%; the total export and import volume increased by 9.3%, and total retail sales of consumer goods increased by 5.3%, reflecting steady economic progress with enhanced quality and efficiency.

Over the past year, we firmly prioritized high-quality development, continuously unleashing new growth drivers and competitive advantages. By deepening innovation, reforms and opening up,our R&D investment intensity rose to 3.56%, second in Zhejiang. We scored milestone successes: Jiaxing was designated as one of the first national pilot cities for new-model technological transformation ofthe manufacturing sector;we established Zhejiang Center of National Technology Innovation Center of the Yangtze River Delta, had our informatization and intelligent transformation initiatives in the manufacturing sectorrecognized by the State Councilas exemplary cases of implementing the policies on the large-scale equipment renewal and the trade-in of consumer goods for nationwide promotion, and won Sci-Tech Innovation Tripod of Zhejiang and “Tiangong Tripod of Zhejiang Manufacturing once again; ourprogress in 19 aspects such as digital economy development, transportation infrastructure construction and farmland conservationreceived commendations from the provincial government of Zhejiang, the most in number in recent years.

Over the past year, we consistently implemented the people-centered development philosophy, achieving solid and effective progress in improving people’s livelihoods. We adhered to making the enhancement of public welfare the starting point and ultimate goal of the government work, providing high-quality public services (Good Care for Children, Excellent Education for Students, Decent Pay for Workers, Quality Medical Care for the Sick, Health Care for the Elderly, Liveable Housing for the People and Support for the Vulnerable), and were selected as a national pilot zone for school-family-societycollaborativeeducation; our experience in constructing primary-level comprehensive pilot zonesbecame national models; the accessibility of our “15-minute public service circles” ranked first in Zhejiang, andrural residents’ incomes remained the highest in Zhejiang. We worked harder to improve workplace safety, reducing the number of workplace accidents and fatalities by 9.2% and 7.8% respectively, and secured the honor “Safe City of Zhejiang” for the 19th consecutive year.

Over the past year, we focused on the following eight areas:

1. Fully implementing policies to exert their guiding roles. We took proactive and timely measuresto establish the mechanisms for early policy research and efficient execution and leveraged the policies to their fullest potential. We created favorable conditions for efficiently implementing preferential policies, established a policy team to refine and implement the central government’s policies and provincial upgraded “8+4” policies, rolled out special measuresto improve industrial economy and service sectors and settle firms difficulties, provided 46.17-billion-yuan policy-related funds, and worked to secure and reserve more projects on implementing major nationalstrategies and building up security capacity in key areas. Our 22 projects received 6.86 billion yuan from ultra-long special treasury bonds, and we secured 40.22-billion-yuan special-purpose bonds and 1.18-billion-yuan central budgeted investments, whichall set record highs. We implemented the policy on large-scale equipment renewal and the trade-in of consumer goods, pioneered related supporting policies in Zhejiang, expanded subsidy categories and streamlined subsidy application processes to make the subsidy policies be implemented as soon as possible. We secured 660-million-yuan ultra-long treasure bonds forlarge-scale equipment renewal, and honored 1.12-billion-yuan subsidies for the trade-in of consumer goods.

2. Leveragingdigital and green upgrading of the manufacturing industry to steadily upgradeindustrial development. By prioritizing the digital and green upgrading of the manufacturing industry as a key driver, we enhanced production efficiency and unlocked industrial potential. The added value of the industrial firms above the designatedsize achieved an average annual growth rate of 7.4% over two years, solidifying the role of those firms as stabilizing forces. We accelerated efforts toimprove the quality and efficiency of the digital and green upgrading of all manufacturing industrial firms above the designated size. A total of 2,679 projects were upgraded, saving 405,000 tons of standard coal equivalent and 867,000 tons of water. These efforts spurred 97.79-billion-yuaninvestment in the manufacturing industry, ranking second in Zhejiang. The warehousing and logistics digitalization rate, production digitalization rate and the number of the enterprises of DigitalizationLevel 3.0” all ranked first in Zhejiang. Our industrial capacity was further strengthened. By providing strong operational supports for key industries, sectors and firms, we accelerated efforts to advance major projects such asPetrochemical Co., Ltd., of Tongkun Group, and Zhonghong New Materials of Xin Feng Ming Group. STL Energy Co., Ltd., (Phase III) and StarPower Semiconductor Chips went operational. A total of about 974 hectares of industrial land was allocated, ranking first in Zhejiang. The added value of 17 major traditional industries grew by 13.3%. All seven counties (county-level cities and districts) were upgraded to top industrial ones of Zhejiang. Our efforts in helping firms obtained benefits. By holding enterprise-industrial chain matchmaking campaigns, we integrated and optimized enterprise-oriented service platforms.The outstanding loans to small and micro businesses grew by 13.4%, reducing corporate burdens by 29.57 billion yuan. We deepenedthe value-added reforms of government services, and our unintrusive monitoring indexes of business environment remained among top three in Zhejiang. Our national-level intellectual property protection center was put into operation, and comprehensive intellectual property protection work was recognized as a national exemplary case for optimizing business environment. We issued the firstcard that integrated foreigners’ work permits and social insurance cards in China.

3. Working hard to boost demand to energize development momentum. By adapting to domestic and international market shifts, we worked to expand domestic demand and stabilize foreign demand to consolidate the foundation for economic growth. The investment in major projects achieved steady progress. We deepened the implementation of our “551” Initiative for expanding effective investment. 38 new provincial-level projects of the Initiative “1,000 Projects andOne Trillion-yuan Investment Per Year all started their construction; 23 projects were included into the national major project database; accordingly we obtained a construction land use quota of about 1,694 hectares, and 3.745 million tons of standard coal equivalent of energy secured for key projects.Foreign trade and investment achieved quality and stable development. We launched the campaign for firms to expand markets and secure orders, introduced policies for high-quality cross-border e-commerce development, and extended bonded maintenance services outside specialcustoms supervision zones to global markets. Jiaxing Free Trade Zones was included into national “Category A” free trade zones for the first time in the evaluation of national free trade zones. Foreign investment promotion mechanisms were optimized. 14 projectsreceived provincialpolicy incentives for foreign capital attraction, and 33 ones were included into the key projects of Ministry of Commerce. Our actual utilization of foreign capital reached US$2.61 billion (ranking third in Zhejiang).Consumer markets were revitalized. We leveraged policies for the trade-in of consumer goods, organized a series of promotional campaigns and introduced 50 high-quality factory outlets. Sales of new energy vehicles, green home appliances and smart home products surged by 33.6%, 108.8% and 268.8% respectively. Puyuan Woolen Fashion Industry Park was designated as one of the first provincial high-level innovation zones of the service industry, and Jinsanta Silk and Shendang Soy Sauce and Shaoxing Wine were both recognized as China Time-honored Brands. Tourists to Jiaxing and tourism incomes increased by 15.9% and 16.9% respectively, and overnight tourists increased by 26.6%, ranking first in Zhejiang.

4. Leveraging sci-tech innovation to advance the development of new quality productive forces. The fiscal investment in sci-tech innovation increased by 18.1%, with the innovation index ranking second in Zhejiang. Wuzhen Summit2024 ofthe World Internet Conference was successfully hosted. Sci-tech innovation capacities were further strengthened. We issued the policies on promoting high-quality development of new-type R&D institutions and enhancing corporate innovation capabilities. We issued China’s first local standard in sci-tech finance. The national key laboratory Biomedical Analysis of Nanhu Lab went operational.Yangtze Delta Region Institute of Tsinghua University, Zhejiang, established the National Advanced Model Animal Research Center. Yangtze River Delta Academy of Beijing Institute of Technology gained approval to independently recruit postdoctoral researchers. The new campus of Lab of Flexible Electronics Technology of Tsinghua University was put into operation, and the R&D centers of Battero Tech and headquarters LONGi Solarstarted operations.579 more enterprises were certified as national hi-tech ones. Jiaxing ranked among the top 20 cities nationwide in talent attraction. Our technology commercialization index ranked second in Zhejiang, with the growth rate taking the leadin Zhejiang. Advanced manufacturing industries achieved rapid development. We further implemented the “135N” initiative to cultivate advanced manufacturing clusters, and co-established two national-level advanced manufacturing clusters: Industrial Machine Tool of Eastern Zhejiang and Modern Textile & Apparel of Hangzhou Bay.Optoelectronic Devices of Jiashan and Metal Cutting Tools of Haiyanwere both recognized as National SME Characteristic Industrial Clusters, and six industries were shortlisted for the third characteristic cluster cores and synergy zones of Zhejiang, the most in number in Zhejiang. The added value of equipment manufacturing, strategic emerging industries, and the core industryof digital economy grew by 10.7%, 9.3%, and 8.1% respectively. We issued policies in favor of the development of AI, hydrogen energy and low-altitude economy.Hydrogen energy and nuclear technology industries were included into the pilot zones of future-orientedindustries of Zhejiang. Jiaxing was approved to build a provincial-level airport-related economic zone. Computing power of four 10,000-GPU computing clusters were put into operation, the largest scale in Zhejiang. The scale of high-quality firms were further enlarged. We refined the system of fostering various levels of enterprises, i.e., strengthening leading firms, and supporting SMEs to take the development path of being specialized and sophisticated and produce new and unique products. Seven firms were included into Top 500 Private Companies of China.Three more enterprises were upgraded to provincial-level“Eagle Enterprises”, and 51 more to national-level “Little Giants (which are specialized and sophisticated and produce new and unique products), with the Little Giants totaling 203, ranking 5th among the prefecture-level cities of the country.

5. Constructing transportation infrastructure to vigorously implementthe Primary Strategy” of Jiaxing. The “Shanghai-Jiaxing Comprehensive Integrated Development” initiative was incorporated into the State Council’s policy on advancing the integrated high-quality development of the Yangtze River Delta. We obtained 18 new experiences in integrated institutional innovation. The construction of the highway-railway-waterway-airport transport hub was accelerated. We vigorously advanced and accelerated the construction of transportation infrastructure, and prioritizedthe construction of major transportation projects. The transportation investment reached 43.7 billion yuan, setting a new record. We started the expansion of Zhapu-Jiaxing-Suzhou Expressway, the elevation of Shanghai-Kunming Railway (within Jiashan County) and the construction ofthe expressway connecting Shanghai-Hangzhou Expressway and Jiashan. The progress was accelerated in constructing Nantong-Suzhou-Jiaxing-Ningbo High-Speed Railway, Shanghai-Jiaxing Intercity Railway, and Jiaxing Nanhu Airport. The construction of the main structure of Suzhou-Taizhou Expressway (Phase II) was completed. The firststage of the urban expressway (Phase III) of Jiaxingwas opened to traffic. North Zhejiang Container Waterway was put into operation. Jiaxing Port rose to the 60th place among the world’s top 100 container ports.The construction of Jiaxing’s river-sea inter-modal hub was recognized as a national model with lower logistics costs and higher quality and efficiency.Shanghai-Jiaxing integratedprogress gained a strong momentum. We proactively participated in the construction of the demonstration zone for integrated ecological and green development in the Yangtze River Delta region; key projects like ZJU Smart Oasis (Phase I) and Water Courtyard (Phase II)started construction;Digital and Intelligent Innovation Park commenced operations; Xiangfu Lab and Jiashan Fudan Research Institute were upgraded to a provincial-level new-type R&D institution; we successfully hosted the national conference on the construction of county-level high-quality development demonstration zones. We vigorously participated in co-drafting the Spatial Master Plan for Shanghai Metropolitan Circleand formulating a three-year action plan with Shanghai and Suzhou for the development of Hongqiao International Open Hub. Ten initiatives were selected as exemplary cases for the third anniversary of the construction of the Hongqiao International Open Hub. Regional integration was deepened. We made institutional innovations of the integrated development of the Yangtze River Delta.The cross-provincial administrative services were increased to 1,099 items. Our public transportation codes could be used in the cities of the Yangtze River Delta such as Shanghai and Ningbo.Our 528 medical institutions could settle medical expenses where they were incurred. The construction of the integrated cooperation pilot zonesHangzhou-Jiaxing, and Jiaxing-Huzhou progressed steadily, continuously elevating our collaborative development.

6. Integrating urban and rural development to enhance urban and rural functions and quality. Our territorial spacial master plans at the city, county and town levels were approved. 16 new zones were upgraded to provincial-level urban and rural model zones, continuously improving peoples life and work environment. Constructing the central urban areas progressed steadily. We implemented the initiatives to elevate the role of central urban areas, such as formulating a historical and cultural city protection plan, introducing favorable policies for metropolitan-oriented industries, streamlining the management system for the central urban areas’ development, acceleratingthe urban renewal of the areas of Chengbei and Minfeng, and launching the project South Lake World (Phase II). Urban meticulous management continued to be strengthened. Jiaxing was recognized as a national pilot city in improving small public spaces, and our clean and orderly environment gained widespread recognition. Our townsidentities were more distinctive. We comprehensivelyadvanced the development of the towns with unique styles; 10 more towns were upgraded to provincial-level beautiful towns, and 45 communities to provincial-level future-oriented communities. Yanguan Tide Music City (Phase I) was put into operation, and the influence of Wuzhen Theater Festival, Xitang Han Chinese Closing Festival, and Puyuan Fashion Week was further expanded, and the brand Welcome to Jiaxing, a City with the Best Ancient Towns in China became more popular. We further implemented Zhejiangs Green Rural Revival Program and strictly adhered to the responsibility systems for arable land protection and food security. Our experience in constructing large-scale high-standard farmland clusters was promoted nationwide;our “integration of multiple types of farmland” rate ranked first in Zhejiang, and the sown areas and yields of grain remained the largest in Zhejiang. Agricultural and rural modernization progress was accelerated. 11 kinds of local agricultural products were recognized as provincial-level specialties. “Four Seasons of Jiatian” was approved as a national public agricultural brand.We finished the construction of Jiaxing as a national pilot city in rural collective commercial land’s entry into the market and hostedthe conference on deepening “Zhejiangs Green Rural Revival Program, showcasing Jiaxing’s achievements in this respect. Jiaxing ranked first in the comprehensive evaluations of rural revitalization in Zhejiang.

7. Advancing ecological governance to achieve green development. We fully implemented provincial “811” PilotEcological Civilization Demonstration Initiative. Jiaxing was recognized as a provincial outstanding city in pollution prevention and control. Our innovative practices in coordinated pollution andcarbon reduction were promoted nationwide. We worked to settle the problems found by the ecological inspections of the central government, rigorouslyimplemented ecological inspection instructions and completed annual rectification tasks with high quality. Six initiatives were selected as provincial-level exemplary cases for inspection complianceincluding cross-border joint governance of rivers and lakes and agricultural non-point source pollution control. Ecological environment quality was further enhancedWe advanced source-basedenvironment pollution prevention, integrated pollution management, and deepened the construction of Jiaxing as a national pilot city of water ecological restoration. The state and province-controlled monitoring sections of rivers and lakesall remained the standard of Class III water quality or above. Jiaxing won a silver award of “Dayu Ding” in water quality improvement, and four caseswere recognized as the best practices of provincial-level “zero-waste cities, such as the cross-regional coordinated control of construction waste and effective utilization of straws.Air quality was further improved. We implemented 1,435 emission reduction projects, phased out 5,615 outdated diesel-fueled trucks and reached the air quality improvement targets set by the province, with the improvement of PM2.5 concentrationand the excellence rate of air both ranking second in Zhejiang.Green and low-carbon development was accelerated.We fully implemented the guidelines for accelerating green economic and social transformation, pioneered the first carbon inclusion trading platform and initiated pilot carbon access evaluations for energy-intensive and high-emission industries. Our innovative use of hydrogen energy in the transportation systemwasrecognized as a pilot program for building a country with strong, green and low-carbon transportation, and Tongxiang Citywas identified as one of first national pilot cities using thesmart “vehicle-road-cloud” integrated connected vehicle system.

8. Prioritizing projects for improving peoples livelihoods to vigorously enhance the peoples sense of fulfillment, happiness and security. We further improved the long-term mechanism for the peoples well-being, and strengthened inclusive, foundational and essential livelihood services, achieving second place in terms of the common prosperity evaluations in Zhejiang. Employment and social security work were reinforced. We launched special campaigns to stabilize enterprises development and create more job opportunities, and advanced the development of the skill-oriented society, creating 147,000 new urban jobs. We introduced policies and measures to support proactive childbirths, and steadily increased basic pensions, medical insurance benefits and urban and rural subsistence allowances. Childrens Welfare Home of Jiaxing was put into operation. Jiaxing was selected as a national pilot regional hub in assistance management. We fully completed housing delivery assurance tasks and constructed 28,900 units of affordable rental houses. Public services continued to be optimized. Educational equity and quality were enhanced. We passed the provincial-level evaluations of our national-level counties withuniversal and inclusive preschool education and national-level counties with quality and balanced compulsory education. Jiaxing was recognized as one of China’s first “learning-oriented cities”. We accelerated efforts to reach new heights in medical excellence, started the construction of Jiaxing Hospitalof the Yangtze River of the SecondAffiliated Hospital of Zhejiang University, accelerated the construction of the new campus of Second Hospital of Jiaxing and the expansion of Jiaxing Hospital of Traditional Chinese Medicine, and finished the construction of First Hospital of Jiaxing (Phase II). Jiaxing became a national model for compact medical communities and integrated medical-elderly care systems. We held many cultural events such as FolkDragon Boat Culture Festival, the 150th Anniversary Commemoration of Mr. Shen Junru, and the 100th Anniversary Commemoration of Mr. Jin Yong. Jiaxing Museum was designated as a national first-class museum. Jiaxings athletes won one gold and one bronze medal at the Paris Paralympics. Jiaxing Marathon was successfully organized.Social stability was maintained. We further integrated self governance, rule of law and rule of virtue, and actively responded to public voices and demands, resolving 98.7% of disputes locally. Our experiences in juvenile crime prevention and joint efforts in promoting schoolssafety were promoted across Zhejiang. We made effective responses to typhoons “Bebinca” and “Pulasan” and heavy rainfalls during the rain season, further enhancing our ability in preventing and mitigating disasters. We completed the construction of 36 livelihood projects of ten categories, including 105 model student canteens, 121 outdoor worker service centers, and 230 new community canteens andelderly canteens. The kitchens and bathrooms of 502 low-income households were upgraded. Xincheng Farmers’ Market became the first provincial five-star rural market, strengthening peoples sense of happiness.

Over the past year, we rigorously advanced the Party discipline education campaign, and achieved new progress in building a loyalty-oriented, service-driven, action-focused, law-based and integrity-governed government. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we systematically grasped the the evolution and development of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, constantly improved ability in studying and applying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to guide our practice and work, fully implemented the guiding principles of General Secretary Xi Jinping’s important speeches and instructions, firmly defendedthe establishment of both Comrade Xi Jinping’s core position on the Party’s Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and firmly upheld Comrade Xi Jinping’s core position on the Party’s Central Committee and in the Party as a whole and upheld the Central Committee’s authority and its centralized and unified leadership. We intensified efforts to tackle challenges in key projects and major initiatives, securing 33 national-level and provincial-level pilot programs. We gave played to the role of Jiaxing as a national model city for law-based governance, and maintained the leading position in the evaluations of the integrated administrative law enforcement reform in Zhejiang. In compliance with the law, we subjected ourselves to the oversight from the people’s congress and its standing committee and to the democratic oversight from the CPPCC. We handled 240proposalsfromthe deputies of Municipal Peoples Congress of Jiaxing and 373 proposals fromthe members of the CPPCC Jiaxing Municipal Committee. We exercised full and rigorous Party self-governance, kept our belts tightened, fought bravely against formalism, and alleviated burdens on grassroots units, and a healthy atmosphere of integrity within the government was further strengthened.

In parallel, we strongly supported the modernization of national defense and the military, made progress in the cooperation between undeveloped mountainous regions and developed coastal regions, and between the eastern and western regions of China, targeted aid initiatives, and paired assistance in the eastern and western regions of China. Much progress was made in the work on military-civilian mutual support initiatives, veterans affairs, ethnic and religious affairs, civil air defense, maritime defense, foreign affairs, overseas Chinese and Taiwan-related affairs, philosophy, social sciences, archives, meteorology and earthquake prevention, and new strides were achieved in the work on trade unions, the Communist Youth League, women, children, aging population, Red Cross Society, charity, and services for persons with disabilities.

Fellow deputies, the achievements of the previous year did not come easily. We owe our achievements to the sound guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to the correct leadership of the CPC Zhejiang Provincial Committee, People’s Government of Zhejiang Province and the CPC Jiaxing Municipal Committee, to the strong supports from the Municipal People’s Congress of Jiaxing, the CPPCC Jiaxing Municipal Committee and joint efforts of the people of the whole city. On behalf of the Municipal People’s Government of Jiaxing, I would like to express sincere gratitude to the people of the whole city, the deputies of the Municipal People’s Congress of Jiaxing, the members of theCPPCC Jiaxing Municipal Committee, retired comrades, democratic parties, people’s organizations, People’s Liberation Army and armed police forces stationed in Jiaxing, police, fire fighters, overseas Chinese and international friends who have cared about and supported our development.

We remain keenly aware that current economic and social development still faces multiple challenges. These primarily include: the foundation for economic recovery and growth needs further consolidation; investment, export, and consumption face pressures; certain industries and firms still face operational difficulties; there exist weak points in high-quality development such as insufficient momentum in sci-tech innovation, slower-than-expected progress in advanced manufacturing industries, and slow green and low-carbon transformation; there still exist weak points in improving the peoples well-being; high-quality public service supplies are still inadequate; capabilities in risks prevention and mitigation need to be further strengthened and intrinsic safety levels need to be further enhanced;there existsmuch room in some government departmentsfor improving service and governance efficiency. We will address these problems seriously through vigorous measures.

II. Governments Main Tasks for 2025

The year 2025 marks the concluding phase of the 14th Five-Year Plan and the critical period for formulating the blueprint of the 15th Five-Year Plan. The overarching priorities for this years work go as follows: We will firmly follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the guiding principles of the Party’s 20th National Congress and the guiding principles of the second and third plenary sessions of the 20th CPC Central Committee, and of the Central Economic Work Conference, fully implement the guiding principles of General Secretary Xi Jinping’s speeches made in his inspections in Zhejiang, earnestly implement the decisions and work deployment of the sixth plenary session of the 15th CPC Zhejiang Provincial Committee, and the sixth plenary session of the ninth CPC Jiaxing Municipal Committee, adhere to the principle of pursuing progress while ensuring stability, fully and accurately implement new development philosophy, faithfully implement the “Double-Eight Development Strategy” and work to narrow urban-rural, regional and income gaps. We will take high-quality development as our priority, reform and innovation as fundamental driving forces, and meeting the peoples needs for a better life as our fundamental purpose. We will continue tofirmly shoulder the responsibilities of Jiaxing as a major economic hub, reach the objectives and tasks of the 14th Five-Year Plan with high quality, and accelerate the development of Jiaxing as an important central city in the city cluster of the Yangtze River Delta to contribute more to writing a new chapter of Chinese modernization in Jiaxing.

The proposed major targets for 2025 go as follows:Regional GDP grows approximately by 6%; theadded valueof industrial firms above designated size grows by around 6.5%; total retail sales of consumer goods grow by about 5.5%;R&D intensity reaches 3.6%; the urban surveyed unemployment rate is kept within 5%; the CPI is kept below 3%; residents’ disposable incomesgrow broadly in line with economic expansions.

Key priorities for 2025:

1. Pooling efforts to seizeopportunities to ensure the effective implementation of policies with greater momentum

We will strengthen policyawareness, conduct in-depth policy analysis, proactively pursue policy supports, and maximize the multiplier effect ofintegrated policy measures.

We will efficiently implement the central government’s newly introduced policies. We will refine the work mechanisms for implementing newly introduced policies, strengthen policy research and publicity and strive for new policies from higher-level departments concerned togive full play to the policies roles. We will leverage the policies onimplementing major national strategies and building up security capacity in key areas as well as the policies on large-scale equipment renewal and the trade-in of consumer goods. We will accelerate the planning and progress of the projects supported by the policies onimplementing major national strategies and building up security capacity in key areas, expand the scope of the policies on large-scale equipment renewal and the trade-in of consumer goods, capitalize on the opportunities that special bonds-supported projects are approved by the province, vigorously pursue ultra-long special treasury bonds, central budgetary investments and special bonds, and strive to make their shares of Jiaxing account for 10% of the total of Zhejiang to give play to policy-driven roles.

We will intensify the implementation of the “8+4” upgraded policies, i.e. Zhejiangs package of policies in eight key fields and four element supply lists. We will fully, accurately and rapidly align with Zhejiangs eight priority policy packages and four lists of factors to ensure the policy execution through project-based, list-driven, and milestone-tracked approaches. We will optimize, integrate and upgrade municipal-level policy frameworks, issue targeted supporting measures and prioritize the feedback from SMEs to make policies implementation more precise, intensive and effective.

We will give better play to the role of financial policies. We will uphold the principle that finance should serve real economy, guide financial institutions to innovate products and improve financial supplies. We will strengthen the distinctive advantages of Nanhu Fund Town (a financial industry cluster) to enhance its financing driving effect. We will improvethe financing mechanisms of SMEs, support first-time loans, credit loans and revolving loans without principal repayment to stabilize or reduce financing costs and channel more financial resources into the real economy.

We will vigorously support the development of private economy. We will fully implement the “32-point policy package” for the development of private economy, refine the “Response-to-Enterprise’s Demand” mechanism to ensure efficient resolution of business challenges. We will reduce corporate burdens by over 23 billion yuan through tax and fee cuts and VAT rebates, and promote the new public-private partnership (PPP) mechanism to encourage private investment in industrial and infrastructure projects toenlargethe scale and improve the quality of the private investment. We will vigorously promote entrepreneurship, build a clean and proactive government-business relationship, nurture the next generation of high-caliber entrepreneurs, and create an environment that respects innovation, values entrepreneurial contributions, and amplifies entrepreneurs’ societal impact.

2. Pooling efforts to enhance sci-tech innovation capacities to accelerate the building of a high-level innovative city

We will continue to take innovation as the core driver of progress and deepen the integration of technological and industrial innovation to enhance the overall efficiency of the innovation ecosystem.

We will strengthen the construction of high-level sci-tech innovation platforms. We will actively collaborate to construct Sci-Tech Innovation Corridor G60, optimize the development of High-tech Industrial Development Zone of Jiaxing, amplify the leading role of the Yangtze Delta Region Institute of Tsinghua University, Zhejiang, establish Nanhu Lab into an internationally first-class facility, bolster the innovation hubs such as Yangtze River Delta Academy of Beijing Institute of Technology, Innovation Center of Yangtze River Delta of Zhejiang University, and Nanhu Research Institute of China Electronics Technology Group Corporation to forge a complementary and collaborative innovation platform system. We will intensify performance evaluations of new R&D institutions and optimize resource allocation based on sci-tech contributions to enhance innovation platforms driving forces.

We will strengthen the leading role of the firms as main innovation entities. We will implement the initiative for elevating corporate innovation capabilities, expand enterprises-based research institutes, support leading industrial firms to establish headquarters-based R&D centers and tech-leading firms to set up innovation consortia, encourage research platforms innovation resources to be opened to enterprises and fully implement the policy on granting an extra tax deduction on enterprises R&D costs to support enterprises to increase R&D investment. Our targets are to have 400 new enterprises designated as national high-tech enterprises and 1,000 SMEs as provincial sci-tech SMEs. We will promote the large-scale use of new technologies and products to ignite corporate innovation vitality.

We will build a hub for transforming sci-tech achievements. Guided by the principle of research being made for application and research achievements being workable, we will refine industry-university-research collaborative innovation systems, support academia-bank-enterprise matchmaking, and set up Sci-tech Achievements Transformation Center of Jiaxing to achieve technological transaction volumes of over 20 billion yuan. We will advance the construction of our national sci-tech finance reform pilot zone, leverage provincial high-end equipment industry funds and sci-tech mother funds, and improve the system for investing in early-stage, small-scale, long-term and hard-tech projects to accelerate the commercialization of innovation achievements.

We will integrate the development of education, technology and talent. We will build a strong city in education, technology and talent, deepen collaborations with Tsinghua University, Zhejiang University, Beijing Institute of Technology, Tongji University, etc., to create a model for education-tech-talent integrated development. We will  upgrade International Cooperation Education Exemplar Zone of Zhejiang University, support Jiaxing University to develop into a distinctive, innovative and comprehensive high-level university, Jiaxing Nanhu University into a top-tier application-oriented university, and Jiaxing Vocational and Technical College into a nationally leading higher vocational school. We will further implement the talent program Starsover the South Lake”, refine the mechanisms for attracting and nurturing talent and attract 100,000 more young graduates and 40,000 skilled professionals to Jiaxing. We will build a youth-friendly development environment to unleash creativity and innovation vitality of the whole city.

3. Pooling efforts to build a smart strong manufacturing and innovation hub to develop new quality productive forces based on local conditions

Focusing on new industrialization, we will accelerate the high-end, intelligent and green transformation of the manufacturing sector to continuously enhance industrial quality and efficiency.

We will upgrade traditional industries. We will improve the intelligent and green transformation efficiency of the manufacturing industry, support enterprises to increase technological investment, cultivate lighthouse factories of different industries, construct smart and green factories and strive to be a national pilot city for digital transformation of SMEs and to invest 100 billion yuan in the manufacturing sector. We will deepen the initiative Release of caged birds for newones and rebirth of phoenixes”, promote vertical industrial development, and adopt zero-land technological renovation models to enhance land utilization efficiency and industrial carrying capacities. We will revitalize classic industries and strengthen the influence of time-honored brands to inject new vitality into traditional industries.

We will nurture and strengthen emerging industries. We will strengthen the system of leaders of industrial chains leaders + key players of industrial chains, build globally competitive clusters of new materials, bolster photovoltaic and integrated circuit industries and create core zones of provincial-level distinctive industrial clusters. We will further integrate digital economy with real economy, develop smart IOT and high-end software industries, promote the large-scale applications of industrial Internet and strive to achieve a 7% growth in the added value of the core industry of digital economy. We will leverage the global influence of Wuzhen Summit of the World Internet Conference to attract more Internet companies and transform the permanent host city of the World Internet Conference into a hub for Internet-driven economic growth.

We will pioneer future-oriented industries. We will implement the AI+ initiative, and compete to build Jiaxing into a national-level and a provincial-level pilot zone of future-oriented industries. We will boost the computing power industry, accelerate the computing power projects from Runze Intelligent Computing, Alibaba, etc., to build a strong city in computing power. We will vigorously advance the life and health industry, focus on nuclear medicines and high-end medical equipment, and strive to create a national-level industrial demonstration base for isotopes. We will strengthen the hydrogen energy supply chain, expand the use of hydrogen-powered ships, buses and heavy trucks to build a hydrogen energy innovation hub. We will vigorously develop low-altitude economy by constructing infrastructure, nurturing market players and innovating the application scenarios low-altitude economy to establish a low-altitude economy demonstration zone.

We will strengthen high-quality enterprises. We will support leading enterprises to become industry giants, expand mid-sized enterprises with an annual output exceeding one billion yuan, provide more supports for enterprises to go public, foster unicorn companies and single-product champion companies, and encourage more enterprises to take root in Jiaxing. We will attract more “little giantsthat are specialized and sophisticated and produce new and unique products, refine the cultivation system for the growth of different tiers of enterprises, and build Jiaxing into A City of Little Giants’”. We will make continuous efforts in improving quality, standardization and brands reputation, guide enterprises in obtaining patents and promote premium products to enhance corporate competitiveness.

4. Pooling efforts to advance major projects and make multiple measures to bolster investment and sustainable growth

We will adhere to the principle of evaluating development achievements through projects progress, effectively leverage government investment to stimulate private investment, optimize investment structures and enhance investment efficiency.

We will draw up the development blueprint for the projects onimplementing major national strategies and building up security capacity in key areas, proactively align with national and provincial master plans, prioritize industrial projects, new quality productive forces and strategic development directions, meticulously plan high-impact and leading-edge projects, strengthen projects preparatory work, incorporate more projects into national plans and make the investment in reserved projects exceed 350 billion yuan. We will create conditions to leverage leading enterprises demonstration effects and vigorously support corporate investment expansions to ensure investment projects sustainable development momentum.

We will intensify efforts to attract more projects and ensure their implementation. We will improve city-county and cross-departmental investment promotion systems, launch targeted industrial chain-based investment attraction campaigns, leverage the enterprises as industrial chain leaders for business-led investment promotion and attract more little-giant enterprises and over 100 major projects each with an investment of over one billion yuan. We will establish a closed-loop service mechanism to advance the attracted projects and translate signed agreements into tangible outcomes.

We will accelerate the progress of major projects. We will continue to implement the initiative “1,000 Projects andOne Trillion-yuan Investment Per Year of Zhejiang andthe initiative “551” of Jiaxingfor expanding effective investment, advance provincial and municipal key projects and the projects on implementing major national strategies and building up security capacity in key areas. We will enhance tiered coordination mechanisms, strengthen the Incentive of Investment Horsing Racing , collaborative problem-solving efforts and supervision services, advance the early construction of new projects and accelerate under-construction projects to generate more tangible work volumes to ensure the investment growth is faster than that of GDP, and the investment in the manufacturing industry is faster than overall investment growth. We will strengthen the supply of production factors, optimize financing mechanisms, revitalize underutilized land and sock land, and offer more than 2,333 more hectares of land in 2025.

5.Pooling efforts to strengthen consumption and service industry expansion to cultivate new economic growth drivers

We will reinforce the foundational role of consumption and enhance the supportive capacity of the service sector to boost the internal momentum for high-quality development.

By leveraging policies focusing on large-scale equipment renewal and the trade-in of consumer goods, we aim to stimulate consumption. We will intensify the implementation of policies designed to expand consumption, particularly in revitalizing bulk consumption sectors such as new energy vehicles, green home appliances, and smart home products. We will focus on developing the flagship store economy, exhibition economy and silver economy, and scale up the efficiency of nighttime economy to drive sustained consumption recovery. We will capitalize on the strengths of industries like luggage, leather, and knitwear, optimize professional markets and pedestrian street functions to create high-quality factory outlet clusters. In expanding cultural and tourism consumption, we will support Wuzhen’s development into a world-class tourism resort, enhance the influence of ancient towns like Xitang, Puyuan, and Yanguan, and elevate the reputation of “Welcome to Jiaxing, a City with the Best Ancient Towns in China.We will promote the coordinated development of revolutionary tourism, ancient town-based tourism, and rural tourism to enhance our citywide tourism appeal.

We will actively promote the integration of manufacturing and services. We will accelerate the development of Jiaxing as a national model city for service-oriented manufacturing, deepen the development of advanced manufacturing and modern services, foster the growth of industrial design, inspection, testing and information technology services and promote the design + production and products + services models to achieve approximately a 5.5% increase in the added value of the service sector. We will enhance mechanisms to facilitate manufacturing-service integration, create cultivation lists for key industries, professional institutions and leading enterprises, and strive to be a provincial-level pilot city of the manufacturing-service integration to elevate both industry and value chains to higher levels.

We will develop a new model for real estate growth. We will fully implement national policies on ensuring a stable and healthy real estate market, control new housing supplies, optimize existing housing and enhance housing quality. We will refine land supply structures and improve the affordable housing system to better support both essential and improvement-driven housing demands. We will advance the construction of Jiaxing as a national pilot smart city, accelerate the development of the Transit-Oriented Development model, construct safe, comfortable, green and smart residences and promote prefabricated interior decoration to build a city with a premium housing brand.

6. Pooling efforts to deepen reforms and opening-up to expand high-quality development space

We will coordinate in-depth reforms and high-level opening-up to unlock reform dividends and enhance openness to establish Jiaxing into an open hub for comprehensive development in the Yangtze River Delta.

We will reform key sectors.We will advance value-added government service reforms,and promote the initiatives like “one-stop resolution for key matters” and “one-stop corporate reports to make government service warmer and more effective and convenient. We will further integrate administrative law enforcement reforms by adopting the “one comprehensive inspection” approach. We will optimize state-owned enterprise reforms to enhance strategic layouts, revitalize assets, and improve management efficiency.

We will establish a first-class business environment. We will adhere to national unified market guidelines, fully implement “Regulations of Zhejiang on Optimizing Business Environment”, improve market access, resource allocation and fair competition mechanisms to elevate the levels of marketization, legal compliance and internationalization. We will enhance the business environment to ensure enterprises’ satisfaction by addressing specific issues with targeted actions such as refining administrative inspections, strengthening oversights of intermediary services, and enhancing systems for credit repair and intellectual property protection to maintain a leading position in Zhejiang’s business environment rankings.

We will stabilize foreign trade and enhance foreign investment attraction. We will cultivate new development drivers such as cross-border e-commerce, digital trade and green trade. We will support enterprises to secure global orders and expand markets to ensure a steady increase in export shares across the province. We will be committed to attracting high-quality foreign investment, particularly in the manufacturing sector, encourage foreign firms to expand their investments and reinforce Jiaxings status as a premier hub for foreign direct investment. We will guide local enterprises in their global expansion efforts, and foster the growth of homegrown multinationals to promote synergy between domestic and international trade.

We will enhance the capabilities of open platforms. We will optimize the planning and layout of the airport-related economic zone, actively develop key industries such as aviation logistics and airport-oriented manufacturing sectors and construct a cross-border trade transshipment center to build a model zone for airport-driven economic growth. We will further improve Free Trade Zone of Jiaxing, foster innovative business models such as bonded maintenance, R&D, and testing in the free trade zone, and operate the customs-designated regulatory sites for inbound products. We will launch a new phase of integration and upgrades for development zones and industrial parks. We will reinforce the core functions of national and provincial-level development zones, and deepen the development of international cooperation parks, including Zhejiang Sino-Japanese (Pinghu) Industrial Cooperation Park and Sino-German Industrial Park in Economic and Technological Development Zone of Jiaxing to bolster the agglomeration and operational capacity of those platforms.

7. Pooling efforts to building a transportation hub to integrate into the integrated development of the Yangtze River Delta

We will prioritize transportation to strengthen integration with Shanghai and participation in the integrated development of the Yangtze River Delta.

We will accelerate the construction of a highway-railway-waterway-airport transportation hub by establishing a modern transport network that emphasizes smart and green logistics, improving transport efficiency and investing over 40 billion yuan in comprehensive transportation. We will expedite the construction of Nantong-Suzhou-Jiaxing-Ningbo High-Speed Railway, Shanghai-Jiaxing Intercity Railway and the elevation of Shanghai-Kunming Railway, and commence the construction of Shanghai-Jiaxing-Hangzhou High-Speed Railway and Shanghai-Zhapu-Hangzhou Railway and the expansion of Jiaxingnan Station. We will spare no effort to complete the construction of Jiaxing Nanhu Airport as a global air logistics hub. Additionally, we will enhance sea-river inter-modal systems by upgrading waterways, ports and vessels to ensure 1,000-ton-class waterways link all provincial-level development zones and above. Furthermore, we will accelerate efforts to upgrade Zhapu-Jiaxing-SuzhouExpressways, complete the construction of Suzhou-Taizhou Expressway (Phase II) and strive to put our urban expressways into operation to build expressway networks and significantly enhance transportation efficiency.

We will further enhance the radiating role of the Demonstration Zone for Integrated Ecological and Green Development in the Yangtze River Delta region. We will fully implement the Regulations on High-Quality Development of the Integrated Ecological and Green Development in the Yangtze River Delta Region, advance the construction of cross-province national hi-tech zones in this Demonstration Zone, improve Water Town Living Room, China-Singapore (Jiashan) Modern Industrial Park, promote the collaboration between Xiangfudang Innovation Center and Huaweis Qingpu R&D Base, support Jiashan and Shanghai University in establishing a cross-regional demonstration model for sci-tech industrial synergy. We will host the 6th Anniversary Conference of the Demonstration Zone to showcase integration achievements. Through innovative integrated development mechanisms, we will capitalize on respective strengths in technological innovation, industrial park construction, and ecological governance to deepen collaboration and deliver more integrated development outcomes.

We will proactively develop the golden southern wing of Hongqiao International Opening Hub. We will fully engage in the construction of Shanghai Metropolitan Circle by aligning functional planning, unifying market regulations, and coordinating policy frameworks with the Hongqiao International Central Business District. We will deepen the development of collaborative platforms such as Jinshan-Pinghu Industry-City Integration Development Zone and Caohejing Haining Sub-Park, develop high-end business, international trade, and specialized exhibitions and leverage the spillover effects of China International Import Expo to improve the integrated development between Jiaxing and Shanghai. We will accelerate Shanghai-Jiaxing integration into a de facto metropolitan area, and deepen Jiaxings integrated cooperation with Hangzhou, Ningbo, Suzhou, and Huzhou to establish a regional development consortium with shared governance.

8. Pooling efforts to advancing “Zhejiangs Green Rural Revival Program for a new era to enhance urban-rural integrated development

We will harness “Zhejiangs Green Rural Revival Program” to narrow urban-rural, regional, and income gaps, advance the construction of Jiaxing as a national pilot zone forurban-rural integrated development andfocus on strengthening urban areas, revitalizing rural areas, and deepening integration.

We will build a robust central urban core.We will accelerate the construction of the high-speed railway station-centered city, Zuili Knowledge Lake District, and Grand Canal Bay New City; we will foster metropolitan-oriented industries, and enhance sci-tech innovation, education, healthcare and cultural tourism to strengthen the role of urban central cores. To enhance urban renewal, we will intensify the renovation of urban villages and dilapidated housing, upgrade underground utility tunnels, old neighborhoods and industrial complexes to  strive to be a national demonstration city for urban renewal. We will adopt a “meticulous craftsmanship approach” to refine urban management to build a national model city with the cleanest urban environment.We will further advance county seats-centered urbanization and bolsterthe comprehensive carrying capacity of the seat of each county (county-level city) to improve the citywide urban capacity and quality.

We will highlight towns characteristics to forge urban-rural synergy. We will amplify the role of towns as vital bridges connecting urban and rural areas, advance the Modern Beautiful Town Initiative. Guided by the principle of adaptive development based on local strengths (industrial, commercial, or tourism-oriented), we will systematically upgrade each towns infrastructure, industrial functions, and environmental quality to build a group of central towns with strong regional radiating capacities. We will firmly implemented the Distinctive Town Cultivation Program through targeted revitalization of existing assets, precision upgrading of public spaces, and sustainable operational models. By integrating high-standard planning, construction, protection, application and operation management, we will upgrade 10 more towns to distinctive models that exemplify urban-rural integrated development.

We will advance comprehensive rural revitalization. We will enforce the strictest farmland protection system through “integrating multiple types of farmland and expanding high-standard farmland clusters (1,000-mu, or 10,000-mu scale). We will scale up innovative farming models such as rice-vegetable rotation and integrated rice-fish growing systems to enhance productivity and build Jiaxing Rice as a nationally recognized agricultural brand. We will leverage technology and mechanization to advance agricultural modernization, as well as the expertise of Jiaxing Academy of Agricultural Sciences to develop high-efficiency controlled-environment agriculture and expand certified green organic farming. We will implement the One County, One Specialty strategy to cultivate localized agro-industries, strengthen agricultural leading enterprises and foster agri-entrepreneurs to improve sector-wide value chain efficiency. We will prioritize the development of harmonious and beautiful villages, improve living environment and construct Four-good Rural Roads (meeting design, construction, management, and operational standards). By refining long-term rural management mechanisms, we will create model villages that integrate agriculture, culture, and tourism to pave the way for transforming rural beauty into economic vitality and enhancing the quality of life.

We will enhance urban-rural integration mechanisms. Guided by the master territorial spatial plan, we will advance the one-plot-land integrated reform to harmonize planning, industrial ecosystems, and resource allocation and foster the coordinated development across urban cores, county seats, distinctive towns and beautiful villages. We will deepen the integrated rural reforms, implement Xincang Experience, Ten Village Empowerment Measures and Ten Common Prosperity Initiatives, standardize and expand best practices like village-based enterprises and enclave-based cooperation, revitalize rural housing resources and increase farmers equity in collective ventures to maintain rural incomes at a leading level in Zhejiang and ensure urban and rural shared prosperity.

9. Pooling efforts to pursuegreen andlow-carbon development to build a beautiful Jiaxing at higher standards

By anchoring high-quality growth in ecological modernization, we will deepen our role as a National Pilot City for Synergizing Pollution Reduction and Carbon Mitigation to promotethe green economic and social transformation.

We will elevate and consolidate the quality of the ecological environment.By improving the “dynamic elimination mechanism” for ecological and environmental problems, we will address both symptoms and root causes identified by central government ecological and environmental protection inspectors. Through intensified air quality improvement campaigns, we will target industrial emissions, construction dust and intensive livestock farming to sustain blue-sky gains. Water ecosystems will be rehabilitated via integrated sewage interception networks, river dredging, and sea-bound river management to build Jiaxing as a National Pilot City for Beautiful Rivers and Lakes Conservation. We will strengthen soil pollution prevention, improve the management of solid waste such as household waste and construction residue to build Jiaxing into a citywide “zero-waste city”. As a city of “National Pilot Communitywith Quiet Environment”, we will implement effective measures against noise disturbances to create a peaceful and comfortable living environment.

We will strengthen energy supply and stabilize energy prices. We will establish a new-type energy development and utilization system to enhance comprehensive utilization of nuclear energy, hydrogen energy and biomass energy. We will expand application scenarios for distributed photovoltaic systems and scale up the deployment of “new-type energy storage + virtual power plants” to build a clean and low-carbon energy network. Scientific energy supply-demand coordination will be prioritized.We will ensure sufficient supplies and stable price trends for key energy sources including electricity, natural gas and steam to achieve moderate price reductions where feasible. We will fully implement the national mandate for transitioning from the total energy consumption control and energy consumption intensity control to the total carbon emission control and carbon emission intensity control. We will advance cross-regional trading of green electricity certificates and green electricity and phase out all coal-fired boilers below 35 steam tons to steadily reduce energy consumption intensity.

We will accelerate the green and low-carbon transition of development models. We will accelerate efforts to establish a green production system by improving energy-saving and carbon-reducing incentive mechanisms of key industries and enterprises, establish zero-carbon industrial parks and enhance the utilization efficiency of electricity, gas, water and land resources. We will deepen the construction of Jiaxing as a national pilot city with a good recycling system of waste materials, support enterprises in recycling and reusing end-of-life products andimprove the quality and expand the coverage of waste classification to improve the efficient utilization of renewable resources.

We will refine the value realization mechanisms for ecological products. We will launch pilot carboninclusion programs, advance Eco-environment Oriented Development (EOD) models and strive to create a national demonstration base for the practice that lucid waters and lush mountains are invaluable assets. We will vigorously support resource-efficient public institutions, low-carbon households, and eco-communities in carbon reduction to cultivate societal norms aligned with ecological civilization principles.

10. Pooling efforts to enhancepublic well-being to accelerate the construction of Jiaxing as a model city of common prosperity

We will take meeting the peoples aspiration for a better life as the fundamental goal, and intensify efforts to ensure and improve peoples well-being to continuously enhance the quality of common prosperity.

We will prioritize employment. To achieve this, we will fully implement policies on employment and entrepreneurship, provide targeted assistance to key groups such as college graduates, retired military personnel, and rural migrant workers. Our goal is to ensure that each family has at least one member is employed and create 110,000 new urban jobs. We will enhance the mechanism for matching employment supply and demand, strengthen vocational skills training, and expand the pool of high-quality industrial workers to promote high-quality full employment. We will launch the “Zero Wage Arrears Campaign”, safeguard the legitimate rights and interests of employees engaged in flexible employment and in new business models to ensure greater dignity and security for all.

We will improve the social security system for common prosperity. We will implement the policy on postponing retirement in a steady and orderly manner, promote the expansion and enhancement of basic old-age insurance, and optimize long-term care insurance services. We will steadily increase the number of people covered by social insurance programs, and social insurance benefits and improve service quality. We will monitor the changes of low-income population, enhance the “government assistance plus charitable assistance” mechanism to secure the basic living standards for people in difficulty. We will deepen the construction of Jiaxing as a national child-friendly city, improve fertility support policies and inclusive child-care systems to build a national model city for infant and child care services. We will strengthenthe elderly care service system, promote the integrated development of home-based, community-based and institution-based elderly care, enhance inclusive elderly care services such as the integration of medical and elderly care,meal assistance and food delivery to build an age-friendly society.

We will elevate the quality and accessibility of education and healthcare. By adhering to the holistic development of students in moral, intellectual, physical, aestheticand labor education, we will optimize educational resource allocation. We will advance universal and inclusive preschool education as well as high-quality balanced compulsory education. We will support regular high schools in enhancing educational standards and put Shuangxi High School and Qingfeng Road High School into operation. We will expand high-caliber teaching workforce, enhance adolescent mental health counseling systems and deliver education that meets public expectations.In our efforts to build a high-level health system in Jiaxing, we will support the construction of Jiaxing as a regional medical center and key medical specialties. We will enhance the service capacity of medical communities of each county (county-level county), improve health examinations and disease prevention and control to reach new heights in medical excellence. We will advance the initiatives like “Famous Educators Invited to Jiaxing” and “Leading Physicians Invited to Jiaxing”, attract more excellent educational and medical resources, and improve service concepts, service quality, and managerial efficiency to better meet public needs.

We will promote the prosperity of cultural undertakings. By leveraging the long-standing advantages of the revolutionary culture and traditional culture, we will deepen the Jiaxing Culture research and promote protection, inheritance and utilization of revolutionary culture and Jiangnan culture. We will upgrade Majiabang Culture Site Park to a national archaeological site park, construct high-standard Grand Canal CultureBelt and showcase the new style of the Grand Canal to significantly enhanceJiaxings reputation. We will provide richer public culture, improve the network of libraries and cultural centers, advance art popularization among the populace, strengthen the team of special culture representatives, and organize a variety of literary and artistic activities that resonate with the public. We will deepen the construction of Jiaxing as a pilot city of the national community sports and health center, host the 11th Games of Jiaxing, and organize the Asian Marathon Championships at a high level.

We will create a safe and stable social environment. We will make solid progress in addressing the root causes of workplace accidents, routinely investigate and rectify risks and hidden dangers to enhance overall safety standards. We will improve emergency fire control systems at the grassroots level, raisethe standard for constructing safe and sound seawalls, expand the follow-up projects for the Hangzhou-Jiaxing-Huzhou Drainage Project to enhance disaster prevention and control capabilities.We will enforce strict supervisions over food and drug safety, strengthen the management of school canteens and farmers’ markets to ensure food safety. We will innovate and implement the national defense mobilization mechanism, deepen reforms integrating military and civilian efforts, and support the development of the PLA stationed in Jiaxing.By adhering to and developing the “Fengqiao Experience” in the new era, we will promote the integration of self governance, rule of law and rule of virtue, and “Xishan Experience, deepen resilient governance, enhance the cone-click mechanism “Listening to People’s Voice”, proactivelysettle the disputes at their sources, promote law-based petition work, and improve comprehensive social security, and network management systems to strive for recognition as a model city in building a peaceful China.

We will advance in depth the thematic practical activities of “Six Key Initiatives in Action” and continuously enhance the implementation efficiency to strengthen the governance capacity and performance of the government.

We should strengthen political guidance, always maintaining absolute loyalty. We will thoroughly study and faithfully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, consistently adhere to General Secretary’s important instructions for Zhejiang and Jiaxing as our fundamental guidance, continuously enhance political judgment, comprehension and execution capabilities. We will resolutely safeguard the establishment of both Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and firmly uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and uphold the Central Committee’s authority and its centralized, unified leadership to ensure the effective implementation of decisions and arrangements of the CPC Central Committee, the CPC Zhejiang Provincial Committee, Provincial Peoples Government of Zhejiang and the CPC Jiaxing Municipal Committee.
