Yesterday marked the first working day after the Chinese New Year. In the afternoon, a city-wide meeting was convened at the Jiaxing Grand Theatre, bringing together cadres from all three levels for the mobilization and deployment of the "Six Key Initiatives in Action" theme practice activity. Chen Wei, Secretary of the Municipal Party Committee, underscored the importance of fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. He emphasized the need to adhere to the spirit of the 20th National Congress of the Communist Party of China, as well as the Second and Third Plenary Sessions of the 20th Central Committee. Chen Wei urged a thorough understanding of General Secretary Xi Jinping’s significant speeches, instructions, and directives, and called for a deep implementation of the “Eight-Eight Strategies” alongside vigorous promotion of the "Six Key Initiatives in Action." Li Jun, the deputy secretary of the municipal committee and mayor, presided over the meeting. Municipal leaders such as Gao Linghui, Chen Lizhong and Shuai Xielang attended the meeting.

Chen Wei pointed out that the just-passed year of 2024 was extremely challenging and extraordinary. It was a year of gratitude and progress, marking our unwavering loyalty in following Xi Jinping's core position on the CPC Central Committee and in the Party as a whole; a year of hard work and harvest, witnessing our fruitful achievements through perseverance; a year of upholding principles and innovation, documenting our reform practices at the forefront; a year of warmth and care, interpreting our unchanging commitment to people's livelihood; and a year of vitality and vigor, shining with the brilliant spirit of our practical efforts and hard work.

Chen Wei emphasized that 2025 is pivotal for successfully concluding the 14th Five-Year Plan and laying a solid foundation for the 15th Five-Year Plan. The Municipal Committee has designated this year as one of vigorous implementation. All city levels should deepen their understanding and genuinely enhance their sense of responsibility, awareness, and action to execute "The Six Key Initiatives in Action." This involves addressing political "mandatory questions," developmental "quick response questions," livelihood "bonus questions," and "fundamental questions" of work style. We must fully engage in the thematic practice activities of "The Six Key Initiatives in Action," further embrace the mission of "the municipal city leading in economic development," and establish a focus on "projects at the core of all efforts." This includes fostering a spirit of "striving for excellence through benchmarking and catching up," cultivating the courage to "resolve outstanding issues," enhancing the environment of "supporting enterprises and promoting development," and igniting the passion for "embracing responsibilities and forging ahead boldly."

Chen Wei emphasized the importance of maintaining a loyal and dedicated mindset, improving and perfecting the closed-loop implementation mechanism for Xi Jinping's important speeches and directives. It is crucial to ensure that "when the General Secretary issues commands, when the Central Committee of the Party makes deployments, and when the Provincial Committee sets requirements, Jiaxing takes action and achieves results," focusing on implementation by closely following directives. We should promote a pragmatic and diligent work ethic, adhering to goal-oriented, problem-oriented, and result-oriented approaches, and ensure effective implementation through meticulous efforts.We must shoulder the responsibility of tackling challenges, dare to confront difficulties, lead by example, and persistently overcome obstacles to ensure effective implementation. Enhancing our capacity for innovation and action is essential; we should effectively utilize the method of integrating learning and practice for future advancement, adopt the strategy of overall progression with key breakthroughs, thoroughly understand policies to leverage them effectively, and prioritize stability while seeking progress. This requires a liberated mindset to ensure thorough implementation. Furthermore, we should unite efforts, excel in collaboration, keep the bigger picture in mind, and combine wisdom and strength to achieve effective implementation through unity. Building a strong defense against corruption and misconduct is imperative; we must be strict with ourselves, boldly manage and supervise, and maintain a clean and upright conduct to ensure implementation in a climate of integrity and righteousness.

Chen Wei emphasized the importance of strengthening the leading role of Party building and optimizing assessment and supervision to motivate those who are diligent. He called for refining mechanisms for tolerance and correction of mistakes to support and protect hardworking individuals. Additionally, he stressed the need to alleviate burdens at the grassroots level to liberate and empower workers, thereby fostering a favorable environment for the implementation of the "Six Key Initiatives in Action."

Li Jun emphasized that all localities and departments should thoroughly understand and implement the spirit of this meeting. They should set clear goals and reinforce their determination to act; intensify efforts to tackle challenging issues and focus on practical actions; innovate measures to enhance the quality and efficiency of their work; and harness collective strength to foster a favorable working atmosphere. They should focus on "wanting to do things," demonstrate their capabilities in "knowing how to do things," and show their achievements in "getting things done." Currently, efforts should be concentrated on ensuring a strong start in the first quarter. This includes resuming work and production, promptly addressing difficulties and challenges, and achieving early and comprehensive resumption wherever possible. They should also enhance the implementation of policies, strive for increased allocations of long-term special treasury bonds, special bonds, and central budgetary funds, ensuring a steady increase in the share of various resources. Promoting stable growth of the industrial economy is essential, along with providing services and support for key industrial parks, industries, and enterprises to effectively unleash industrial capacity. Furthermore, they should focus on major project construction, ensuring that new projects under the provincial "thousand projects, trillion yuan" initiative have a start rate of 60% or higher in the first quarter. Stabilizing foreign trade is also crucial; they should play the "stabilize, expand, adjust, and optimize" combination card to assist enterprises in securing orders and expanding markets, maintaining stable foreign trade growth. Promoting the sustained recovery of consumption is important. They should make good use of the policy of the trade-in of consumer goods, seize opportunities during festivals such as the Lantern Festival, and carry out a series of consumption promotion activities to continuously stimulate consumption momentum. Lastly, they must strictly adhere to the bottom line of production safety and create a peaceful and stable environment for high-quality economic and social development.

At the meeting, the list of advanced collectives recognized for the 2024 annual comprehensive assessment and high-quality development was announced, alongside those acknowledged for their contributions to building an important central city in the Yangtze River Delta urban agglomeration, advancing comprehensive rural revitalization, and promoting common prosperity. Awards were presented on the spot. Leaders from Pinghu City, the Municipal Development and Reform Commission, Xiuzhou District, Jiaxing Economic and Technological Development Zone (Humin Sub-district), Sanxing Village in Fengqiao Town, Nanhu District, and Xinfengming Group delivered exchange speeches.
