At present, Jiaxing is vigorously carving out new tracks for developing future-oriented industries.  

Ministry of Industry and Information Technology of the People’s Republic of China released the “List of Outstanding Innovative Cases for Future-oriented Industry Development 2024” several days ago, and three cases from Jiaxing made the cut.  

On April 11, 2025, Innovation Center of Zhejiang Hydrogen Energy Equipment Manufacturing signed a strategic cooperation memorandum with Schneider Electric (China) Co., Ltd., to jointly establish a digital twin and AI laboratory for hydrogen energy equipment in Jiaxing Port Area.  

The Government Work Report 2025 of the State Council emphasized the need to establish a growth mechanism for future-oriented industry investment and foster future-oriented industries such as bio-manufacturing, quantum technologies, embodied intelligence and 6G.  

Vigorously developing future-oriented industries is a strategic choice to lead technological progress, drive industrial upgrading and foster new quality productive forces. For Jiaxing, developing future-oriented industries is undoubtedly a key to enhancing its competitiveness and winning the future.  

Jiaxing is bringing the “future” into reality. Jiaxing’s hydrogen energy industry is marching toward a promising future. As one of the first pilot cities of Zhejiang for hydrogen energy development, Jiaxing Port Area is rapidly forming a complete industrial ecosystem encompassing hydrogen production, storage, transportation, refueling and application.  

Recent milestones abound for the development of Jiaxing’s hydrogen sector. In the “List” mentioned above, Jiaxing’s Sinosynergy has been recognized as a leading company in the future energy sector, while the innovative case from Zhejiang Seaport Jiaxing Port Services Co., Ltd. “Building a Green Port: Large-scale Application of Hydrogen Fuel Cell Container Trucks in Ports” has been selected as a model application scenario in future energy. Additionally, Hydrogen Energy Equipment Manufacturing Innovation Center, led by Yangtze Delta Region Institute of Tsinghua University, Zhejiang, has been included in the list of provincial-level manufacturing innovation centers under construction, the only provincial-level hydrogen energy equipment innovation center of Zhejiang. Currently, Jiaxing’s hydrogen industry chain is developing rapidly with application scenarios being further expanded, key technology breakthroughs being achieved and development road maps being further clarified. Jiaxing’s hydrogen industry has become a provincial future-oriented industry pilot zone and taken the lead in China.  

Besides, the third-generation semiconductor industry of Haining City and nuclear technology application (isotope) sector of Haiyan County have also been designated provincial-level future-oriented industry pilot zones, and Pinghu designated as a “Rising Star” in building a computing power industrial cluster.  

Haining’s third-generation semiconductor pilot zone aims to build an advanced manufacturing and packaging base for the third-generation semiconductors, focusing on chip R&D, manufacturing, packaging and key equipment; Haiyan’s nuclear technology application (isotope) pilot zone leverages the unique advantages of its Qinshan Nuclear Power Plant to create the largest medical isotope production base in China. This county has already achieved large-scale production of isotopes like Cobalt-60, breaking foreign monopolies, and is advancing R&D on scarce medical isotopes. By 2030, it will build an industrial cluster exceeding 30 billion yuan to fill the gaps in China’s nuclear medicine sector.  

Through developing future-oriented industries, Jiaxing is steadily transforming its vision for future-oriented industries into reality, solidifying its role as a trailblazer in innovation and industrial transformation.  

Legends are created one after another in Jiaxing. This year, the Government Work Report of Jiaxing proposed the strategic layout and development of the future-oriented industry. Recently, “Construction Plan for Future-oriented Industry Incubation Bases” of Jiaxing was issued to prospectively plan and build future-oriented industry incubation bases, and accelerate efforts to foster future-oriented industries, develop new quality productive forces, enhance competitiveness, and shape new industrial development advantages.  

Jiaxing’s goals go as follows: to build a group of future-oriented industry incubation bases in such fields as AI, hydrogen energy, new-type energy storage, and synthetic biology to build Jiaxing into a provincial-level future-oriented industry pilot zone in 2025, and a national-level future-oriented industry pilot zone in 2027; to strive to build the future-oriented pilot zone into a future technology innovation hub, a testing ground for cutting-edge achievements, a leader in future scenario applications, and a cluster for gathering future-oriented industries.  

According to an official from Bureau of Economy and Information Technology of Jiaxing, the construction of incubation bases will focus on “3+X” fields: “3” stands for three future-oriented industries with strong foundations and growth momentum: AI, future energy, and life sciences; and “X” refers to the future-oriented industries that enjoy long-term and great development potentials such as next-generation semiconductors, flexible electronics, humanoid robots, commercial aerospace, low-altitude economy and industrial metaverse.  

How to forge a unique industrial path?  

The first step is to identify distinctive industries and develop leading industries. By leveraging local resources, industrial foundations and growth potentials, Jiaxing will develop distinctive dominant industries of each county, county-level city and district and foster regionally advantageous industries to achieve complementary development.  

In Jiashan there are humanoid robot companies such as Zhejiang Changsheng Sliding Bearing Co., Ltd. and Zhejiang Fulai New Materials Co., Ltd. Xiuzhou and Nanhu districts are vigorously developing synthetic biology industries and have achieved remarkable progress. For example, Virtu Pharmako in Nanhu is building a large-scale synthetic biology production technique platform applicable to the production of over one-third of global bio-pharmaceuticals; and Shengtai Yinnuo (Jiaxing) Medical Technology Co., Ltd. in Xiuzhou is committed to developing stem cell technologies for diabetes treatment.  

Jiaxing’s enterprises are crafting one “zero-to-one” legend after another in robotics industry, low-altitude economy, synthetic biology, etc. 

Jiaxing enjoys strong momentum for winning the future. Cities that seize future-oriented industries hold the key to tomorrow. Many cities are already racing ahead in terms of future-oriented industrial development in China.

For example, as one of the earliest cities developing future-oriented industries, Shanghai is focusing on five future-oriented industries, building three pilot zones for future-oriented industries, and establishing a future-oriented industry fund; Beijing targets 20 future-oriented industries across six sectors, aiming to become a global leader by 2035; and Hangzhou is building a modern industrial ecosystem around five industrial circles, five future-oriented industries and five producer services.  

What will Jiaxing do next?  

Jiaxing is exploring the innovative development model, the construction of pilot zones, and the scenario application of the future-oriented industry. The construction of the incubation bases will channel resources into key clusters, laying the groundwork for the construction of provincial-level and national-level pilot zones. Meanwhile, the city will accelerate core technology R&D, foster more enterprises that are specialized and sophisticated and produce new and unique products, expand application scenarios, strengthen industrial chains and regional collaboration beyond local boundaries.

With strong momentum, vast potential and a clear vision, Jiaxing has carved out its own path in developing its future-oriented industry.
